VILLAGE OF TWIN LAKES COMMITTEE OF THE WHOLE MINUTES October 2, 2023 – 6:30 p.m. Village Hall, 105 E. Main Street, Twin Lakes, WI CALL TO ORDER BY PRESIDENT SKINNER AT 6:30 PM/PLEDGE OF ALLEGIANCE/ROLL CALL: Present: Trustees Barb Andres, Bill Kaskin, Kevin Fitzgerald, Ken Perl, Sharon Bower, President Howard Skinner. Absent: Aaron Karow. Also Present: Administrator Laura Roesslein, Interim Police Chief Katie Hall, Clerk Sabrina Waswo PUBLIC COMMENTS AND QUESTIONS. Lynn Garnand, of 1505 Richmond Rd., commended the board on the sewer plant open house, which was well- organized and informative. It provided a clear view of how the $14 million dollars was utilized. PRESIDENT AND TRUSTEE REPORTS TRUSTEE SHARON BOWER - ADMINISTRATION, FINANCE, JUDICIARY, LICENSING Discussion regarding the Village’s Public Records Request Release Policy Clerk Waswo explained the policy was updated to adhere to current state law changes. TRUSTEE BILL KASKIN - CEMETERY, SANITATION, RECYCLING, SENIORS Discussion regarding the Village’s contract with Groot Waste Management. The renewal contract increases the rates to 5% for 2024 and 3% for the next 6 years. Groot stated we would have priority for Monday service if there were any contract changes with their other customer. Fitzgerald inquired about the possibility of extending the contract to end in the summer, as changing totes on January 1st is impractical, especially given our summer-only residents. Roesslein will have the contract updated for the Board meeting. TRUSTEE KEN PERL - POLICE, FIRE, LAKE CONTROL, PARKS AND BEACHES Discussion regarding full-time EMS staffing for the Twin Lakes Fire & Rescue Department. Administrator Roesslein proposed administrative fees totaling $82,000 for overseeing EMS Services, comprising $12,000 for fuel and $30,000 for additional insurance. These figures were shared with the Town of Randall and Town of Wheatland. President Skinner said these two communities are moving toward a referendum. A consultant would be hired to assist in educating the public on the referendum. The board also discussed attorney's fees, questioning whether each community will cover their own legal expenses for the initial draft agreement. The board instructed Roesslein to schedule another meeting in one month. VILLAGE PRESIDENT HOWARD SKINNER Discussion regarding an Event Permit submitted by the Twin Lakes Chamber for Trees on Parade on December 1st & 2nd. ADDITIONAL PUBLIC COMMENTS Linda Rapacz, residing at 305 West Park Drive, expressed her concerns about the impact of combined services on response times. Skinner explained that Twin Lakes EMS currently provides services to the Town of Randall and the Town of Wheatland, with paid on-call EMTs and mutual aid from nearby areas serving as backups. Further questions were raised regarding a community education program in case of a referendum and the qualifications required for the full-time positions. CLOSED SESSION Skinner/Fitzgerald motion to go into closed session Pursuant to Wis. §19.85(1)(c) related to employment, compensation, promotion, or performance evaluation for the purposes of discussing compensation for the Police Chief. Roll Call: Trustees Barb Andres, Bill Kaskin, Kevin Fitzgerald, Sharon Bower, Ken Perl, President Howard Skinner voting “aye”. Motion carried 6-0 to go into closed session at 6:51 p.m. October 2, 2023 – Committee of the Whole Minutes Page 1 of 2 OPEN SESSION Skinner/Andres motion to return to open session pursuant to Wis. Stat. 19.85(2) and take action on any items discussed in closed session. Motion carried 6-0 to return to open session at 7:05 p.m. Skinner/Bower motion to appoint Katie Hall as the full-time Police Chief, with use of a car, and if she completes her bachelor’s degree, she will achieve step 3 in the wage scale.
