CALL TO ORDER Roll Call. Adjourn to Closed Session. CLOSED SESSION A “Closed” Session of the City Council may be held in accordance with state law which may include, but is not limited to, the following types of items: personnel matters, labor negotiations, security matters, providing instructions to real property negotiators and conference with legal counsel regarding pending litigation. Any item may be removed from the Consent Calendar and considered separately by the City Council. Maintained vs. Non-Maintained Roads. 3. Identify ten lots to start a self-help construction program. 4. Discussion of forming a Youth Advisory Commission. 5. Discussion with the Homeless Committee on the possibility of hotels housing the homeless for short periods of time. 6. Discussion on the possibility of moving the Wastewater Treatment Plant from the Desert Knoll area to the east side of the City in the Industrial zone. PUBLIC COMMENTS This is the time for the public to address the City Council on issues within the jurisdiction of the City Council that are NOT on this agenda. All comments are to be directed to the City Council and shall not consist of any personal attacks. Members of the public are expected to maintain a professional, courteous decorum during their comments. There is a time limitation of three minutes per person. If you haven’t already done so, please fill out name and address slips and give them to the City Clerk. The City Council is prohibited by State law from taking action or discussing items not included on the printed agenda. Public comments on specific agenda items will be deferred until consideration of the item on the agenda. RECOMMENDATION: The City Council appoint an Interim City Manager and approve the employment contract. ORDER OF PROCEDURE: Request Staff Report (City Manager Presenting) Council Questions of Staff Request Public Comment Council Discussion Motion/Second Discussion of Motion Call the Question (roll call vote) BACKGROUND: With the resignation of current City Manager Frank Luckino, the City needs to appoint an interim City Manager to serve in that role until a permanent City Manager can be selected. The City Council considered several internal and external candidates and are ready to make that recommendation. The appointment and contract will be effective immediately so they can work with the current City Manager until his departure on October 26th. ENVIRONMENTAL: N/A ALTERNATIVES: The City Council could choose to revise the contract, make other recommendations for appointment, and/or give other direction. FISCAL IMPACT: The City Manager position is budgeted with benefits, so as long as the wage is at, or lower than the current City Manager contract, it will be within budget. Page 5 of 5
