PUBLIC COMMENTS This is the time for the public to address the City Council on issues within the jurisdiction of the City Council that are NOT on this agenda. All comments are to be directed to the City Council and shall not consist of any personal attacks. Members of the public are expected to maintain a professional, courteous decorum during their comments. There is a time limitation of three minutes per person. If you haven’t already done so, please fill out name and address slips and give them to the City Clerk. The City Council is prohibited by State law from taking action or discussing items not included on the printed agenda. Originally, the pool was larger, but another pool was installed inside the original pool to stop a leak. The last major upgrade to the pool was in 2006. Tile was upgraded in the restrooms, new toilets, new roof, deck, pool resurface, electrical panel upgrade, and the main drain cover replaced. In 2011, the City rehabilitated the filtration system, but did not include piping, which needs upgrading. In 2013, an ADA Pool lift was purchased and installed, along with new shade covers. In 2020, we had an underground leak detected and repaired. The current pool lacks the technology for an efficient operation, along with regulatory mandates. It is time for the pool to be replaced. This project first came to the attention of the City Council during the Strategic Planning Session in January 2021, with this task making the "Top 10". Although Staff underestimated the extent of the rehabilitation, which initially estimated approximately a cost of $500K, it then appeared to be at $3.8M, including soft costs, from Tilden Coil's initial analysis (December 2021). However, given the current bidding market that has hyper inflation, it appears to be $4.7M. Not only will the City demo the current pool and rebuild the pool, but also rebuild the chemical building and bathrooms. Also with this rehabilitation, the City will be in compliance with the current standards with County Public Health. Page 3 of 10 Holt Architecture has provided all the design work with Tilden Coil providing Construction Management, both of which did the same for Project Phoenix, and did very well. Based on the current 95% design plans, Tilden Coil did the cost estimates (attached) based on what they are seeing in the current market place, the true result will be ultimately receiving bids from contractors for the construction. The attached is the current layout and schedule for construction, although the dates have changed, the ultimate goal is to be complete around the time the High School Swim season begins, which is late January. The pool will be a little larger (25 yards compared to the existing 22 yards) to comply with the distance of CIF competition, although not needed for a recreational pool. The diving board will be moved to the other side of the pool with the shallow end closer to the kiddie pool. We will redo the decking, equipment, and bathrooms. Two additions to the pool is a sliding board with the associated equipment and a cool deck over the concrete to lower the temperature of the surface. Here are the potential Council options: 1. Use additional American Rescue Plan Act (ARPA) to fund the difference, $905,604; 2. Add the requested touch scoring system by the High School Swim Coach of approximately $150K, that would increase the funding needed to approximately $1,055,604; 3. Or adjust scope with reductions; a. Remove the rebuild (defer to a remodel) of the bathrooms - $250K; b. Remove the resurfacing of the concrete and cool deck, outside the demolition area (attached) - $200K; c. Remove the sliding board - $250K Here is a list of the current costs against ARPA in the first round - $3.1M 1. Social Equity Element to the General Plan - $42,800; 2. Shades at Luckie Park - $94,000; 3. Improvements at Veterans Park - $10,000; 4. Misc. Luckie Park Improvements - $15,446; 5. Pioneer Park Property Acquisitions - $211,800; 6. Property Acquisition for the expansion of the package treatment plant in Project Phoenix - $338,250; 7. Virtual Marketing Internship at Copper Mountain College - $25,000; 8. CDBG Grant Writing for the Homekey Grant (Elm Street Purchase) - $12,000; 9. Roofs at City Facilities - $100,000; 10. Luckie Park Pool - $2,081,086 (the current delta of $3,746,086 and $2,081,086, or $1,665,000 was funded by prior year surplus, current year surplus, plus CDBG; 11. City Hall Entrance (pending approval) - $45,000; 12. Finance/Community Development Remodel - $20,000, however this amount is probably too low, early estimates are $50-80K. Also to give some potential competing interests for the second round of ARPA at $3.1M: 1. Wastewater Development, already approved - $500,000; 2. Pioneer Park/Theatre 29 (not approved)- TBD; 3. Housing (not approved) - TBD; 4. Luckie Park Light Decaying Light Pole replacements (not approved)- $1.9M for steel poles (older proposal so more than likely more) or wood poles that would be less, but replacement would happen again in the future; 5. Sullivan/Hatch bike path (not approved) - TBD 6. Additional resources needed for the Luckie Park Pool (not approved) - $900K-1.1M Page 4 of 10 7. Other ENVIRONMENTAL: Not Applicable, repairing existing facility per Section 15301 (d). ALTERNATIVES: The City Council could delay the project and wait until there is a better bidding climate, or give other guidance. FISCAL IMPACT: The Pool Project is funded by ARPA and prior year fiscal year surplus.
