Roll Call: The following TBID Advisory Boardmembers were present: Knight, Quinteros, Grunt, Ramsey, Mehta. Closed Session Announcements: Interim City Manager Bowden announced the result of the Public Employee Performance Evaluation for the TBID Marketing Director was very positive and above average. CHANGES TO AGENDA PRESENTATIONS 1. Presentations by Event Grant Applicants: Steve Reyes and Jennifer Smith presented the Historical Society's event grant proposal for the return of the Desert Rat Convention at the Old Schoolhouse Museum in May. Mike Usher presented the Downtown Business Association's event grant proposal for the Area 28 Art Invasion event scheduled for April. Zak Schlegel presented an event grant proposal for the Sand to Sky Series event series to take place in May. Kaz Newman presented an event grant proposal by Positional Projects for the Conjuring Cathy Allen event. Caitlin Gill, Andy Wood, and Matt Kirshen presented an event grant proposal for the To 29 and Beyond event. BUSINESS 2. Approval of Minutes of the February 7, 2024 Tourism Business Improvement District Special Meeting. A motion was made by Chair Mehta, seconded by Boardmember Quinteros to approve Minutes for the February 7, 2024 Tourism Business Improvement District Special Meeting. A motion was made by Boardmember Grunt, seconded by Chair Mehta, to approved Minutes for the January 18, 2024 Tourism Business Improvement District Meeting. Visit 29 Palms TBID Marketing Updates TBID Director Dusastre began her marketing updates with discussion on the TBID's October - December Q1 revenue results, sharing that assessment collection was up 1% as compared to last year, with hotel/RV contribution up 5.8% over the same quarter last year, and vacation rental contributions down 3.7% as compared to the same quarter last year. Dusastre also discussed her ongoing work on content development for the newly relaunched Visit29.org site and shared insights and positive updates to the new site's performance. PUBLIC COMMENTS Heather Basile, Twentynine Palms, shared positive feedback on the newly launched extranet as part of the relaunched Visit29.org website, and the benefits it brings local business owners, sharing her thanks for the development of these tools. Cindy Bernard, Twentynine Palms, spoke as a community member participating on the Events Subcommittee, sharing comments and recommendations for the TBID Advisory Board to reconsider the $20,000 cap for event grant funding. DISCUSSION AND POTENTIAL ACTION ITEMS 5. Sponsorship and Event Grant Applications Before opening up Public Comment, Chair Mehta and Boardmember Ramsey expressed their thanks to all of the event grant applicants for their great proposals and presentations. Public Comment: Cindy Bernard, Twentynine Palms, shared comments encouraging the TBID Advisory Board to think about how funds can be allocated between the two application rounds. Audrey Philpot, Twentynine Palms, spoke about her 30 years of experience in events, and in support of the Conjuring Cathy Allen proposal and it has the potential to develop into a permanent attraction. Mary Jane Binge, Twentynine Palms shared her excitement for the wonderful array of event proposals shared, and comments about concerns of planning events in the hot summer season. Page 2 of 5 Page 4 of 38 Twentynine Palms Tourism Business Improvement District Meeting February 29, 2024 Susan Peplow, Joshua Tree, shared comments about the need for more outreach to promote this program, to establish and outline market rates for in-kind staff time in the guidelines, and base funding allocations on point value of event grant applications to bring individual funding levels down in order to fund everything proposed. Danielle Watson, Twentynine Palms, shared comments about working together as a community to bring culture, science, and education to the community, and her excitement of all of the proposed events. Veno Nathraj, Twentynine Palms, expressed his excitement for the event proposals that had been presented and thanked the TBID Advisory Board and TBID Director for their work in making this happen, and shared comments about not being afraid to fund every proposal, or to seek proposals for events in the summer months. City of Twentynine Palms Councilmember Octavious Scott expressed his thanks for the creativity and hard work put in by event organizers proposals on their proposals and to the TBID for doing this work. A motion was made by Boardmember Quinteros, seconded by Chair Mehta, to approve $3,000 in event grant funding for the Desert Rat Convention. The above motion was carried by the following roll call vote: YES: Knight, Grunt, Mehta, Ramsey, Quinteros NO: None A motion was made by Chair Mehta, seconded by Boardmember Quinteros to approve $9,100 in event grant funding for the To 29 and Beyond event proposal, on the basis the event is rescheduled for June 2024. The above motion was carried by the following roll call vote: YES: Knight, Grunt, Mehta, Ramsey, Quinteros NO: None A motion was made by Vice Chair Grunt, seconded by Boardmember Quinteros to approve $15,000 in event grant funding for Positional Project's Conjuring Cathy Allen event. Discover Inland Empire Partnership Proposal Discover Inland Empire President and CEO Freddy Bi presented two partnership proposals, one for Travel Industry event sponsorship and FAM Tours, and a second Global Co-Op proposal. A motion was made by Mehta, seconded by Boardmember Quinteros to approve $10,000 in funding for the Discover Inland Empire Partnership Proposal, to support sponsorship of the upcoming 2024 Inland Empire Regional Tourism Summit and upcoming FAM Tours. The above motion was carried by the following roll call vote: YES: Knight, Grunt, Ramsey, Quinteros, Mehta. NO: None CARRIED. 7. Proposal for Social Media Services TBID Director Dusastre shared an overview on the services and pricing proposed by Colorado Studio for social media support, and noted this had been the only formal proposal that had been submitted following the publishing of a RFP. Public Comment: Audrey Philpot, Twentynine Palms, shared comments expressing the importance of social media investment to help support upcoming events. Susan Peplow, Joshua Tree, shared comments on how important it is to fund social media support to promote the Sponsorship and Event Grant Program and the approved upcoming events, and the need for additional proposals. Paul Razo, Twentynine Palms, spoke against approving the Colorado Studio proposal, encouraging the TBID to continue recruitment. Upon discussion and feedback by the TBID Advisory Board, a Social Media Subcommittee was formed, made up by Boardmember Ramsey and Chair Mehta, to support TBID Director Dusastre with continuing recruitment efforts. 8. FUSE Connect Advertising Proposal TBID Director Dusastre presented the details of the advertising proposal with FUSE Connect, the new agency now handling advertising at Palm Springs International Airport. The TBID Advisory Board discussed their interest in continuing advertising efforts at PSP and spoke of how they forward to the new partnership with FUSE Connect. Public Comment: Page 4 of 5 Page 6 of 38 Twentynine Palms Tourism Business Improvement District Meeting February 29, 2024 Susan Peplow, Joshua Tree, shared comments that she had seen the previous Visit 29 Palms ads running at Palm Springs International Airport and was indifferent of airport locations, that they were hard to convert but have potential to build. A motion was made by Chair Mehta, seconded by Boardmember Knight, to approve the new advertising contract with FUSE Connect. The above motion was carried by the following roll call vote: YES: Knight, Grunt, Ramsey, Quinteros, Mehta. No: None CARRIED. BOARDMEMBER COMMENTS: Boardmember Knight announced her resignation from the TBID Advisory Board as of March 31, 2024. Chair Mehta, Vice Chair Grunt, and Boardmembers Quinteros and Ramsey all expressed their thanks to Boardmember Knight for her many contributions to the Visit 29 Palms TBID during her time as an Advisory Boardmember. DIRECTOR OF MARKETING COMMENTS TBID Director Dusastre also thanked TBID Advisory Boardmember Knight for her major contributions and hard work supporting the TBID. Roll Call: The following TBID Advisory Boardmembers were present: Ramsey, Grunt, Quniteros, Mehta. CHANGES TO AGENDA: None PRESENTATIONS: None BUSINESS 1. Visit 29 Palms Marketing Updates TBID Director Dusastre opened with an overview of Sponsorship and Event Grants awarded by the TBID Advisory Board in round one and highlighted all of the great events scheduled to take place over the next few months. Dusastre shared updates on recruitment efforts to fill the vacant TBID Advisory Board seat, announcing a deadline of May 9 was now in place for lodging stakeholders to submit their applications. Recruitment updates were also discussed for social media support and volunteer support for the 29 Palms Visitor Center. Dusastre shared updates on recently attended industry events, including TBID Advisory Board and TBID Staff participation at the 2024 Inland Empire Tourism Summit which Visit 29 Palms was a proud sponsor of. Dusastre touched on Visit California's new brand positioning announced at the 2024 Outlook Forum, and the new Ultimate Playground TV campaign backed with a $50M media buy by Visit California. Dusastre's marketing updates also included an overview of key performance metrics for Visit29.org, highlighting the growth in business partner referrals and lead generation generated through the site, and how social media efforts and particular focus on Instagram was driving increased engagement and content interactions. Dusastre's marketing updates concluded with discussion on current advertising efforts at Palm Springs International Airport and the video ad series currently running. PUBLIC COMMENTS DISCUSSION AND POTENTIAL ACTION ITEMS 2. Discover Inland Empire Global Co-Op Discover Inland Empire President and CEO Freddy Bi presented the TBID Advisory Board with a new Global Co-Op proposal which for $3,000/month which combines to offer digital and static advertising opportunities at Ontario International Airport, San Bernardino Airport, and Cross Boarder Express (CBX), promotion at Amerilink marketing roadshows, and a spotlight in a Inland Empire e-news blast through Visit California. Page 1 of 4 Page 9 of 38 Twentynine Palms Tourism Business Improvement District Meeting April 25, 2024 A Motion was made by Chair Mehta, seconded by Boardmember Quinteros to approve Discover Inland Empire's Global Co-Op proposal, for $3,000/month for a six month campaign. The above motion was carried by the following roll call vote: YES:Grunt, Ramsey, Quinteros, Mehta NO: None CARRIED. 3. Visit 29 Palms Sponsorship and Event Grants Events Subcommittee Members Grunt and Mehta began their presentation by expressing thanks to former TBID Advisory Boardmember Patricia Knight and community member Cindy Bernard for all of their hard work and involvement in building the Sponsorship and Event Grant Program, and to the Review Committee for their support in the event grant review process. The Events Subcommittee then presented their funding recommendations for nine event grant applications, noting that their recommendations are based on the results of Review Committee scoring which led to Event Subcommittee research and review through subcommittee meetings and calls with event applicants. Noting that the full funding requests of these nine applications surpassed what was available for round two funding and some events couldn't be fully funded, the Events Subcommittee requested that organizers from the Sand to Sky Series 2 and the Desert Ship Overland Festival be in attendance to facilitate a Q&A with the Advisory Board and to discuss what partial funding would mean for their event as full funding. A Q&A was held between TBID Advisory Boardmembers and the organizers of the Desert Ship Overland Festival to discuss a slightly scaled back event concept, and representatives for the Sand to Sky Series 2 event proposal were not in attendance and funding for this fall event was dropped from the event grant funding recommendations, to be reconsidered at a later time. Public Comment: Susan Peplow, Joshua Tree, shared recommendations for withholding some available funding to support hiring an event coordinator or producer, and recommended trimming proposed funding for Climb Smart and the Desert Ship Overland Festival. Mary Jane Binge, Twentynine Palms, spoke about the strong need for for advertising and promotion in order for these proposed events to draw overnight visitors into the city. Eric Menendez questioned if non-profit organizations could be exempt from paying site fees when hosting events at City facilities, Seth Zaharis, Joshua Tree, shared that many of the musicians performing at the bi-annual Joshua Tree Music Festival stay in local hotels, and spoke about the need for transportation for event attendees to and from hotels. A motion was made by Chair Mehta, seconded by Boardmember Quinteros, to approve all recommended event grant applications at the recommended levels, with the exception of Sand to Sky Series 2, for a total of $110,900 in event grand funding. BOARDMEMBER COMMENTS: Boardmember Ramsey thanked event organizers and TBID Advisory Boardmembers for all of their work, and shared his hope that the sponsorship and event grant funding will help jump start successful events which can be financially self- sufficient in the future. Boardmember Quinteros expressed her thanks to all. Chair Mehta expressed his thanks to everyone for all of the work, and echoed Boardmember Ramsey's comments about how this event funding is meant to help get new events up and going, and for them to become self-sustainable in the future. Mehta shared with the TBID Advisory Board that a major event proposal in the works and that more information will soon be available. Vice Chair Grunt spoke of her excitement about all the planned events and how the gained experience through two application rounds will help with a smoother process in the future. DIRECTOR OF MARKETING COMMENTS: TBID Director Dusastre acknowledged this would be Interim City Manager Larry Bowden's last meeting with the TBID and thanked him for his support and contributions to the TBID over the last seven months. Dusastre also shared that the next Visit 29 Palms TBID hosted community mixer would be scheduled following the arrival and start of new incoming City Manager, Stone James. Hotel demand is being undermined by strong growth in outbound U.S. travel versus a more measured recovery in international inbound arrivals. • California room demand is forecast to grow only 0.4% in 2024, but local destinations will see varied results, with Gateway regions leading all other regions. • California regions outside the gateway areas are expected to see demand decline, reflecting the shift in travel patterns back to urban locations. Supply growth is projected to compound the demand weakness in the non-gateway regions, contributing to a 3% decline in occupancy. • Little to no growth in demand and occupancy will limit ADR growth to 1% or less. Falling occupancy in the non-gateway regions will cause RevPAR to decline about 2%. • Desert region room revenue was previously forecasted to grow by 4% in 2024 and is now forecasted to decline by 5.7%. Page 15 of 38 6/17/2024 INDUSTRY EVENTS & PARTNERSHIPS IPW | May 4-8, 2024 US Travel Association’s Premiere In-Bound Travel Trade Show U.S. Travel Association’s IPW provides a powerful in-person platform to develop and strengthen international travel trade business relationships. As the selected Desert Region partner for Visit Palm Springs’ California Deserts booth at IPW, Visit 29 Palms staff participated in 39 pre-set appointments with international tour operators and wholesalers, providing the opportunity to showcase Twentynine Palms as a leading Desert Region destination and actively promote our destinations travel amenities. Visit California Post IPW FAM Tour | May 8-12, 2024 Visit California’s “Adventure on Tap” FAM tour hosted 20+ travel writers and buyers on a 5-day itinerary across the state, with overnight stops in Los Angeles, Palm Springs, and the Eastern Sierras. Thanks to our regional partners at Discover Inland Empire, a hosted lunch at the 29 Palms Inn was incorporated into the itinerary as part of the three-hour high desert/Joshua Tree National Park tour on May 9. Under the 1989 Law, TBID’s are authorized for one-year terms, requiring annual reauthorization. Outlined below are the three key steps for the Visit 29 Palms TBID to seek reauthorization for the upcoming 2024-2025 fiscal year which would run from October 1, 2024, through to September 30, 2025. TBID Advisory Board Development and Approval of FY24-25 Budget & Plan: July 2024 A TBID Advisory Board Subcommittee made up by two Boardmembers and TBID Staff develops and presents recommendations for a one-year budget and tourism marketing plan for FY24-25 for TBID Advisory Board approval. City Council Approval of FY24-25 Budget & Plan: August 13, 2024 TBID presents annual report and proposed expenditures and marketing activities for FY24-25 for City Council approval. If approved, City Council Adopts a Resolution of Intent to levy the 1.5% TBID assessment for the FY24-25 and schedules a Public Hearing. Public Hearing: September 2024 City Council to hold a Public Hearing on the reauthorization of the Visit 29 Palms TBID whereby lodging stakeholders speak in favor of, or against, the TBID’s reauthorization.
