PROCLAMATIONS, RECOGNITIONS AND REPORTS AGENDA PROCLAMATIONS IN THE MATTER OF PROCLAMATION FOR NURSES MONTH AND POLICE WEEK The Mayor presented a Proclamation for Nurses Month (EXHIBIT A) and a Proclamation for Police Department Week (EXHIBIT B). RECOGNITION GIRL/BOY SCOUTS EMPLOYEE RECOGNITION PUBLIC RECOGNITION Councilman Jennings encouraged all to take the COVID-19 precautions seriously and consider all those around them. 50 MAYOR'S REMARKS The Mayor discussed the COVID-19 updates and reminded everyone that the current COVID-19 information is on the City's website: tupeloms.gov. He also announced that National Day of Prayer will be on Thursday, May 7, 2020 (virtual observance via Facebook Live at 11:30 AM). (CLOSE REGULAR MEETING OPEN PUBLIC AGENDA) PUBLIC AGENDA PUBLIC HEARINGS APPEALS CITIZEN HEARING (CLOSE PUBLIC AGENDA AND OPEN REGULAR SESSION) ACTION AGENDA ROUTINE AGENDA IN THE MATTER OF MINUTES – SPECIAL MEETING APRIL 16, 2020 AND REGULAR MEETING APR 21, 2020 Councilman Markel Whittington moved, seconded by Councilman Mike Bryan, to approve the Minutes for the Special Meeting dated April 16, 2020 and the Regular Meeting dated April 21, 2020. The vote was 7 - 0 in favor. IN THE MATTER OF BILL PAY Council members Nettie Davis, Markel Whittington, Travis Beard, Buddy Palmer, along with Traci Dillard reviewed the bills for payment. EXHIBIT C Councilman M Bryan moved to approve the payment of bills and utility adjustments, as presented. Councilman Beard seconded the motion. The vote was 7-0 in favor. IN THE MATTER OF ADVERTISING AND PROMOTIONAL ITEMS Councilman Beard moved, seconded by Councilman Jennings, to approve the advertising and promotional items, as presented. The vote was 7 - 0 in favor. EXHIBIT D 51 IN THE MATTER OF FAIRPARK PHASE IV UNDERGROUND UTILITIES Councilman Whittington moved, seconded by Councilman Beard, to approve the Residential Underground Utilities engineering agreement with Allen & Hoshall for Fairpark Phase IV. The vote was 7 - 0 in favor. EXHIBIT E IN THE MATTER OF FAIRPARK PHASE IV ENGINEERING CONTRACT Councilman M Bryan moved, seconded by Councilman Palmer, to approve the contract for Engineering Services with Cook Coggin Engineers. The vote was 7 - 0 in favor. EXHIBIT F IN THE MATTER OF RENAMING IDA STREET Councilman Whittington moved, seconded by Councilman Jennings to approve the RESOLUTION TO APPROVE CHANGING THE NAME OF IDA STREET TO IDA B. WELLS STREET IN HONOR OF MS. IDA B. WELLS. The vote was 7 - 0 in favor. EXHIBIT G IN THE MATTER OF DONATION OF SEGWAY Councilman Jennings moved, seconded by Councilman Palmer, to approve the acceptance of the donation of a Segway from Central Segway with no expense to the City – SN PN23756-00001. The vote was 7 - 0 in favor. EXHIBIT H IN THE MATTER OF REQUEST FOR APPROVAL OF BID 2020-004PW The reverse bid process was followed to obtain the cost for 'Hot Mix - 12 Month Source of Supply'. Only one bidder participated in the process. Councilman M Bryan moved, seconded by Councilman Whittington, to find the sole bid commercially reasonable, that other bidders had notice and opportunity to bid and to award Bid 2020-004PW - Hotmix to APAC Mississippi for 12 months. The vote was 7 - 0 in favor. EXHIBIT I IN THE MATTER OF ACCEPTANCE OF THE AIRPORT’S CARES GRANT Airport Director Cliff Nash, requested that the City of Tupelo accept the Airport's CARES Grant in the amount of $1,055,781.00. There is no match required from the City. Councilman Whittington moved, seconded by Councilman Beard, to accept the CARES grant. The vote was 7 - 0 in favor. EXHIBIT J (CLOSE REGULAR SESSION) STUDY AGENDA 54 OFFICE OF THE MAYOR nurses month PROCLAMATION WHEREAS, registered nurses in the United States constitute our nation’s largest health care profession; and WHEREAS, the depth and breadth of the registered nursing profession meets the different and emerging health care needs of the American population in a wide range of settings; and WHEREAS, the American Nurses Association, as the voice for registered nurses in this country, is working to chart a new course for a healthy nation that relies on increasing access to primary and preventive health care; and WHEREAS, a renewed emphasis on primary and preventive health care will require better utilization of all our nation’s registered nursing resources; and WHEREAS, professional nursing is an indispensable component of the safety and quality of care of hospitalized patients; and WHEREAS, the demand for registered nursing services will be greater than ever because of the aging of the American population, the continuing expansion of life-sustaining technologies, and the explosive growth of home health care services; and WHEREAS, more qualified registered nurses are needed in the future to meet the increasingly complex needs of health care services; and WHEREAS, the cost-effective, safe, and high-quality health care services provided by registered nurses will be an increasingly important component of the United States health care delivery system in the future. NOW, THEREFORE, I, Jason L. Shelton, Mayor of the City of Tupelo, Mississippi, do hereby proclaim May as Nurses month in Tupelo, Mississippi and encourage all citizens to join me in honoring the registered nurses who care for all of us, not just during this month, but at every opportunity throughout the year. Shelton Mayor Kim Hanna, City Clerk APPENDIX A 55 OFFICE OF THE MAYOR POLICE WEEK PROCLAMATION WHEREAS, the members of the law enforcement agency of the City of Tupelo, Mississippi, play an essential role in safeguarding the rights and freedoms of Tupelo; and WHEREAS, it is important that all citizens know and understand the duties, responsibilities, hazards, and sacrifices of their law enforcement agency, and that members of our law enforcement agency recognize their duty to serve the people by safeguarding life and property, by protecting them against violence and disorder, and by protecting the innocent against deception and the weak against oppression; and WHEREAS, the men and women of the law enforcement agency of Tupelo unceasingly provide a vital public service. NOW, THEREFORE, I, Jason L. The City of Tupelo reserves the right to determine responsive offers or proposals, waive minor informalities in the process, to reject any and all offers or proposals, and to invite priced bids from those companies believed most advantageous to the City. VI. OTHER: THIS IS A MULTI-STEP PROCUREMENT PROJECT TO BE COMPLETED IN TWO SEPARATE PHASES. • Phase One is the solicitation and receipt of un-priced technical proposals for consideration. In the City of Tupelo Reverse Auctions, all bidders will be able to see and consider their competitors’ bids and decide if additional bidding is necessary on their part. • There is no advantage for a bidder to wait until near closing time of the auction to place a bid. Any bid placed during the last 5 minutes of the bidding time window will cause an automatic 5- minute extension of time. Each additional bid after that will cause another 5-minute extension, and will continue until 5 minutes have gone by without a bid. At that point, the system will shut down and the auction will end. • More information regarding the live Reverse Auction event will be provided in the invitation to participate. 5 89 VII. PHASE TWO REQUIREMENTS (For Information Purposes Only) • Once Phase One (Un-priced technical proposals) of this project is completed, bidders who are invited and intend to participate in Phase Two (Priced Bids) shall provide a Certificate of Insurance of $1,000,000 general liability bid surety in the form of a Bid Bond, Cashier’s Check or Certified Check payable to the City of Tupelo in the amount of $500.00. • Sureties in the form of Bid Bonds shall be issued from a reliable surety company, licensed to do business in the State Mississippi and acceptable to the City of Tupelo. Surety is to be forfeited to the City if the bidder withdraws their bid or fails to accept the award. • Bid surety must be received by the City of Tupelo before the bidder will be given the password required to submit priced bids. In the case of paper bids, surety must be received by the City of Tupelo before the envelope will be opened. Further information regarding submission of the bid surety will be provided in the invitation to provide priced bids. • Unsuccessful bidders shall receive a full refund of the bid surety or a notice to cancel the bond.
