Twin Valley City Council Minutes | March 2024 | Page 1 TUESDAY, March 11, 2024 – TWIN VALLEY CITY COUNCIL REGULAR MONTHLY MEETING Twin Valley Community Center – 7:00 PM MEMBERS: Paul Bekkerus, Michael Bolton, Tracy Christianson, Mike Lampton ABSENT: Mark Askelson OTHERS: Jason Douville, Prestin Douville, Toni Nysetvold, Jess Riepe PURSUANT DUE TO CALL and notice thereof the Twin Valley City Council held its regular monthly meeting on Tuesday, March 11, 2024. Mayor Bolton called the meeting to order at 7:00PM. MONTHLY BUSINESS Minutes—TC/PB-m/s/p to approve the February minutes as written. Disbursements—ML/PB-m/s/p to approve disbursements totaling $176,896.73. A full copy of claims and payroll disbursements is available at the Clerk’s office. Request for support/donation on behalf of the Prestegord Family. A benefit is being held on April 7 in the Twin Valley Community Center for the family. The City waives all rental fees for benefits. Council asked that Nysetvold look into getting a keg of root beer to donate to the benefit. ML/TC-m/s/p to approve 2024 General permit for both the Twin Valley Rider’s Club and 3 Gems Saddle Club to host fundraiser/raffles. Council received a preliminary request for consideration on a variance for 408 Herold Court S. The property is currently zoned R-1, owners are requesting consideration to build a self-storage unit. ML/PB-m/s/p to move forward with the variance process. A hearing will be scheduled for the April council meeting. Clerk will send notices as required by ordinance. Resolution to accept plans and order for advertisement for bids for the upcoming sanitary sewer collection and treatment facility project was received from Ulteig. Councilmember Lampton motioned to approve, seconded by Councilmember Christianson the following resolution was passed. RESOLUTION 2024—05 RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS WHEREAS, pursuant to a resolution passed by the council March 11, 2024 the city engineer has prepared plans and specifications for the improvement of the 2024 Sanitary Sewer Collection and Treatment Facility Improvements and has presented such plans and specifications to the council for approval; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF TWIN VALLEY, MINNESOTA: 1. Such plans and specifications, a copy of which is attached hereto and made a part hereof, are hereby approved. 2. CONTINGENT UPON FINAL APPROVAL TO BID FROM USDA RURAL DEVELOPMENT, The city clerk shall prepare and cause to be inserted in the official paper (and on the QuestCDN.com website) an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published for a minimum of twenty-one days, shall specify the work to be done, shall state that bids will be received by the clerk until 10 a.m. on Thursday, April 4th, 2024 at which time they will be publicly opened in the meeting room of the city hall by the city clerk and engineer, will then be tabulated, and will be considered by the council at the next public meeting of the city council. Any bidder whose responsibility is questioned during consideration of the bid will be given an opportunity to address the council on the issue of responsibility. No bids will be considered unless sealed and filed with the clerk and accompanied by a bid bond payable to the clerk for five (5) percent of the amount of such bid. Upon a roll call vote taken thereon the following voted in favor of said resolution: Paul Bekkerus, Michael Bolton, Tracy Christianson, & Mike Lampton; and the following voted against: None. Councilmember Bekkerus motioned to approve, seconded by Councilmember Lampton the following resolution was passed. RESOLUTION 2024—06 RESOLUTION APPROVING NORMAN COUNTY HIGHWAY PROJECT WITHIN MUNICIPAL CORPORATE LIMITS WHEREAS, plans for Project No. 054-629-025 showing proposed alignment, profiles grades and cross-sections for the construction, reconstruction or improvement of County State-Aid Highway No. 29 within the limits of the City of Twin Valley as a State Aid Project have been prepared and presented to the City. NOW, THEREFORE, BE IT RESOLVED: That said plans be in all things approved. Upon a roll call vote taken thereon the following voted in favor of said resolution: Paul Bekkerus, Michael Bolton, Tracy Christianson, & Mike Lampton; and the following voted against: None. WHEREUPON said resolution was duly adopted this 11th day of March, 2024. ___________________________________________________ _____________________________________________________ RACHEL JOHNSON, CLERK-TREASURER MICHAEL BOLTON, MAYOR LIQUOR—Gross sales for the month of February amounted to $38,890.45 with an ATM revenue of $504. Boe has accepted the position of Assistant Manager and is training in. Nysetvold requested Council approval to have the Twin Valley Liquor Store be a sponsor on the Norman County Fair mugs for 2024 at a cost of $250. Council saw no issue. Freezer has quit working, Nysetvold presented quotes for replacement, including single door, double door, and walk in options. ML/TC-m/s/p to approve the purchase of a double door unit from Tweeton Refrigeration, to match the freezer purchased in 2022. Security system updates are complete. POLICE—Douville reported the new squad vehicle has been equipped and is in service. One application has been received for the Community Service Officer position. Position will be temporary, part-time up to 20 hours per week and will focus mainly on nuisance properties, animal ordinance, and parking violations. Discussed wages for position. ML/TC-m/s/p to set the wage at a maximum of $20/hour working this position into the current city wage scale and give Douville the discretion to hire any individual he sees fit. Douville requested Council set wage for fill-in workers, borrowed from other agencies in the area to relieve Douville periodically. PB/ML-m/s/p to match officers full-time agency wages, not to exceed Chief’s current pay. Discussed setting and posting hours at the splash park building moving forward, Douville was also asked to ensure the doors are locked at night during patrol. FIRE/RESCUE—Lampton reported 4 fire calls and 16 rescue calls for February. New rescue computer has not yet been purchased. New air compressor purchased and will arrive this week. Discussed issues with light bars. FINANCE—Council received financial statement for all funds ending 02/29/2024, no questions or comments. Clerk Johnson requested Council approval to purchase a new computer for the Deputy/Utility Clerk. TC/ML-m/s/p approved spending up to $2,000 Capital Outlay budget funds. OLD BUSINESS—Two quotes have been received for the demolition of 201 Pleasant Ave SW. Lunde Blade and Gravel quoted $17,000, Visser’s Trenching quoted $10,000. Council discussed options for the lot. If the City keeps the property it was suggested to keep the old garage building for extra storage for the Fire Department. Neighboring property owner has expressed interest in possibly purchasing the lot from the City. Mayor Bolton asked Clerk to contact neighbor to find out if they were still interested in obtaining the property suggesting a price of $5,000, the City will otherwise keep the property. Possibility of having an auction for items in the summer. Clerk suggested selling old liquor store chairs and stool as they are for $10/piece to free up some storage in the meantime. TC/ML-m/s/p to approve sales at $10 per piece on a first come first serve basis. FYI/OTHER—Upcoming Board of Appeal Hearing set for Monday April 29, 2024 at 6:00PM in the Community Center. Councilmember Lampton is currently the only certified member of the Council, expressed concerns if he is unable to attend meeting. Mayor Bolton will take the training before the hearing is scheduled.
