TUMWATER PUBLIC WORKS COMMITTEE
August 21, 2025
CONVENE: 8:00am
PRESENT: Chair Eileen Swarthout and Councilmembers Micheal Althauser
and Angela Jefferson
Staff: Transportation and Engineering Director Brandon Hicks,
Engineering Services Manager Bill Lindauer, Engineer III Ryan
Blaser, Associate Planner Dana Bower, City Administrator, Lisa
Parks, and Department Assistant Alyssa McClain
Others: Fehr & Peers - Consultant Daniel Dye
APPROVAL OF Councilmember Althauser moved, seconded by
MINUTES: Councilmember Jefferson, to approve the minutes of June 5,
2025, and July 17, 2025, as presented. A voice vote approved
the motion.
2025 Planner Bowers presented the 2025 Comprehensive Plan
COMPREHENSIVE Update for Transportation which is a 20-year plan and
PLAN UPDATE, introduced Consultant Dye with Fehr & Peers who shared his
TRANSPORTATION analysis and feedback on the plan. Consultant Dye’s provided
PLAN: feedback and analysis on the following topics:
• Biking, Walking and Rolling Plan
• Public Outreach
• Goals and Policies
• Future Transportation Network
• 20-year Project list
• Funding and Next Steps
Councilmember Jefferson requested this item be added to a
future Council Work Session. Administrator Parks said that it has

already been fully scheduled for a future Council Work Session,
and/or Council Meeting, before it is adopted as an Ordinance.
AUTHORITY TO Engineer Blaser said that the project will construct a non-circular
SOLICIT BIDS ON THE roundabout at 2nd Avenue to increase pedestrian and bicycle
2ND AVENUE safety and improve traffic flow. Councilmember Swarthout
PEDESTRIAN AND asked if we have control over the project timeline, particularly
BICYCLE when it comes to planning around the school year. Engineer
IMPROVEMENTS Blaser said we do and we have been coordinating with the
PROJECT: Tumwater School District.
MOTION: Councilmember Swarthout moved, seconded by
Councilmember Jefferson to (1) authorize the solicitation of
bids for the 2nd Avenue Pedestrian and Bicycle
Improvements project, (2) place the Public Works Contract
with the lowest responsible bidder on a future City Council
meeting with a recommendation to approve and authorize the
Mayor to sign (3) authorize road closures and detours as
required for the duration of the project; and (4) authorize night
work adjacent to residentially zoned properties when
necessary to reduce impacts to the public and avoid impact
to critical public services. A voice vote approved the motion
unanimously.
ADJOURNMENT: With there being no further business, Chair Swarthout
adjourned the meeting at 8:54 a.m.
