VILLAGE OF TWIN LAKES VILLAGE BOARD MEETING MINUTES March 20, 2023 – 6:30 p.m. Village Hall, 105 E. Main Street, Twin Lakes, WI CALL TO ORDER AT 6:30 PM BY PRESIDENT HOWARD SKINNER/PLEDGE OF ALLEGIANCE/ ROLL CALL: Present: Trustees Barb Andres, Sharon Bower, Kevin Fitzgerald, Aaron Karow, Bill Kaskin, Ken Perl, President Howard Skinner. Also Present: Administrator Laura Roesslein, Village Engineer Greg Droessler, Police Chief Adam Grosz, Clerk Sabrina Waswo. Randall School and Wilmot High School gave presentations on school referendums that will be on the April ballot. APPROVAL OF MINUTES: Skinner/Bower motion to approve the February 20, 2023 Regular Board Meeting minutes. Motion carried 7-0. APPROVAL OF VOUCHERS FOR PAYMENT: Skinner/Bower motion to approve Corporate Checking (including General Fund, Sanitation, Capital Projects-E/M, Sewer Utility, Lake Rehab, Sewer Hook-Up, Sewer Replacement, and Tax Account): 35437-35486. Payroll Related Checking and State/Federal Tax Wires: 18350-18355 Expenses – $114,664.06. Motion carried 7-0. PUBLIC COMMENTS & QUESTIONS: The Village Board will receive comments on agenda items. Don Smith, 12314 304th Ave, Trevor, will be requesting the use of E Main Street and Lake Ave intersection for the Knights of Columbus, first Saturday in May. PRESIDENT AND TRUSTEE REPORTS TRUSTEE SHARON BOWER - ADMINISTRATION, FINANCE, JUDICIARY, LICENSING Bower/Skinner motion to approve Resolution R2023-3-1 Declaring Certain Personal Property of the Village as surplus. Motion carried 7-0. TRUSTEE KEVIN FITZGERALD - STREETS & ROADS, EQUIPMENT, STREET LIGHTS, WEEDS, LAKE PLANNING AND PROTECTION Fitzgerald/Skinner motion to approve the submittal of the Annual Report and other compliance documents for the Municipal Storm Sewer System (MS4) Permit. Greg Droessler assisted in preparing this report. He met with both Public Works and Sewer Departments to work together to reduce the amount of road salt and chlorides we are using. A lot of the village’s infrastructure for storm water drainage is catch basins. Most of the drainage is done by privately owned ponds. There are provisions under this permit that will allow the village to enforce maintenance on these ponds. Karow noted he was informed of two water quality structures underground on East Lakeshore Drive that the village was unaware of for some time. They are 40 inch pipes that are full or partially full, and need to be cleaned. Motion carried 7-0. TRUSTEE AARON KAROW - BUILDING AND ZONING, PLAN COMMISSION, AND PUBLIC BUILDINGS February 2023 Building Permits: 11; Valuation: $1,379,326.00; Fees Collected: $10,352.02. TRUSTEE KEN PERL - POLICE, FIRE, LAKE CONTROL, PARKS AND BEACHES Discussion regarding the wage scale for Dispatchers. Chief Grosz presented a proposal for the board to review. They have two dispatch positions that have been open for over for a year. They have gotten very few applications and the ones they received don’t have any experience. Ones with experience have decided to go elsewhere. Twin Lakes dispatcher pay is significantly less than others in the state. This is contributing to not being able to fill the positions. He put together a wage Village Board Minutes – March 20, 2023 Page 1 of 2 adjustment proposal to make us more competitive. Every agency is hiring. He would like the village to get into the same range, which will still be lower than other municipalities but a little more competitive. Feels they can absorb a wage increase in this year’s budget but next year’s budget will need to be discussed. Currently operating 24 hours a day, 7 days a week with 4 people. If someone is out, there is forced overtime which is also expensive. If anyone else leaves or goes out on disability it will be very difficult for them to operate. They could not do it with less. They have two part-time employees but it’s very difficult for them to work as they are facing the same issues in their full time dispatcher positions. He requested the board review and put on a future agenda. Karow is seeing the same thing through the County, with people leaving to go to Lake County for more money. Indication is that people want to stay but it’s more attractive in Illinois. TRUSTEE BARB ANDRES - SEWER, HEALTH AND ENVIRONMENT, YOUTH, LIBRARY Andres/Skinner motion to approve Pay Request #20 from JJ Henderson for $448,489.68. Approaching 95% completion. Should be done with the digester by end of month. Quickly getting towards the end with final completion by the end of May. Motion carried 7-0. Andres/Skinner motion to approve regarding a quote from Breuer Metal Craftsmen for a guardrail in the amount of $19,895.00. Found that the guardrail needs to be replaced. Looked for a company outside of the contract as to not extend the contract. This is only the product. Will need to get another contractor to install for around $5,000 to $8,000. All in cost for JJ Henderson was $31,000. Greg anticipates this will be lower than JJ Henderson’s price. Motion carried 7-0. Discussion and possible action regarding two quotes from USA BlueBook for WWTF lab equipment. Requesting approval on two quotes from USA BlueBook for $1,925.23 and $15,969.65. Greg received previous quotes from a separate lab for a total of $40,000. Skinner/Andres motion to approve the two quotes from USA Bluebook. Motion carried 7-0. VILLAGE PRESIDENT HOWARD SKINNER Discussion and possible action regarding the Twin Lakes Chamber’s use of the Community Center. Kim Lewis, 2631 E Lakeshore Dr, is one of the Board of Directors for the Chamber. The Chamber is requesting use of the Community Room for different events where they will have raffles, raise funds, charge admission fees, and sell food and alcohol. Currently this is against the policy. He suggested creating a separate set of rules just for the Chamber. The Chamber is not a profit focused operation, they try to break even. Noted they have alcohol at events they do in town and requested the board allow them to sell beer and wine. This is what makes the most money. Skinner said the board consensus was that we did not want to allow alcohol in the community room. Fitzgerald and Skinner stated they would be in favor of allowing alcohol, just to try it. Andres feels it’s very clear in the rules that there is no alcohol, stating we can’t make rules for one entity over another. Fitzgerald does not want to compete with businesses but feels they should be open to one or two events. Andres disagrees. Board would like the Chamber to provide a plan with more detailed events.
