MEETING MINUTES
TUMWATER PUBLIC HEALTH & SAFETY COMMITTEE
September 9, 2025
CONVENE: 8:00 a.m.
PRESENT: Chair Peter Agabi and Councilmember Kelly Von Holtz
Excused: Councilmember Leatta Dahlhoff
Staff: City Administrator Lisa Parks, Assistant City Administrator
Kelly Adams, Police Chief Jay Mason, Fire Chief Brian Hurley,
Acting Deputy Police Chief Carlos Quiles, and Police
Administrative Manager Laura Wohl
APPROVAL OF Councilmember Von Holtz moved, seconded by
MINUTES: Councilmember Agabi, to approve the minutes of July 8, 2025
as presented. A voice vote approved the motion.
INTERLOCAL Chief Mason presented the Interlocal Agreement with the
AGREEMENT WITH Tumwater School District (TSD) for the School Resource Officer
THE TUMWATER (SRO) program which had come before the committee in July with
SCHOOL DISTRICT some requested changes to be made. This agreement is a
FOR SCHOOL continuation of the SRO contract between the City and the
RESOURCE OFFICER Tumwater School District to continue providing two SROs to the
PROGRAM: school district, with the City funding one position and TSD
funding the second. Included in this contract is a requirement to
collect data regarding the SROs’ workload.
MOTION: Councilmember Von Holtz moved, seconded by
Councilmember Agabi, to place the SRO agreement with TSD
on the September 16, 2025, Consent Calendar with a
recommendation to approve and authorize the Mayor to sign.
A voice vote approved the motion unanimously.

TUMWATER SAFE Administrator Parks briefed the Committee about the Tumwater
PROGRAM BRIEFING: Safe Program, its implementation, and its current state.
Administrator Parks and Assistant Administrator Adams also
briefed the Committee about the status of implementing a City
Equity Commission.
ADDITIONAL ITEMS: There were no additional items.
ADJOURNMENT: With there being no further business, Chair Agabi adjourned
the meeting at 8:25 a.m.
