Twin Lakes Protection & Rehabilitation District Steering Council 6-29-2024 Meeting Minutes Date: June 29, 2024 Time: 9:00 am Place: Twin Lakes Village Hall 1. 9.03 Meeting called to order. 2. Roll Call-Tony, Dean, Richard, Bill, Jack, Bryan 3. Minutes: 4/13/2024 – add Pam 4. Public Comment - none Committee Reports: Previous meetings’ minutes – add Pam to list of attendees. Committees: Boat safety – Bill – There has been an increase in the hours that officers are on the lake, stats about warnings and citations- they are up, due to diligence of new police chief, approved Aquanuts’ needs, wake board boats are more of an issue in WI in general, lake level impacted by water not getting to spillway, difference in lake vs spillway level is greater than it should be, (Tony disputed this a bit,) no maintenance causes channel to fill in with silt, parking kiosks now installed and we’re collecting money, brochures are done and out, Bev Kendall helped with brochures! Nonpoint pollution - Jack – want to look at the issue that the Village board wants code changes to allow driveways to be across the entire property and houses can be built closer together. We want to see the impact on the lakes of this, fearing greater amounts of sediment will be the result of such codes. Bryan – fish – nothing Shoreline - Richard – nothing Aquatic plants – Dean – Tony said DNR, Craig, had gone on Lake Mary and nothing seemed to be needed in terms of weed treatment, Lake Elizabeth was treated for nuisance weeds in channels, therefor treatment of weeds is deemed very successful. Knobs landing beautification ongoing, positive feedback Geese problem – too late to move to do anything and the numbers have increased. Should be done every year & we need to do this next year. Bryan moves we perform geese population control in the spring of 2025. seconded, passed. Bill - Discussion of board leads to no action on Bay View channel until residents form an association. This was confused with the issue of creating a Bay View nature walk. Budget – more money given to our committee by Village Board, delay discussion until we have a chance to review it, (we just got it.). Tabled for insufficient time to review. Comments – Bill pointed out our committee monies go to the Village general fund, Dean mentioned Camp Lake spends more on their Lake than we do on our Lakes, but Bill also says we do things differently and actually do spend money from the budget vs. having things ‘allocated’ from a general fund. Steering committee asks Laura to provide the budget a month prior to when it is needed so there is time to review. Twin Lakes Protection & Rehabilitation District Steering Council 6-29-2024 Meeting Minutes Storm water committee, along with other committees, need to come up with more meaningful projects. Bill says buoys along swim area in Lake Mary do not have 2024 stickers or boats tied to them, which is the rule for having buoys. Additional comments: Bill has a new boat safety committee chairman – Bill Slominski Tony announced his retirement from being chair of steering committee. Bryan – explained Village code changes that reduce area on lots where there is drainage, ie. Cement driveways or house/roof coverage. Distributed motion he is making at the board meeting that asks to not vote on the code changes on July 1st without discussion and a chance to study the impact of this code change. We want time to look at this and have public discussion on the matter. Dean expressed that he opposes the motion because it is not the role of the steering committee. Bill pointed out the Board has structured the meeting addressing this in a way that they omit any public discussion. Also, there is no indication whether a study has been done to determine the impact on the Lakes of these code changes. Motion made by Bryn to make the motion at the July 1 board meeting, after being amended to add the words, “until a study has been done to determine the impact on the Lakes.” Seconded and passed.
