TUSCALOOSA CITY COUNCIL MEETING AGENDA Tuesday, April 21, 2026 1. CALL TO ORDER: 5:00 p.m. Council Prayer: Dear God, bless our proceedings today. Give us wisdom to know what is just and the strength to do what is right. Amen. APPROVAL OF MINUTES Council President Pro Tem: As the Council has received a synopsis of the previous meeting, I move that we dispense with the reading of the minutes of the same unless there are any deletions, additions, or corrections. 3. PP14-15 Adopting zoning amendment no. 34 rezoning approximately 0.4 acres located at 4730 Harkey Lane being annexed into the City of Tuscaloosa from SFR-1 to GC; Chris Ziegelmeyer (OCA-26 0383/Z-05- 26). RESOLUTIONS AND ORDINANCES NOT OF A GENERAL NATURE OR PERMANENT OPERATION Authorizing amendment no. 1 to the professional services contract with Peregrine Technologies, Inc.; amended compensation amount: $187,000.00 per year (OCA-25-0251). P18 Authorizing a contract for professional engineering with TTL, Inc. for Phase II of the Cypress Creek Drainage Improvements project; total: $863,250.00 (OCA-26-0444/2026.005.001). P19 Authorizing a professional engineering contract with Hazen and Sawyer, P.C. for the Riggs Road and 31st Street Drainage project; total: $199,442.25 (OCA-26-0267/2025.022.001). P20 Authorizing amendment no. 1 to the minor public works contract with Tusco, Inc. for as needed FY25 fencing services; total amended compensation: $38,440.00 (OCA-24-1286). P21 Authorizing a minor public works contract with Chip Griffith Construction, LLC; total: $25,900.00 (OCA-26-0206). P22 Authorizing a minor public works contract with RCS Waterproofing, LLC; total: $7,659.00 (OCA-26- 0461). P23 Authorizing the purchase of equipment, supplies or services from Trailer Store Plus, LLC; total: $11,400.00 (19’ tilt trailer- Better Built). P24 April 21, 2026, City Council Agenda 2 Authorizing the purchase of equipment, supplies or services for the Tuscaloosa Tennis Center; total: $13,200.00. P25 If necessary, Council rules of procedure will be suspended at this time. 9. ORDINANCES AND RESOLUTIONS OF A GENERAL NATURE OR PERMANENT OPERATION FOR INTRODUCTION Annexing approximately 0.7 acres located east of 12053 Grandview Drive to the corporate limits of the City of Tuscaloosa; Grady Allen Hallman (OCA-26-0250/AN-03-26). (may be adopted by unanimous consent following introduction). PP26-28 Amending exhibits “A” and “B” of section 19-42 of the code of Tuscaloosa (A&F, ESD, A&E and Airport) (OCA-26-0471) (may be adopted by unanimous consent following introduction). P29 Adding sections 20-76 through 20-100 of the code of Tuscaloosa (OCA-26-0255) (may be adopted by unanimous consent following introduction). PP30-31 FOR ADOPTION 10. AUDITING ACCOUNTS Authorizing the payment of bills; total: $52,061.066 P32 11. CITIZEN’S COMMENTS AND OTHER COMMUNICATIONS 12. EXECUTIVE SESSION 13. POLICY IMPLEMENTATION Mayor: Subject to the exercise of mayoral veto on ordinances of a general nature or permanent operation, all applicable departments are hereby ordered to otherwise implement council policy this date enacted. 14.
