SPECIAL MEETING MINUTES
CALL TO ORDER – Chair Mehta called the meeting to order at 4:05 p.m.
Pledge of Allegiance – Assistant City Manager Bowden led the Pledge of Allegiance.
Roll Call – The following TBID Advisory Boardmembers were present: Congdon, Dusastre,
Graskowiak, Maharaj, Mehta.
PRESENTATIONS – None
BUSINESS
1. Approval of Minutes from the TBID Meeting held on September 13, 2017.
A motion was made by Vice Chair Congdon, seconded by Boardmember Graskowiak to
approve the Meeting Minutes for September 3, 2017, as submitted.
All in favor. Meeting Minutes were approved.
PUBLIC COMMENTS
Boardmember Maharaj reported on “Filmchella” Sept. 29-30, a film festival at Roadrunner
Dunes Golf Course, with 60 titles, food vendors, music. Golf course will provide beer/wine.
Event organizers lost their contract with JT Retreat Center, and they came to Twentynine
Palms looking for an alternate venue. They need support to promote the event.
DISCUSSION AND POTENTIAL ACTION ITEMS
2. Marketing Plan
Review and discuss changes and updates to the Tourism Marketing Plan for 2017-2018.
Vice Chair Congdon noted that the new “29!” logo needs to be added to the cover. She also
commented that we have the most “diverse lodging market,” not necessarily the “largest”
anymore, considering the hundreds of new Joshua Tree VHRs, and the wording in the plan
was corrected accordingly.
Boardmember Dusastre said she liked the addition of several local organizations to the
Partnerships-Organizations section, and agreed that a short description needs to be added
for each organization.
Boardmember Maharaj questioned “helping our communities by providing a living wage…”
in the Sustainability section (Page 21). Chair Mehta suggested changing the wording to:
“…by providing jobs to local residents and supporting organizations…”
A motion was made by Boardmember Maharaj, seconded by Boardmember Dusastre, to
accept the Tourism Marketing Plan with edits as presented and changes as mentioned.

3. Tourism Marketing Requested Items
Review and discuss items requested from the previous TBID meeting, the IPW notebook
and Desert Magazine media kit.
After discussion by the board, Chair Mehta suggested waiting on IPW 2018 in Denver and
deferring the decision to next year, when IPW 2019 will be in Anaheim and when the board
will have a bigger budget and the city will have a more established brand.
Desert Magazine media kit was reviewed and discussed; 67,643 readers, digital version
also available, wide print distribution in Coachella Valley and surrounding region, including
visitor centers. Boardmember Graskowiak recommended starting with six ads instead of
ten, promoting the events and the brand; consensus to do 6 ads x $485/ad.
Chair Mehta commented that the board had requested information about electronic
billboards and the city property and arrangements with Lamar. Assistant City Manager
Bowden will check.
4. Joshua Tree Gateway Communities (JTGC)
Receive report from JTGC Chair and review the revised JTGC budget for 2017-2018 and
JTGC request for $25,000.
Jerry Mattos gave a report on the FG Creative analysis of the JTGC Tourism Committee’s
Marketing Process. They were favorable on website, social media, using local people to
develop content, attractions were presented well, etc.; not good with personnel issues and
not effective at local partnerships. Regarding target marketing of 22M people in LA area,
they said JTGC should also be promoting to visitors to Coachella Valley, within 50-mile
radius; need to verify demographics. No need for a Director anymore because they will
control through FG Creative. Jerry handed out a new budget, totaling $110,125.69.
Ashley Smith shared a virtual tour of the JTGC website, www.visitjtgc.com, with 1,500 to
2,000 monthly unique visitors; and she talked about their email database of 6,000.
5. Tourism Marketing Budget 2017-2018
Review, discuss, finalize and approve the proposed Tourism Marketing Budget for 2017-
2018 to be forwarded to the City Council.
The board discussed the proposed Tourism Marketing Budget.
1. The board agreed on Alternative 1, the budget without IPW 2018 in Denver, and
agreed to revisit the subject next year for IPW 2019 in Anaheim; budget total
$108,185.
2. The board agreed to Desert Magazine print ads for promoting events and the
brand, buying 6 ads x $485/ad for a total of $2,910, instead of $3,750, thereby
reducing the line item by $840. Revised budget total $107,345.
3. The board agreed on adding a 10% general contingency, or $10,000, to the
budget. Revised budget total $117,345.
4. Regarding Joshua Tree Gateway Communities request for $25,000,
Boardmember Graskowiak suggested $15,000. Chair Mehta suggested $5,000,
Vice Chair Congdon suggested $6,250 quarterly No consensus was reached.
5. Chair Mehta called for a motion. A motion was made by Boardmember Maharaj
to not include the JTGC in the budget, no second. Motion failed.
ACTION: A motion was made by Chair Mehta, seconded by Boardmember Graskowiak, to
approve the Tourism Marketing Budget with noted changes—no IPW, Desert Magazine 6
ads, and 10% contingency—for a total of $117,345.

6. Internet Marketing
Discuss and agree on wording for requests for website, Internet marketing, and social
media proposals.
The board agreed to defer discussion on the wording for Internet marketing proposals,
including website redesign and social media, until the next meeting. Boardmembers
Dusastre and Maharaj volunteered to be a subcommittee to craft a Request for Proposals
(RFP). They will bring draft RFPs to the next meeting.
7. Meeting Schedule
Decide on future meetings of the TBID Advisory Board.
Chair Mehta suggested meeting monthly for the first quarter, due to numerous decisions
that need to be made. The board agreed to meet on the third Thursday at 4:00 p.m. for
October and November, skipping December due to the holiday season and meeting in
January. Future meetings of TBID Advisory Board will be October 19 and November 16.
January meeting date will be set later.
MARKETING SPECIALIST COMMENTS
Marketing Specialist Waite briefly reported on the 5th annual Joshua Tree National Park Art
Exposition Sept. 16-17, which had attendees from Los Angeles and Palm Springs area this year.
FUTURE ITEMS FOR THE AGENDA
Consensus by the board to add Boardmember Comments to the future agendas.
ADJOURNMENT – Chair Mehta adjourned the meeting at 5;51 p.m. The next TBID Advisory

Request for Proposals (RFP)
Website Redesign
Visit 29! Description / Background
The City of Twentynine Palms, California, is the north entrance to Joshua Tree National Park and home
of Park Headquarters and Oasis Visitor Center. Each year, more than 2.5 million visitors experience the
park's nearly 800,000 acres of monolithic rock formations, iconic Joshua trees, serene desert vistas, and
brilliant starry nights, and enjoy world-class rock climbing, bouldering, and hiking trails. The city also is a
proud neighbor of the Marine Corps Air Ground Combat Center, the world’s largest Marine Corps live-
fire training base.
Twentynine Palms has more than 650 rooms and offers desert hospitality at a variety of hotels, historic
inns, desert motels, vacation rentals, restaurants and pubs. It hosts travelers to the park and the Mojave
Desert outback, and serves as a gateway to Mojave Trails National Monument, Mojave National
Preserve, Amboy Crater, Route 66, and other desert destinations. The city has an active cultural arts
scene; hosts a variety of attractions, including an observatory, a casino, a drive-in theater, a live stage
theater, a historical museum, galleries, murals and public art; and is home to the ancient Oasis of Mara,
which dates back more than 9,000 years.
In 2017, the Twentynine Palms City Council authorized formation of a Tourism Business Improvement
District (TBID) to increase tourism marketing and promote the city as an overnight desert destination,
with marketing activities funded through a 1.5% room night assessment fee. The TBID is managed by a
five-member TBID Advisory Board and a Marketing Specialist, who implements the TBID Marketing Plan
and Budget. Fiscal year for the TBID is Oct. 1, 2017 to Sept. 30, 2018.
Project Description
Visit 29! is now seeking an experienced website developer to redesign Visit29.org, a tourism website.
The objective is to move Visit29.org from its current site-sharing home within the City of Twentynine
Palms government website, www.29palms.org (www.ci.twentynine-palms.ca.us), and return it to its
former status as an independent, stand-alone tourism website, created with a new look, upgraded
features, and new web hosting.

Outlined below are the key project goals, and candidates are strongly encouraged to become familiar
with the current 2017-2018 Visit 29! Marketing Plan, which can be found at http://www.ci.twentynine-
palms.ca.us/tbid. We welcome input and advice on current and innovative technologies that will assist
us in designing an upgraded website and achieving our destination marketing goals. All bids should
include project timelines.

Please note, Visit 29! will also be seeking proposals for an experienced social media manager, and a
mobile app developer. You are welcome to submit bids for multiple projects.

references. Also include a summary of educational background, and any relevant certifications, along
with a business license, if applicable.
Communication & Project Management
• The TBID Marketing Specialist will oversee this project and will be the primary contact person.
• The Marketing Specialist will monitor adherence to the timeline, will oversee quality
management of building the website, will provide the content and images for the website, and
will be the ongoing website manager using the provided and agreed upon Content Management
System software.
Budget & Proposed Timelines
Proposed Timeline – Following the deadline for submission of bids and proposals on November 15, the
TBID Advisory Board will review the proposals and will hold a public meeting to discuss and prioritize
submissions and make a selection by November 30. Ideally, the website will be redesigned during
December and be ready to launch in early January.
Budget – The TBID Budget is included in the Marketing Plan. Of the $50,000 in the Internet Marketing
category, $6,040 is earmarked for email marketing and TripAdvisor contract renewals and $43,960 is
available for all other services, including website redesign, website hosting, social media marketing,
digital marketing and advertising, and mobile apps.
Terms & Conditions – The City of Twentynine Palms will create an Independent Contractor or Vendor
agreement between the City and the selected contractor, including a Scope of Work provided by the
contractor and agreed to by both parties. All invoices for services provided in accordance with the TBID
Marketing Plan and Budget will be submitted to the Marketing Specialist, approved by the Marketing
Specialist and City Manager, and paid through the City Finance Department on behalf of the Twentynine
Palms TBID on a monthly basis or as otherwise indicated in the agreement.

Project Description
Visit 29! is looking for a motivated Social Media Specialist to attract and interact with targeted virtual
communities and social network users. The primary goal is to employ a creative way of thinking in
presenting our brand Visit 29!, a tourism destination, through multiple social media channels.
The specialist will create and implement a comprehensive social media strategy through multiple
channels, to drive traffic to the Visit29.org website and grow brand awareness, in accordance with the
Visit 29! TBID Marketing Plan, which can be found at http://www.ci.twentynine-palms.ca.us/tbid. The

ultimate goal is to ensure the “Visit 29 Palms” social media presence is aligned with our marketing
strategies and positively influences local, regional, and potential visitor engagement by exploiting all
media marketing roadmaps.
1. Social media specialist should have a solid understanding of how each social media channel
works and how to optimize content so that it is engaging on those channels.
2. Social media specialist should attend events in Twentynine Palms and visit local attractions,
eateries, lodging, etc., with the aim of presenting engaging images and stories on social media.
3. Social media specialist should have excellent multitasking skills, organizational skills, and be
proficient in photography, videography, writing, and editing.

Responsibilities
• Design and implement social media strategies, programs, and campaigns to achieve marketing
goals as identified in the TBID Marketing Plan (http://www.ci.twentynine-palms.ca.us/tbid).
• Manage, create, and publish original, high quality content that follows our content calendar.
Generate, edit, publish, and share daily content (original text, images, video or HTML) that
builds meaningful connections and encourages the niche tourist markets to Visit 29!
• Administer all “Visit 29 Palms” social media accounts ensuring up-to-date content.
• Create additional social media channels on Google+, Pinterest, and YouTube, above and beyond
current Facebook, Twitter, and Instagram.
• Collaborate with Marketing Specialist to create social “buzz” regarding new events, stories, etc.
• Prepare weekly and monthly reports on website traffic, social media numbers, and ROI.
Continuously improve by capturing and analyzing the appropriate social data/metrics. Track and
analyze analytics reports to gain insight on traffic, demographics, and effectiveness; utilize this
information to positively affect future outcomes, insights and best practices, and act on the
information.
• Monitor SEO and user engagement and suggest content optimization. Set up and optimize pages
within each platform to increase the visibility of “Visit 29 Palms” social content.
• Create Event notices for followers to receive event details on events that Visit 29! will be
hosting.
• Ensure that Visit 29! events are submitted to and listed in all local and regional online calendars,
and submitted to other calendar sites such as San Bernardino County EDA (California Outdoor
Playground), Greater Palm Springs CVB/Visit CA Deserts, and Visit California.
• Stay up-to-date with new digital technologies and social media best practices.
• Manage Visit 29! reputation on social media channels. Assist with crisis management, bad
reviews, and negative news communications.
• Identify key players, such as influencers, and coordinate actions and stories.
• Assist with leads and databases for digital newsletters, including media/travel writer lists.
Required Skills & Professional Experience
• Bachelor’s degree or Certification(s) in Internet marketing or related fields.

• Three (3+) years’ experience in digital marketing and social media, or proven working
experience in social media marketing or as a digital media specialist.
• Strong familiarity with the business applications of social media platforms (Facebook, Twitter,
YouTube, Instagram, Pinterest, LinkedIn, etc.)
• Knowledge of online marketing and good understanding of major marketing channels.
• Hands on experience using social media for brand awareness.
• Understanding of social media metrics and algorithms; able to interpret the results and take
action to increase effectiveness of social media campaigns.
• Strong written and verbal communication skills, e.g. excellent consulting, writing, editing
(photo/video/text), presentation and communication skills, fluency in English.
• Ability to build content to build target audience preferences.
• Familiarity with web design and publishing, adequate knowledge of web development, CRO and

Communication & Project Management
• The TBID Marketing Specialist will oversee this project.
• The TBID Marketing Specialist will provide a master content calendar of all seasonal and annual
events, as well as a list of local attractions and assets to be promoted.
• Monthly reporting should be supplied to the Marketing Specialist, who will oversee quality
management of the social media marketing and will monitor metrics and results, etc.
