VILLAGE OF TWIN LAKES VILLAGE BOARD MEETING MINUTES September 16, 2024 – 6:30 p.m. Village Hall, 105 E. Main Street, Twin Lakes, WI CALL TO ORDER AT 6:30 PM BY PRESIDENT SKINNER/PLEDGE OF ALLEGIANCE/ ROLL CALL: Present: Trustees Kevin Fitzgerald, Bill Kaskin, Barb Andres, Ken Perl, President Howard Skinner. Absent: Sharon Bower, Aaron Karow. Also Present: Administrator Laura Jager, Police Chief Katie Hall, Captain Jake Bauer, Clerk Sabrina Waswo APPROVAL OF VOUCHERS FOR PAYMENT: Skinner/Andres Corporate Checking (including General Fund, Sanitation, Capital Projects-E/M, Sewer Utility, Lake Rehab, Sewer Hook-Up, Sewer Replacement, and Tax Account): 36261-36360, 1564-1567, 364-443 Expenses – $971,000.19. Motion carried 5-0. APPROVAL OF MINUTES: Skinner/Andres motion to approve the August 26, 2024 Special Village Board meeting, August 27, 2024 Special Village Board meeting, and the August 19, 2024 Regular Board meeting minutes. Motion carried 5-0. PUBLIC COMMENTS & QUESTIONS: None. OMNIBUS AGENDA A. Motion to approve Task Order #22 from the Town and County for the 2025 road project. B. Motion to approve Resolution R2024-9-1 Requesting a Traffic Study for a portion of CTH O in the Village of Twin Lakes. C. Motion to approve a quote from Asphalt Contractors in the amount of $11,700. D. Motion to approve a quote from Asphalt Contractors in the amount of $7,700. Skinner/Fitzgerald motion to approve agenda items A., B., and D. as presented. Motion carried 5-0. Item C was removed from the omnibus agenda for more information regarding why our Public Works department is not handling the project. It will be placed on a future special board meeting. PRESIDENT AND TRUSTEE REPORTS TRUSTEE SHARON BOWER - ADMINISTRATION, FINANCE, JUDICIARY, LICENSING Skinner/Fitzgerald motion to approve Resolution 2024-9-2 Requesting Exemption from County Library Tax for 2025 Budget for the Village of Twin Lakes. Motion carried 5-0. TRUSTEE AARON KAROW - BUILDING AND ZONING, PLAN COMMISSION, AND PUBLIC BUILDINGS August 2024 Building Permits: 52; Valuation: $3,766,529.85, Fees Collected: $42,452.32. TRUSTEE KEN PERL - POLICE, FIRE, LAKE CONTROL, PARKS AND BEACHES August 2024 Code Enforcement: Active Cases: 9, Closed Cases: 3 VILLAGE PRESIDENT HOWARD SKINNER Discussion and possible action regarding an Event Permit for a Lake Elizabeth Manor Golf Cart Parade on September 22nd. Dorsie Stanley, 1707 Willow Road, the organizer of the event, spoke and provided an explanation, clarifying that she is only requesting approval for the parade and is not seeking to legalize golf carts. The board imposed several restrictions: only golf carts are allowed (no lawn mowers), Esch Road cannot be used, a lead cart with rotating or hazard lights is required, along with an end cart also equipped with lights, and communication via walkie-talkies with the lead and end carts. Additionally, no driving is permitted on the baseball diamond, and only residents of the subdivision will be allowed to participate in the parade. Village Board Minutes – September 16, 2024 Page 1 of 2 The event time was amended to start at 10:30 a.m. to allow attendees to drive to the park, with the parade beginning at 11:00 a.m. and ending at 2:00 p.m. Alcohol is not permitted in the park. Peggy Pytko, 1937 Sunset Dr, expressed her concerns about the event. Police Chief Hall noted she will attend the event to ensure safety. Skinner/Fitzgerald motion to approve Event Permit for the Lake Elizabeth Manor Golf Cart Parade on September 22nd from 10:30 am to 2:00 pm with restrictions as discussed. Motion carried 5 to 0. CLOSED SESSION Skinner/Fitzgerald motion to go into closed session for the following reasons: 1. Under Wis. §19.85(1)(e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session regarding determining a sale price for parcel 85-4-119-214-1085 2. Pursuant to Wis. §19.85(1)(e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session regarding Police Department collective bargaining agreement expiring December 31, 2024 Roll Call: Trustees Kevin Fitzgerald, Bill Kaskin, Ken Perl, Barb Andres, President Skinner. Motion carried 5-0 at 7:00 p.m. OPEN SESSION Skinner/Fitzgerald motion to return to open session pursuant to Wis. Stat. 19.85(2) and take action on any items discussed in closed session.
