In attendance: Jason Buelterman, Brian West, Martin Rowe, Mark Reed, Ruth MacKay, Walter Hattrich,
Chris Stovall, Monty Parks, Peter Gulbronson, Shawn Gillen, Stanley Bearden, Shari Haynes, Barry
Brown, George Shaw, Alice Jonsson
Barry Brown called the meeting to order at 5:30 PM.
Monty Parks made a motion to approve the draft minutes from 9/26/19 Infrastructure Committee
meeting. Barry Brown seconded. Motion approved.
Median Watering Update: Peter Gulbronson- There was a stuck water valve. Watering may be
decreasing due to change in season and plants getting established.
Status of Backflow Prevention and Grease Management Program: Stanley Bearden will be sending the
paperwork to Bubba Hughes for his feedback. It will then be brought before Council.
Solar Project at Waste Water Treatment Plant: Jason Buelterman and Peter Gulbronson shared latest
developments. Peter G. - working with GA Power and sent Mayor areas they could move into. No trees
will need to come down. Mayor- Should save roughly half a million over twenty years. Mark Reed had
questions about the concept. Mayor asked that he put them in writing and give them to him and City
Engineer and agreed to get some answers for him.
One Big Water Meter and Backflow Prevention Devices at Condos and Apartments: Stanley Bearden
supports the idea of having a master meter off the main, then the complex divides up the bills. The
Racquet Club is already set up that way. Shawn Gillen requests a map of where this will be happening.
Derelict Houses: Member of the public shared details about her efforts to gain a clear title to her
property on Butler that needs work. She will be working with Marshal Hattrich to keep the property in
line with Tybee ordinances.
Lights for Soccer Field in Memorial Park: Shawn Gillen and Peter Gulbronson will be meeting with Haley
Hill from the YMCA to analyze lighting needs and will bring costs back to the next Infrastructure
meeting.
Soccer Field at Jaycee Park: Group discussed issues with the field from sand spurs to field size. Shawn
Gillen – City will work up a plan to make it better for the next season while also exploring myriad funding
options for greater improvements.
Jones Shoulder Drop-Offs: Peter Gulbronson and Shawn Gillen will examine Jones for trouble spots and
will generate a specific list of concerns.
City Manager Comments: He spoke about Tide-Flexes and flapgates. Barry Brown requested a list of
Tide-Flex installations. Shawn Gillen shared a spreadsheet listing Capital Projects. Monty Parks requests
Marsh Hen Trail be on the agenda each month. Peter Gulbronson said the fence can go up on the trail.
Mayor Buelterman thinks we need to get DOT involved sooner not later and that a plan will help. Monty
Parks shared that Bubba Hughes has successfully worked through the red tape and that by the next
Council meeting a plan will be brought forth. Monty Parks would like for ‘Paving DPW’ to be on the next
Infrastructure agenda. Shawn Gillen shared Fire Dept. will be using the demolition of the Jaycee Park
bathroom for training purposes. DPW will remove everything salvageable prior to demolition. Monty
Parks really wants a shower plan for the Strand drawn up ASAP because they take so long to install.
Shawn Gillen said it is budgeted. Group decided a 17th St. Update will be on agenda for next
Infrastructure meeting. Peter Gulbronson went over some watering a weeding stats for the median.
Monty Parks moved to adjourn. Barry Brown seconded the motion. Meeting adjourned at 6:25 PM.
