TUMWATER PUBLIC WORKS COMMITTEE MINUTES OF VIRTUAL MEETING April 18, 2024 Page 1 CONVENE: 8:00 a.m. PRESENT: Chair Eileen Swarthout and Councilmembers Michael Althauser and Angela Jefferson. Staff: City Attorney Karen Kirkpatrick, Parks and Recreation Director Chuck Denney, Water Resources and Sustainability Director Dan Smith, Assistant Transportation and Engineering Director Mary Heather Ames, Facilities and Parks Manager Stan Osborn, Engineering Services Manager Bill Lindauer, and Administrative Assistant Cathy Nielsen. APPROVAL OF MINUTES: PUBLIC WORKS COMMITTEE, MARCH 21, 2024: MOTION: Councilmember Jefferson moved, seconded by Councilmember Althauser, to approve the minutes of March 21, 2024, as published. A voice vote approved the motion. BREWMASTER’S Manager Osborn reported the request is for approval for a wallpaper ceiling HOUSE change order because the initial wallpaper cost was not included in the RENOVATION estimate by the contractor. The Historical Preservation Commission selected CONTRACT CHANGE the wallpaper; however, because some of the wallpaper was no longer ORDER #2: available it was difficult to locate specialized wallpaper to match the timeline of the Brewmaster’s House. The proposal exceeds the 10% threshold based on a previous change order. The costs are covered by insurance. Manager Osborn advised that the floors of the house have been completed and are curing requiring another week before the house can be accessed to complete the ceilings. Chair Swarthout asked about plans for reopening the house. Manager Osborn advised that he is meeting with Director Denney to discuss timing for reopening the house to the public. Councilmember Jefferson supported reopening the house to the public because it is a community asset that should be shared. Manager Osborn said all pictures, archival items, and furniture from the house were stored in Chehalis following the fire. Dependent upon when the items are returned it might provide a good opportunity to review the storage for possible placement in the house to prepare the house for reopening. MOTION: Councilmember Jefferson moved, seconded by Councilmember Althauser, to place the Brewmaster’s House Renovation Contract Change Order #2 on the May 7, 2024, City Council consent calendar with a TUMWATER PUBLIC WORKS COMMITTEE MINUTES OF VIRTUAL MEETING April 18, 2024 Page 2 recommendation to approve and authorize the Parks and Recreation Director to sign. A voice vote approved the motion unanimously. ADDITIONAL ITEMS: Manager Osborn announced Administrative Assistant Cathy Nielsen’s last day with the City of Tumwater as she is retiring. Assistant Nielsen assisted him with many contracts and he will miss her tremendously. The committee congratulated Assistant Nielsen on her retirement.
