Twin Valley City Council Minutes | July 2024 | Page 1 MONDAY, AUGUST 12, 2024 – TWIN VALLEY CITY COUNCIL REGULAR MONTHLY MEETING Twin Valley Community Center – 7:00 PM MEMBERS: Mark Askelson, Paul Bekkerus, Michael Bolton, Tracy Christianson, PHONE: Mike Lampton OTHERS: Kerry Askelson, Jason Douville, Toni Nysetvold, Prestin Douville, Jess Riepe, Kris Carlson, Melinda Holtzlider, Patty Boreen. PURSUANT DUE TO CALL and notice thereof the Twin Valley City Council held its regular monthly meeting on Monday, August 12, 2024. Mayor Bolton called the meeting to order at 7:00PM. MONTHLY BUSINESS Minutes—TC/PB-m/s/p to approve July minutes as written. Disbursements—TC/PB-m/s/p to approve disbursements totaling $234,655.69. A full copy of claims and payroll disbursements is available at the Clerk’s office. COMMUNITY—TC/MA-m/s/p to approve donating $525 towards the NCE Dollars for Scholars Sports advertisements. TC/PB-m/s/p to approve donating $100 to the Titans Booster Club. Reviewed building permit application from Dollar General Stores, MA/TC-m/s/p to approve erecting a 76’ x 140’ x 18’ commercial building. Council reviewed appeal letter from P. Boreen in regards to previous decision to deem a dog that occasionally resides at her home as Dangerous. Boreen questions the authenticity of the first report of bite, expressing she did not believe the incident was a bite from the dog in question, however does not deny the second incident of record was a bite. Council discussed option to lower their decision to deeming the animal potentially dangerous and the requirements for the dog to be in town moving forward. Any change in decision died for lack of motion. LIQUOR—Gross sales for July reported at $58,022.01. Nysetvold presented three quotes to Council for the purchase of a new single door freezer. PB/TC-m/s/p to approve purchase from Tweenton’s for $2,965 plus any sales tax and shipping fees that may be applicable. MC/TC-m/s/p to approve hiring part-time bartender Terri Qualley. Discussed raising ATM service charge per transaction to $4.00, Council agreed to leave as is for the time being. Recapped Town & Country Days—no big issues, band was good looking into having them return next year, had record number of steaks ordered for Steak Night at 86. Liquor Store Committee met and reviewed sales, off sale numbers are down from previous years. ML/PB-m/s/p to donate $824.89 in proceeds from beer garden sales back to the Community Club. PUBLIC WORKS—Kris Carlson, Ulteig Engineering, updated Council on sewer project. Crews are on their third week of work at the lagoons, half of the sludge has been removed at this time. Hoping to be able to salvage the current liner once it is free. Sewer line project in Herold Court will begin the following week. So far everything is on track for time and under budget. In town sewer line will be completed before year end with intentions to begin on a paving project for Herold Court in 2025. Three new RV camping spots at the City Shop have been wired in electrically, waiting on water and sewer to be dug in. Campsite is full for September and most of August. City received a nice Thank You letter from the Mickelson family in regards to Heiberg Park & Campground. EDA/PARKS—Committee discussed ownership of the Ski Trails, wondering if it is available for walking during the summer. Received EDA loan request from Hometown Grocery & Goods, asking for $10,000 to assist in replacing flooring and updating the till system. MA/TC-m/s/p to approve issuing EDA revolving loan for $10,000 at 3% yearly interest for 5 years to Hometown Grocery & Goods, to be secured with collateral. Council also agreed that the first payment will not be due for 3 months after the store has opened. POLICE—Douville had no report for Council. It was noted that overtime has been down due to the County Deputies picking up shifts. 1  Twin Valley City Council Minutes | July 2024 | Page 2 FIRE/RESCUE—Lampton reported 2 fire and 12 rescue calls. The Annual firemen’s picnic will be on Saturday 8/17/24 at Heiberg Park. ADMIN—Financial statement distributed for review. LGA for 2025 amount have been certified. The City of Twin Valley will receive $365,529. There was no increase in funding for LGA from the State of Minnesota in 2025. Clerk Johnson requested Council permission to be out of the office one day per week, unpaid by the City of Twin Valley, to assist a neighboring clerk. TC/PB-m/s/p to approve a temporary cut in hours. FYI/OTHER—Local Board of Appeal & Equalization—Trained Member notice distributed from the Norman County Assessor’s office. TC/ML-m/s/p to adjourn the meeting at 8:15PM.
