COVID-19 Business Relief Programs – City of Twentynine Palms
The City of Twentynine has announced two new programs to help support local businesses
who have been impacted by the ongoing COVID-19 pandemic:
1. Outdoor Business Operations Assistance Program: Business owners who have invested in
transitioning to outdoor operations can apply for reimbursement of up to $5,000
2. Emergency Rental Assistance Program: Commercial tenants financially impacted by
COVID-19 can apply for up to $5,000 in rent assistance to prevent eviction.

1. Eric Menendez, Desert Beacon, Inc.
Eric presented an introduction and overview of the newly established short-term vacation rental management
company, Desert Beacon, Inc. Their goal is to foster the spirit of eco-stewardship while offering vital services to
the local community to whom they pledge to provide a living wage, paid time off, employee benefits, and
opportunities for professional growth. The Desert Beacon's short-term rental management and support services
include maintenance and upkeep, guest services, cleaning, and emergency response, plus access to no

2. Jeri Reagan, Rasta Rita Cantina
Jeri Reagan presented an introduction and overview of the newly established and opened event venue called
Rasta Rita Cantina, located in downtown 29 Palms at 73662 Homestead Drive. Proudly Veteran and family
owned, Rasta Rita Cantina is a sister company to Rasta Taco and Rasta Rita Margarita Truck. With over 14-
years of experience in the food and beverage industry, the owners are thrilled to have set up a home base in 29
Palms, and have successfully hosted one private event already. Jeri provided an overview of their newly
remodeled space and the types of events they can host, as well as an overview of their catering menu pricing.

A motion was made by Chair Mehta, seconded by Boardmember Quinteros to approve the TBID's marketing

PUBLIC COMMENTS
Veno Nathraj, Owner/Operator of Oasis Inn & Suites and America's Best Value:
Nathraj reminded the TBID Advisory Board, staff, and City Manager, that at the September 16 City Council
meeting he requested a 90-day delay in the reauthorization of the Visit 29 Palms TBID organization, questioning
how the TBID was adding value. He listed the TOT and TBID revenue results from previous years, highlighting
the contrast between the growth short-term vacation rentals are seeing to the decline hotels are seeing. Nathraj
referenced the make-up of the TBID Advisory Board, suggesting the current make up is not balanced as some
hotel owners also operate short-term vacation rentals. Nathraj did not see the printed ad in the local newspaper
that announced the TBID reauthorization public hearing and would like the TBID Advisory Board to ask City
Council on his behalf to delay the start of the organizations fourth year. While Nathraj questioned the value of
what the TBID is currently doing, he stated that he would be willing to contribute 5% instead of the current 1.5%
tourism tax to make it self-sustainable.

DIRECTOR OF MARKETING COMMENTS
TBID Director of Marketing Dusastre shared several other updates with the TBID Advisory Board regarding the great news
that Mojave Trails National Monument's iconic Amboy Crater has received a new designation, and on October 22 was added
to the National Recreation Trails System. Visit 29 Palms worked in partnership with the Bureau of Land Management on
the application and submitted a letter of support to accompany their application. Dusastre also confirmed two signature
events in 29 Palms are a go, and this will be the 79th annual Weed Show at the Old Schoolhouse Museum, and 8th Joshua
Tree National Park Art Exposition at the 29 Palms Art Gallery. The Hilltoppers will be celebrating their 75th anniversary and
will be here for the AMA NGPC National Grand Prix at the 29 Palms Motorsports Complex on November 28 & 29.

California Travel-Related Spending & Visitation Forecast
•Tourism spending in California is expected to drop to $66.1
billion in 2020, less than half of the 2019 total, erasing a decade
of growth.
•Travel-related spending from Domestic visitors is expected to
recover to 74% of 2019 levels in 2021, while International
spending will only recover to 54%.
•Overall, Leisure spending could recover to 85% of 2019 levels in
2021, while spending from Business-related travel will only
recover to 56%.

•The economic recovery is well underway, but its speed and durability are now in question with fiscal aid dwindling, flu season
fast approaching and election uncertainty rising.
