MEETING MINUTES
TUMWATER LEOFF DISABILITY BOARD
February 12, 2026
CONVENE: 11:00 a.m.
PRESENT: Chair Rick Sapp and Commissioners Angela Jefferson, Peter
Agabi, and Jim Tuggle
Excused: Secretary / Chief Examiner Michelle Sutherland
Staff: Acting Secretary / Chief Examiner Matt Middleton
APPROVAL OF Commissioner Jefferson moved, seconded by Commissioner
MINUTES: Agabi to approve the minutes of August 14, 2025, as
presented. A voice vote approved the motion.
PUBLIC COMMENT: There was no public comment.
CLOSED SESSION: The LEOFF board went into a closed session at 11:05 a.m. to
SUBMITTED CLAIMS review submitted claim(s).
OPEN SESSION: The LEOFF board returned to open session at 11:41 a.m.
VOTE ON Acting Secretary / Chief Examiner Middleton read the motion
SUBMITTED CLAIMS to approve and pay the claim with additional verification of
hours/charges noted. Commissioner Jefferson moved,
Commissioner Agabi seconded. Vote called, all aye,
motioned approved.
NEXT MEETING The next meeting is scheduled for Thursday, March 12, 2026.
DATE:
DISCUSSION: There was a discussion of the status of Law Enforcement
Commissioner and the process involved and a request for
updated documents if any for today’s claim.
ADJOURNMENT: With there being no further business, Chair Sapp adjourned
the meeting at 11:46 a.m.
