City of Tybee Island Public Safety Committee Draft Minutes from 1-28-21 In Attendance: Shawn Gillen, Matt Harrell, Robert Bryson, John Branigin, Bubba Hughes, Alice Jonsson, Walter Hattrich, William Moseley, George Shaw, Monty Parks Approve Draft Minutes: George Shaw motioned to approve. Peter Gulbronson seconded. Motion passed. 2. Noise Ordinance (City Manager Gillen swapped 1. and 2.) John Branigin – (1) Decibel is same for commercial - no change compared to what was previously brought to Council. (2) A complaint is no longer required. Code Enforcement can be proactive. John Branigin – suggests all zones be put under commercial OR residential standard for the noise ordinance. Time of day and day of week – can be done many ways – so we see this as a framework and then we should let the public weigh in Group discussed mixed use and other zonings and where they would fall under this ordinance Bubba Hughes: You could have a default zone – that will need to be worked on later- also, we need to acknowledge the existence of the other zones. John Branigin: By the end of the first week of Feb. Bubba Hughes will have it. February 9th will be the date for the public meeting, 7:00, by ZOOM. Then 2nd Council meeting in February it will be brought to Council. 1. Proposed Fee Schedule with Corresponding Expansion of Administrative Civil Penalties: Shawn Gillen went through the list with the committee. Next step is to draft an ordinance– Shawn would like to see it in place by March or April. Monty Parks – Distinguish between criminal citations and administrative citation. Shawn Gillen explained why we are moving towards administrative citations. Walter Hattrich – This would expand number to 52 Code sections that Code Enforcement officers can handle, which will be very helpful. 3. Proposed Animal Control Ordinance and Code Enforcement Ordinances: Shawn Gillen explained the fence rule in our animal control ordinance. Animals being loose in a person’s yard is the crux of the issue. Marshal Hattrich offered some ways to deal with invisible fencing. Some statement of distance is needed to indicate where the fence could be buried. Went over his change suggestions that are in red. Proper restraint on an owner’s property – key point – you can’t open the door and let your dog roam. You need to be near the dog at all times. Off leash and obedient to verbal commands of owner. John Branigin - Maybe we could add a short synopsis of why the ordinance is being changed. 4. Standardization of Violation Notice Compliance Timeline – Walter Hattrich explained the list of time-frames – showed how inconsistent it is – some have no timeframes listed at all Bubba Hughes went through the list and discussed why myriad timeframes exist. Some may be able to be changed. Some may not. Shawn Gillen – Now we have the ball rolling. Keep this on the agenda for the second meeting in February and start chipping away at these. 5. Lighting for Van Horn: Shawn Gillen- We will put in a request with GA Power. The cost for us would be minimal. We need some clarification. Peter Gulbronson - said the distance between lights resident requests is reasonable - 400 ft between lights. John Branigin said we may want to bring it up to the neighbors before we put it in. 6. TIFD Update – Matt Harrell - They have a new brush unit, two new club-cars. Life Guard tryouts are about to start. Recertification is the end of Feb. for firefighters. ISO – Rating Organization for Fire Departments - Matt Harell went over the TIFD score and how the rating works. He went over sections where he feels our score can go up, which is his goal. Call volume has gone up to approximately 1000 per year. They will be audited again soon. Our score is good and there are places where we can improve that are doable. 7. TIPD – City Council approved raises for the PD and they are grateful. South End station is being worked on. Shawn Gillen wants a second PSC meeting in February on same day as the Infrastructure. He wants a five year lookout for the CIP – for the Old Marine Science Center- Feb 11th. Nothing else on that agenda Peter Gulbronson: Motion to adjourn. George Shaw seconded.
