The yearly cash basis shows a loss of $11,741.42 noting that the liquor store had multiple capital improvements that would contribute to this. Harrell updated council on previous and upcoming events. TVLS will be open on New Year’s Eve and New Year’s Day with specials. Harrell will have the bar at the community center open for the Annual Wild Rice Conservation Supper, to be held on January 28th. Prior to meeting, Harrell met with the Liquor Committee to review year-end inventory and have a preliminary 6-month probational review. Updated council briefly on discrepancies in inventory and plans to do future inventory checks in February and March. Harrell will be monitoring the inventory for food items more closely. No applicants have been received at this time for the assistant manager position. Harrell will continue to advertise position as well as bartending positions as Bartender Kari Seeger has resigned as of the end of January. 3  Twin Valley City Council Minutes | January 2023 | Page 4 Updated Council on requirement of employment, including driver’s licenses status and noting he has completed and passed food safe manager training. Council agreed to increase wage to 6-month step on wage scale as of next pay period. Council thanked Skaurud for her years of service and all the assistance she has continued to provide through the transition. MA/MB-m/s/p to approve vacation and sick time payout. PUBLIC WORKS—Received only one bid for snow removal from K & K Towing for a flat $85.00 per hour, ML/MA- m/s/p to accept. Kerry Askelson has spoken with MN DOT in regards to purchasing a used plow truck from their fleet. There are two plows that will be available in the coming months, Askelson will remain in touch. Brief discussion held regarding Thorsen’s required licenses, no progress was reported. EDA/PARKS—Mark Askelson updated Council on discussion at the EDA/Parks Meeting. The committee is focusing on 2023 goals and updating the parks improvement plan. A donation of $1,000 to be used towards new signage at Heiberg Park was received from the American Legion. RESOLUTION 2023—01 RESOLUTION ACCEPTING DONATION AND EXPRESSING GRATITUDE TO THE AMERICAN LEGION POST 431 WHEREAS, the Twin Valley City Council accepts and wishes to express gratitude for the $1000.00 donation received from the Twin Valley American Legion, Post 431, to be used for the purchase of a new sign at Heiberg Park. BE IT RESOLVED, by the Twin Valley City Council that the donation amounting to $1,000.00 is accepted, its purpose acknowledged, and placed into the designated funds. Upon a roll call vote taken thereon the following voted in favor of said resolution: Mark Askelson, Paul Bekkerus, Michael Bolton, Ben Fall, & Mike Lampton; and the following voted against: None. WHEREUPON said resolution for the commitment of reserves was duly adopted this 9th day of January, 2023. ___________________________________________________ _____________________________________________________ RACHEL JOHNSON, CLERK-TREASURER BENJAMIN FALL, MAYOR POLICE—Douville had no call report due to a system error. Updated Council on recent incidents not requiring any Council action. FIRE/RESCUE—Lampton reported 1 fire and 7 rescue calls since previous meeting. There were 13 total fire calls for 2022 as well as 123 rescue calls responded to. MB/MA-m/s/p to approve 2022 Fire Rescue Hours totaling 1615, for a gross payout of $19,218.00. Fire department received and accepted resignation from Gary Ledding. Shock and Awe donated $500.00 to the department for participating in the Summer Firemen’s Olympics. Councilmember Askelson motioned to accept donation and pass resolution expressing gratitude, seconded by Councilmember Bekkerus the following resolution was passed. RESOLUTION 2023—02 RESOLUTION ACCEPTING DONATION AND EXPRESSING GRATITUDE TO SHOCK AND AWE YOUTH PHILANTHROPY WHEREAS, the Twin Valley City Council accepts and wishes to express gratitude for the $500.00 donation received from Shock & Awe to be used for the Twin Valley Fire Department. BE IT RESOLVED, by the Twin Valley City Council that the donation amounting to $500.00 is accepted, its purpose acknowledged, and placed into the designated funds. Dobmeyer submitted quotes for a new unit costing $800.00 at Twin Valley Hardware and $549.00 from Rigels in Moorhead. Council agreed the rescue squad should look for a more cost-effective unit, questing how often this is being used as is. Bekkerus addressed his desire to meet with the Ulen Fire Department to discuss a new Mutual Aid agreement, he plans to meet with the Ulen Fire Chief to discuss. The department will be attending a county wide grain bin rescue training in February. The department has also received a new gas detector unity from Q3 Contracting. MB/MA-m/s/p to accept donation and express gratitude to both Marcus Coyle and Q3 Contracting. RESOLUTION 2023—03 RESOLUTION ACCEPTING DONATION AND EXPRESSING GRATITUDE TO Q3 CONTRACTING BE IT RESOLVED, that the Twin Valley City Council hereby accepts and expresses appreciation to Q3 Contracting for their generous donation of equipment to be used by the Twin Valley Fire Department. MB/ML-m/s/p to accept. 2022 Audit Engagement Letter from Hoffman, Philipp, & Martell, PLLC received and approved. Council approved previously discussed Fund transfer for the Drinking Water Revolving Loan Fund requirements for the Water Treatment plant in the amount of $8,226.00. 2023 ORGANIZATIONAL BUSINESS— Council was presented with a list of necessary declarations for the 2023 Fiscal Year. A brief discussion was held regarding the possibility of Mayor Fall having to step down from his position as a result of the passing of Norman County Sheriff Jeremy Thornton. Fall, as Chief Deputy for the Norman County Sheriff’s office, is currently acting Sheriff until the Board of Commissioners makes a decision on their next step. The meeting is scheduled for January 19 th. Fall will update the Council as soon as he is able. RESOLUTION 2023—04 CITY OF TWIN VALLEY 2023 ORGANIZATIONAL DECLARATION RESOLUTION WHEREAS Minnesota State Statutes require certain actions by the City of Twin Valley City Council at the annual organizational council meeting; THEREFORE, BE IT RESOLVED that the City of Twin Valley City Council does hereby approve the following designations for the 2023 Fiscal year: MEETINGS—Regular meetings of the Twin Valley City Council shall be held on the Second Monday of each month at 7:00 p.m. Any regular meeting, with proper public notification, may be cancelled or rescheduled by Council action. OFFICIAL PUBLICATION—The City Council of the City of Twin Valley does hereby designate the Twin Valley Times, Twin Valley, as its official newspaper for its 2023 publications. NEW BUSINESS—PB/ML-m/s/p to approve renewal of liquor license for 2023 for You Betcha Bowling Center. Council received multiple ordinance samples to allow for poultry to be kept inside the City of Twin Valley. Discussed allowing up to 6 hens, no roosters, and ensuring that there is adequate enclosures and shelters. Council agreed there will be a fee, however did not settle on the final amount. Vice Mayor Bolton called the meeting to order at 6:00PM. Mayor Fall submitted his resignation from the Twin Valley City Council on 01/19/2023, due to being appointed as the Norman County Sheriff. Both Councilmember Askelson and Bolton expressed willingness to step into Mayor position. Councilmember Bekkerus expressed concerns over possible conflict of interest between Bolton and Clerk Johnson, it was also noted that Askelson could possibly have a conflict of interest between himself and his father Kerry Askelson as an employee as well. Councilmember Lampton had no issues with Vice Mayor Bolton stepping into position. Councilmember Bekkerus motioned to accept the resignation of Fall, declare a vacant council seat, and appoint Councilmember Bolton as Mayor. Motion was seconded by Councilmember Lampton and the following resolution was passed. RESOLUTION 2023—07 A RESOLUTION ACCEPTING RESIGNATION OF MAYOR BENJAMIN FALL, DECLARING A VACANCY, AND APPOINTING NEW MAYOR WHEREAS, The Twin Valley City Council has received written resignation of Mayor Benjamin Fall, effective on January 19, 2023.
