Minutes of Meeting
Call to Order — The City of Tybee Island City Council held a regular city council meeting on Thursday, April
24, 2025, at 78 Van Horne Avenue, Tybee Island, GA 31328. The meeting was called to order by Mayor Brian
West at approximately 6:30 PM. Mayor Pro Tem Monty Parks, Councilmember Bill Garbett, Councilmember
Michael “Spec” Hosti, Councilmember Tony Ploughe, Councilmember Nick Sears, and Councilmember Kathryn
Williams were also present.
Administrative Staff Attendance — City Manager Bret Bell, Assistant City Manager Michelle Owens, City
Clerk Fabian Mann, City Attorney Tracy O’Connell, and City Attorney Edward Hughes were present.
Invocation — The invocation was led by Minister Rob Grotheer.
Pledge of Allegiance — The pledge of allegiance was led by Mayor West.

City Manager Discussion
Orange Crush Recap
City Manager Bret Bell presented an Orange Crush event overview presentation. During the
presentation, the city manager detailed the event’s permitting schedule, increased attendance in
comparison to 2024, and the “all hands on deck” approach employed by city departments to manage
the event. The city manager reiterated the immense community spirit displayed throughout the event.
Action Item List Update
City Manager Bret Bell provided high level updates on action items. The topics included sandbar beach
safety, Memorial Park master planning, Solomon Avenue road planning, legal fee reimbursement,
LiveOak Fiber, new fire station financing, and beach renourishment.
City Staff Reports
Tybee Island Fire Rescue Overview
Fire Chief Justin McMillian presented a fire department overview presentation. The presentation
covered the fire department’s organizational structure, technology improvements, community
engagement efforts, career development plan, and new fire station plans.
Citizens to be Heard
Don Edwards, Statistician: "Our Tybee Island Election System"
Don Edwards presented a slideshow presentation detailing the potential misleading nature of the
election result percentages displayed on the Chatham County Board of Elections website. Mr. Edwards
requested the City Council to authorize the city clerk to contact the Secretary of State’s office to
remedy the issue.
Consideration of Approval of Consent Agenda
Councilmember Parks made a motion to approve the consent agenda. Councilmember Hosti seconded
the motion. Motion passed unanimously.
Consideration of Agreements
Underground Easement with Georgia Power to Provide Electrical Service to the Approved LiveOak
Fiber-Optic Cabinet and Enclosure at 78 Van Horn Avenue

Councilmember Ploughe made a motion to approve the underground easement with Georgia Power.
Councilmember Hosti seconded the motion. Motion passed unanimously.
Executive Session
Councilmember Parks made a motion to move from the regular meeting into an executive session
referencing real estate. Councilmember Garbett seconded the motion. Motion passed unanimously.
Councilmember Parks made a motion to return to the regular meeting from an executive session.
Councilmember Sears seconded the motion. Motion passed unanimously.
Consideration to take any action needed arising from executive session – No action taken
Adjournment
Councilmember Parks made a motion to adjourn the meeting. Councilmember Ploughe seconded the
motion. Motion passed unanimously.
