MEETING MINUTES
TUMWATER PUBLIC HEALTH & SAFETY COMMITTEE
December 9, 2025
CONVENE: 8:00 a.m.
PRESENT: Chair Peter Agabi, Councilmembers Kelly Von Holtz and Leatta
Dahlhoff.
Staff: Police Chief Jay Mason, Fire Chief Brian Hurley, Deputy
Fire Chief Shawn Crimmins, Police Administrative Manager
Laura Wohl, Assistant City Administrator Kelly Adams, City
Attorney Karen Kirkpatrick, Legal Assistant Sharleen Johansen,
Finance Director Troy Niemeyer and Facilities Manager Chris
Graham.
APPROVAL OF Councilmember Von Holtz moved, seconded by
MINUTES: Councilmember Dahlhoff, to approve the minutes of
October 14, 2025, as presented. A voice vote approved the
motion.
STATION T2 REMODEL Fire Chief Hurley presented the initial draft of the remodel of
BRIEFING: Station T2 and the proposed schedule for the project. The
station has had significant deferred maintenance and also must
be expanded to accommodate the recent addition of a medic
crew. Chief Hurley also presented the current budget estimate
for the project and some preliminary information about
potential general obligation bonds as a possible method for
funding the project. Councilmember Dahlhoff stated the
project needs more discussion in light of multiple other capital
projects currently being designed.

PURCHASING Police Chief Mason presented a contract between Tumwater
CONTRACT WITH and Axon Enterprises for the purchase of body worn and vehicle
AXON ENTERPRISES cameras. The contract includes both hardware and software
FOR BODY WORN AND and has a term of five years. The budget for the project was also
VEHICLE CAMERAS: presented.
MOTION: Councilmember Dahlhoff moved, seconded by
Councilmember Von Holtz, to place the purchasing contract
with Axon Enterprises for body worn and vehicle cameras
December 16, 2025, Council Consent Calendar with a
recommendation to approve and authorize the Mayor to sign.
A voice vote approved the motion unanimously.
ADJOURNMENT: With there being no further business, Chair Agabi adjourned
the meeting at 8:39 a.m.
