Roll Call- The following Commissioners were present: Cure, Garcia, Paahana, Walker, Krushat. PUBLIC COMMENTS-NONE COMMISSION COMMENTS AND REPORTS OF MEETINGS ATTENDED Chair Krushat said he attended the Morongo Basin Health Care fair and added that it was well attended. Commissioner Walker said he attended the opening day of Pioneer Days and it was a good time. Commissioner Garcia said he attended the Morongo Basin Health Care fair as well. CONSENT CALENDAR 1. Approval of the Planning Commission Meeting Minutes of October 3, 2023. ACTION: A motion was made by Commissioner Cure, seconded by Commissioner Paahana, to approve the consent calendar as submitted. DCA23-000017 Article 3 Permitting Processes City staff recommends that the Planning Commission conduct the Public Hearing, consider public comment, find the project exempt from CEQA, and adopt PC Resolution No. 23-18, forwarding a recommendation to the City Council for approval of the Development Code Amendment. Community Development Director Gardner (Director Gardner) presented the staff report to the Commission. Vice Chair Walker questioned Chapter 19.28.100 why is the timeline for approval 35 days? Director Gardner said there is no real legal reason for the time frame, however, it does allow you to close a Public Hearing without a decision and allow you to come back later within 35 days to make a decision. The Commission had a discussion regarding the item. Chair Krushat opened the Public Hearing. There were no requests to speak and Chair Krushat closed the Public Hearing. ACTION: A motion was made by Vice Chair Walker, seconded by Commissioner Garcia, to find the project exempt from CEQA, and adopt PC Resolution No. 23-18, forwarding a recommendation to the City Council for approval of the Development Code Amendment. The above motion was carried by the following: ROLL CALL VOTE: Ayes: Cure, Garcia, Paahana, Walker, Krushat Noes: NONE Abstain: NONE Absent: NONE DISCUSSION AND POTENTIAL ACTION ITEMS-NONE COMMUNITY DEVELOPMENT DIRECTOR UPDATES The City Council has officially chosen an Interim City Manager due to the resignation of City Manager, Frank Luckino. Frank will be here until the end of next week. Larry Bowden has been chosen as Interim City Manager until a permanent replacement has been found. STUDY SESSION 3. Painted signs and statuaries Director Gardner asked the Commission for direction on painted signs which are currently prohibited and statuaries which are not addressed in the code. Assistant Planner Olsen clarified that murals are allowed and no permit required. The Planning Commission had a lengthy discussion regarding the item. The Commission is okay with allowing painted signs and statuaries. They would like staff to come up with code language to regulate location, size, and number of painted signs/ statuaries as well as what type of permitting process. Homeless Committee and Updates  Mobile Showers  Navigation Center  Inventory of Services Available Director Gardner said the mobile showers and navigation center have been approved by City Council. He has been tasked with implementing these and will provide an update. Director Gardner commented that ARCH and Community Action Partnership offer great services and resources on their websites. The Committee Members would like to know how much additional money the City Council is willing to put towards homelessness solutions. Committee Member Andrea Keller will be looking into grants. Committee Members Veno Nathraj, Andrea Keller and Jessica Cure would like to put together a proposal for 55-unit homeless shelter and bring forth to the Committee at the next meeting. Director Gardner and the Homeless Committee Members agreed to have the next Homeless Committee Meeting on November 7, 2023. ORDER OF PROCEDURE: Request Staff Report Commission Questions of Staff Open the Public Hearing Receive Public Comment Close the Public Hearing Commission Discussion Motion/Second Discussion on Motion Call the Question BACKGROUND: At the meeting of September 19th, the Planning Commission held a public hearing on an amendment to Chapter 19.124, Mobile Home and Special Occupancy Parks of the City's Development Code. This amendment will further define the regulations for the development of Mobile Home Parks and will separate out the regulations for recreational vehicle parks from the regulations on campgrounds. With the revisions to Chapter 19.124, a modification must also be made to Section 19.26.050 (C) (2) Mobile Home -Tourist Commercial District, for consistency with density. Once the direction has been agreed upon, Staff will draft the ordinance for the Commission to review at a future meeting.
