Floor Council Chambers at 6:00 p.m. All interested citizens are
encouraged to attend and comment.

To increase revenue for intergovernmental revenue (Use tax $351,425 and ARPA
funds $221,499) The use tax funds will be transferred to the Capital Fund.
To budget for the receipt of tree mitigation funds for various City projects
(53,360) to be transferred to the capital fund along with the use tax funds
To transfer funds from supplies to capital for video and other tech equipment, and
to increase Aquatics facility for unexpected cost for FY 2025 (152,494) and for
the increase of the Fire Department’s budget for unexpected maintenance and
utility costs. (81,000).
To increase the Capital fund for ARPA projects (250,000) for Fire Station #5 and
proposed pole barn at Station #5 (400,000), for the emergency drainage repair at
Winwood Cove (300,000) and for the bridge stabilization project on East Main
(500,000).
To increase the proprietary funds (Sanitation-$55,000), (Electric Fund-$1,100,000
and the (Water Fund-$95,000)

We are requesting the approval for Change Order 1 – Danielle Cove Drainage Improvements
ARPA Bid No. 2024-037PW.
It was discovered during construction that there was a large section of roadway adjacent to the
pipe crossing at Maynard Drive that was in very poor shape. The pavement was removed and
exposed very wet expansive clay in the subbase. There was also an existing manhole covered up
under the pavement. The subgrade needed to be excavated, backfilled with suitable granular
material and additional paving was required to repair the roadway.

I. GENERAL
The City of Tupelo will accept competitive sealed proposals until 10:00 AM, July 24, 2025, at City Hall, 71
East Troy Street, Tupelo, Mississippi 38804 or electronically at www.tupelomsbids.com. All proposals must
be equal in performance and quality to the specifications.
If City Hall is closed for business at the time of the deadline, proposals will be accepted and opened on the
next business day of the City, at the originally scheduled hour.
II. TECHNICAL SPECIFICATIONS & BID INFORMATION
The City of Tupelo will be accepting proposals for the following products (Per Ton):
Section 804 in the Mississippi Standard Specifications for Road and Bridge Design will apply to all
product delivered.
Item 1: Hot Bituminous Pavement Surface Mix – Pickup by City
Item 2: Hot Bituminous Pavement Surface Mix – Delivered
Item 3: Hot Bituminous Pavement Binder Mix – Pickup by City
Item 4: Hot Bituminous Pavement Binder Mix – Delivered
General Bidders Requirements/Information
1. The City of Tupelo reserves the right to reject any and all bids, to waive any informalities in the bid, or
award the bid to whomsoever they may choose.
2. The bid solicitation is for a supply contract of six (6) months with the City to have the option, at the end
of the initial six (6) month period, to renew the contract for an additional six (6) months with no price
increase if agreeable with vendor.
3. All items will be ordered on an as needed basis during the life of the contract(s) resulting from this bid
process. Minimum order quantities shall be for truckload quantities.
4. No bidder is required to bid on all items. However, the successful bidder(s) shall be determined by item
compliance to minimum specifications requirements.
5. Delivery will be a consideration in the awarding of this bid.
6. The burden of proof of specifications is the responsibility of the bidder.

III. QUESTIONS
Failure to examine any specifications and instructions will be at bidder's risk. All procedural and technical
questions, or if the attached specifications are incomplete, not clear, or not standardized, shall be made in
writing and addressed to the following.

The following information applies to all proposals. The documents listed below must be included in
your proposal, whether submitted by envelope or by electronic method. After you obtain the
Specification Package, you can submit proposals by:
Prior to the deadline for receipt of proposals, you can submit your proposal online at
www.tupelomsbids.com, or deliver your sealed envelope, marked as shown, to the City of Tupelo
Purchasing Department, 71 East Troy Street, Tupelo, MS 38804. The envelope must be clearly
marked with the Bidder’s name and address on the outside and the following in the lower left corner:

V. OPENING:
Proposal openings, whether electronic or traditional paper method, shall be conducted at 10:00 AM on
July 24, 2025, and shall be conducted by at least two procurement officials. From that point forward,
proposals will be considered under advisement. The City of Tupelo may conduct written or oral
discussions with potential bidders.
Each item will be awarded to the lowest and best bidder based on each item’s unit price; the items
sought will not be awarded as a package.
The City of Tupelo reserves the right to determine responsive offers or proposals, waive minor
informalities in the process, to reject any and all offers or proposals, and to invite priced bids from those
companies believed most advantageous to the City.

USA Travel Week brings together U.S. destinations and key European travel trade to
drive future visitation to the United States. It includes pre-scheduled appointments with
international tour operators and receptive operators, enrichment sessions, and
networking events with travel trade and media. The maximum per diem rate for London
is $174. The total travel cost estimated for this trip is $5,000.
This trip will be covered in the travel budget as a regular expense, so we are just
requesting approval to travel internationally.

JULY 31, 2025
A regular meeting of the Tupelo Traffic Committee was held on July 31, 2025, at 9:00 am in the
council room on the 2nd floor of city hall. Members present were Mr. Dennis Bonds, Mr. Norman
Cruse, Ms. Laura Kramer, Officer Jeff Griffin, Mr. Barton Wynn, and Mr. Emmitt Foster. Mr. Brent
Spears and Mr. Mike Williams were absent.
Audience members were Mr. Johnny Timmons, Manager TW&L, Mr. Don Lewis, COO, Mr. Tyler
Scott, Fire Marshall, and Mrs. Nettie Davis, Councilwoman Ward 4.
Call to Order
The meeting was called to order by Mr. Dennis Bonds.
Old Business
1. A request from Ms. Lindsey Chaney, 2086 Lake Circle Drive, Tel. 662-315-1370,
lindsey.chaney@cadencebank.com, for the installation of speed tables along Lake Circle
Drive.
Mr. Dennis Bonds noted that a speed study was conducted on Lake Circle Drive in September
2024. According to the speed study, Lake Circle does not meet the required criteria for speed
tables. Therefore, Mr. Dennis Bonds made a motion to deny this request. It was seconded by Mr.
Emmitt Foster and passed unanimously.
2. A request from Ms. Mary Francis, 1249 N Coley Road, for a safety study at the intersection
of Coley Road and Butler Road.
Mr. Dennis Bonds stated that he is still working on the safety study and traffic counts. Mr. Norman
Cruse made a motion to postpone this item. Mr. Emmitt Foster seconded the motion and it passed
unanimously.
New Business

intersection. Mr. Barton Wynn seconded the motion and it passed unanimously.

2. A request from Councilwoman Nettie Davis to change the name of Indian Trail to Palmer
Foster Drive. (See attachment “A”)
Mr. Dennis Bonds read the letter written by Councilwoman Davis for the committee. He then
stated that he has spoken with Paul Harkins, Director of 911, to discuss the process of changing a
street name. Mr. Harkins stated that, at a minimum, the following must be notified: 911 and other
emergency services, United States Post Office, United Parcel Service, Federal Express, Google
Maps and all residents of the street. The city would also have to change their maps. Mr. Norman
Cruse stated that, with the number of changes that would need to be made, this is more of a
Development Services and City Council issue than traffic committee. Mr. Dennis Bonds then
offered a suggestion to make Indian Trail, from N. Green Street to its end past Hilda Avenue, as
“Palmer Foster Memorial Way” marked with decorative street signs. With this change, this area
would still be a memorial to a great Tupelo citizen, without the many issues a street name change
would create. Mr. Barton Wynn made a motion to mark Indian Trail as “Palmer Foster Memorial
Way” and was seconded by Mr. Norman Cruse. The motion passed unanimously.
With there being no further business, Mr. Dennis Bonds made a motion to adjourn the meeting. Mr.
Norman Cruse seconded the motion and it passed unanimously.

The city loaned TAA money on 7-15-25 in the amount of $858,000, as evidenced by the
promissory note attached hereto. TAA was able to negotiate payment to its project contractor at
an amount less than the loan amount and paid the city $18,640.75 on July 21, 2025 from the
difference. TAA received a reimbursement grant from the FAA and payments to reimburse
payments to the contractor made from the loan proceeds. On July 30, 2025, TAA paid the city
the remainder of the loan.
Council is requested to satisfy and cancel the loan and promissory note.
