CALL TO ORDER – Chair Mehta called the meeting to order at 12:30 p.m. Pledge of Allegiance – Marketing Specialist Waite led the Pledge of Allegiance. Roll Call – The following Tourism Business Improvement District (TBID) Advisory Board members were present: Congdon, Maharaj, Mehta, and Viloria. PRESENTATIONS Tom Murtagh presented a sample video to the TBID Advisory Board, showing his video of The Palms and Wonder Valley and a group of German Harley riders. He is interested in producing videos for Visit29! BUSINESS 1. Approval of Meeting Minutes for TBID Special Meeting held on October 24, 2018. Twentynine Palms Tourism Business Improvement District Meeting - Special Meeting with Closed Session for Public Employment, Marketing – October 24, 2018 Minutes A motion was made by Boardmember Viloria, seconded by Vice Chair Condgon to approve the TBID Meeting Minutes from the October 24, 2018 Special Meeting as submitted. All in favor. TBID Meeting Minutes from October 24, 2018 were approved. PUBLIC COMMENTS DISCUSSION AND POTENTIAL ACTION ITEMS 2. Installation of Heidi Grunt, Historic Inns of Twentynine Palms (29 Palms Inn and Campbell House), as the new TBID Advisory Board Member. City Clerk Cindy Villescas proceeded to swear in Heidi Grunt as the fifth TBID Advisory Board member to replace outgoing Breanne Dusastre. 3. Tourism Adjusted Budget for 2018-19 and Employee/Firm recommendation. The Subcommittee (Vice Chair Congdon and Boardmember Maharaj) are recommending the changes to the budget, uses of surplus, and the hiring of an Employee and a Consulting Firm totaling an additional $26,090 of annual spending and $15,000 out of Surplus. See the Tourism Adjusted Budget for 2018-19 – PDF Page 1 of 2 Page 3 of 4 City Manager Frank Luckino explained again the process undertaken by the Subcommittee to recommend the employee and marketing firm, and the hiring of the employee and firm. (See staff report.) He explained that revising the budget to include a revised $224,000 in TBID revenue, far above the anticipated $150,000, created a surplus of $133,000. The Subcommittee made adjustments to the FY 2018-2019 budget, eliminated some equipment $5K and put some money aside for videos; put aside $15,000 for those expenditures. They recommended keeping budget expenditures at $200,000. They recommended hiring Breanne Dusastre as a full-time employee and contracting with marketing firm JNS Next for “Item A” in their proposed a la carte menu. Action: A motion was made by Vice Chair Congdon, seconded by Chair Mehta, to accept the Subcommittee’s recommendation for employee and proposal for marketing firm, and revise the FY 2018-2019 budget as stated. Roll Call vote: Boardmember Maharaj - Yes Boardmember Viloria – Yes Vice Chair Congdon – Yes Chair Mehta – Yes Boardmember Grunt – Abstained from vote Vice Chair Congdon and Chair Mehta agreed to serve on the subcommittee to discuss with the City and the Chamber of Commerce about using the Visitor Center as the TBID marketing office. BOARDMEMBER COMMENTS Boardmember Maharaj and Vice Chair Congdon talked about the Night Sky Festival, which had a capacity crowd of 400 and 24 astronomers. The date for next year’s event is Sept. 21. CITY MANAGER COMMENTS City Manager Luckino acknowledged Marketing Specialist Vickie Waite for her 10 years of service to the City of Twentynine Palms as a media and tourism marketing contractor.
