Approval of the minutes of the meeting of March 15, 2023. Anna Stump made a motion and Kate Short seconded the motion to approve the minutes of the March 15, 2023 meeting. PUBLIC COMMENTS None This is the time for the public to address the PAAC on any items not on the agenda. The PAAC is prohibited by the Brown Act (State Law) from taking action or discussing at length items not included on the printed agenda. Speakers are limited to three (3) minutes. BUSINESS 4. Upcoming Visitor Center shows - subcommittee formation The PAAC created a subcommittee on the Visitor Center exhibitions to include Anna Stump and Kate Short. 5. Brandon Kennedy Mural Cindy Bernard made a motion and Kate Short seconded to deny the request for funds for the proposed mural. 3-0 approved. 6. Film Permit Regulations Director Gardner discussed the process of drafting the ordinance. The PAAC requested that staff look at the fees for JTNP, exempt student productions from fees, and that a City approved conservationist be required in Page 1 of 2 Page 3 of 7 Public Arts Advisory Committee - Regular Meeting April 19, 2023 the National Park buffer zone. Cindy Bernard made a motion and Anna Stump seconded that the ordinance consider the previous mentioned items. 3-0 approved. 7. Budget for 2022 / 2023 and 2023 / 2024 The PAAC held a discussion on the proposed budget. Anna Stump made a motion and Kate Short seconded to forward the proposed budget to the City Council. 3-0 approved. 8. Terms of Office The PAAC held a discussion on terms of office. The terms of Anna Stump and Cindy Bernard will expire in 2024 and the terms of Kat Talley-Jones, Kate Short and Ryan Heffington will expire in 2026. Anna Stump made a motion and Kate Short seconded to approve the terms. 3-0 approved. 9. City Owned Art No discussion on this item. REPORTS, REQUESTS, AND COMMUNICATIONS 10. Creative Corps Grant The PAAC held a discussion on the workshop proposal for the grant submittal. 11. City Report No report provided. 12. TBID Report No report provided. 13. Swearing in of new member Ryan Heffington was sworn in by the City Clerk. PUBLIC COMMENTS This is the time for the public to address the PAAC on any items not on the agenda. Speakers are limited to three (3) minutes. 2. City Report Director Gardner discussed the first meeting of the Homeless/Housing Committee. BUSINESS 3. Review of Youth in the Arts and Art in Public Places grant submittals Cindy Bernard discussed the process of scoring and awarding the grant funds. JTree was awarded $1,000. Anna Stump motioned and Kate Short seconded. 5-0 approved. 29 Palms Creative Center was awarded $1,000. Kate Short motioned and Kat Talley-Jones seconded. 5-0 approved. 29 Palms Artist Guild was awarded $1,000. Kat Talley-Jones motioned and Ryan Heffington seconded. 5-0 approved. Desert General, LLC was awarded $1,000. Anna Stump motioned and Kat Talley-Jones seconded. 5-0 approved. Theatre 29 was awarded $1,000. Kate Short motioned and Anna Stump seconded. 5-0 approved. Project Sheba was awarded $1,000. Anna Stump motioned and Kate Short seconded. 5-0 approved Karma Dealer grant request was not awarded. 5-0 to deny the request. The PAAC discussed that the grant award amount may be increased in the future and may hold workshops on applying for the grant. City Council Studio Tours The PAAC held a discussion on having City Council members take tours of PAAC members and award grantee studios. 5. Potential meeting with Theatre 29 Board A subcommittee was created, to include Anna Stump and Kate Short, to meet with the Theatre 29 board. 6. Invite the 29 Palms Art Gallery Board to provide a gallery status update Mark Spangenburg provided an update on the 29 Palms Art Gallery. There will be a reception on June 03, 2023 from 4-6 PM. Anna Stump asked about future classes at the gallery. 7. Council "events" funding and subcommittee The PAAC held a discussion on Council events funding. 8. Ad for PAAC Assistant The PAAC held a discussion the advertisement for the PAAC Assistant. 9. Arts and Cultural Organization General Operating Relief The PAAC held a discussion on applying for the CA Arts Council grant. Council approval not needed for grant applications. Anna Stump made a motion and Kat Talley-Jones seconded to allocate NTE $2,000 for a grant writer.5-0 approved. 10. Election of new Chair Kate Short nominated Anna Stump as Chair and Anna Stump nominated Kate Short as Vice Chair. Cindy Bernard made a motion and Kat Talley-Jones seconded. 5-0 approved. REPORTS, REQUESTS, AND COMMUNICATIONS 11. Status of Creative Corp grant submittal The PAAC discussed the process of the grant submittal. The proposal is for a series of workshops to include storytelling, printmaking and dance. The PAAC proposes to hire a producer and artists and includes a mentoring program. 80% of the grant will be used to pay artists. The results should be available by June 15, 2023. 12. Budget Review from April 25, 2023 City Council meeting The PAAC met with Council members Klink and Bilderain regarding the proposed budget. 13. Report of Visitor Center subcommittee Page 2 of 3 Page 6 of 7 Public Arts Advisory Committee - Regular Meeting May 17, 2023 Anna Stump and Kate Short provided an update on the next exhibition at the Visitor Center. Discussed a future student exhibit and a future weed show exhibit. 14. Budget update from Vickie Waite Vickie Waite discussed the current budget. Cindy Bernard moved and Anna Stump seconded to allocate NTE$1.300 for a new pedestal for the Visitor Center exhibits. 5-0 approved. Page 3 of 3 Page 7 of 7
