AWARDS, PRESENTATIONS, APPOINTMENTS AND PROCLAMATIONS - NONE COUNCIL COMMENTS AND REPORTS OF MEETINGS ATTENDED CONSENT CALENDAR All matters listed under the Consent Calendar are to be considered routine by the City Council/ City Council in its Capacity as Successor Agency to the Former Twentynine Palms Redevelopment Agency and will be enacted by one motion in the form listed. Any item may be removed from the Consent Calendar and considered separately by the City Council. Seasonal Banners throughout the City. 2. Maintained vs. Non-Maintained Roads. 3. Identify ten lots to start a self- help construction program. 4. Discussion on forming a Youth Advisory Committee. 5. Discussion with the Homeless Committee on the possibility of hotels housing the homeless for short periods of time. 6. Assess and Examine Pedestrian and Street Safety around the schools. PUBLIC COMMENTS This is the time for the public to address the City Council on issues within the jurisdiction of the City Council that are NOT on this agenda. All comments are to be directed to the City Council and shall not consist of any personal attacks. Members of the public are expected to maintain a professional, courteous decorum during their comments. There is a time limitation of three minutes per person. If you haven’t already done so, please fill out name and address slips and give them to the City Clerk. The City Council is prohibited by State law from taking action or discussing items not included on the printed agenda. Public comments on specific agenda items will be deferred until consideration of the item on the agenda. PUBLIC COMMENTS Eileen Leslie, Twentynine Palms, spoke regarding Roberts Rules of Order and the Motion on the item. Cindy Bernard, Twentynine Palms, commented against Ms. Leslie's comment. DISCUSSION AND POTENTIAL ACTION ITEMS 1. Reconsideration of Resolution Approving Annual Assessment for Tourism Business Improvement District (TBID). RECOMMENDATION: The City Council Reconsider whether to adopt Resolution No. 23-24 confirming the levy of assessments for the TBID. City Manager Luckino presented the Staff Report and explained why this meeting is taking place. He then passed the floor to City Attorney Muñoz (Attorney Muñoz) who explained Robert's Rules of Order. Councilmember Scott thanked the City Attorney for his detailed explanation of Robert's Rules of Order. He then asked if there is any liability as a result of this reconsideration. Attorney Muñoz replied no. Mayor Wright read the letter of introduction to a packet of letters of concerned citizens (90 letters). Mayor Wright then read emails that were sent to the City for the record. Chris Norris, Twentynine Palms, spoke against TBID. Joseph Carder, Twentynine Palms, spoke against TBID. Liz Meyer, Twentynine Palms spoke in favor of TBID. Michael Usher, Twentynine Palms, spoke not in favor or against TBID. John Cole, Twentynine Palms, is asking that he would hope the City Council would reconsider the decision made. Ash Maharaj, Twentynine Palms, spoke in support of TBID’s progression. Mike Congdon, Twentynine Palms, spoke in favor of TBID. Eileen Leslie, Twentynine Palms, spoke in opposition of TBID. Patricia Knight, Twentynine Palms, spoke in favor of TBID. Anna Stump, Twentynine Palms, spoke in favor of TBID. Cindy Bernard, Twentynine Palms, spoke in favor of TBID. Judy Pruitt, Twentynine Palms, thinks the TBID should be dissolved and restructured. Dawn Benton, Twentynine Palms, spoke in favor of TBID and a restructure. Scott Clinkscales, Twentynine Palms, spoke in favor of TBID and for Breanne Dusastre. Mary Jane Binge, Twentynine Palms, spoke in favor of TBID. Councilmember Scott mentioned that he is not against TBID. He feels money was hoarded. He commented that he agrees with restructuring. Councilmember Mintz commented that along with this reconsideration, we should strategically plan. Councilmember Scott asked if there is an option that could be done to allow businesses to opt out of TBID. After a lengthy discussion, a motion was made by Mayor Wright, seconded by Councilmember Mintz to approve Resolution Number 23-24 confirming the levy of assessments for the TBID.
