Workshop - March 29, 2023 Notes Shirley called to order  Strategic workshop  Shawn will facilitate Shawn  Department Heads o Fire Department – Jeremy Kendrick  Read highlights from report in packet  1,087 calls  550 calls – beach side  Will be increase numbers with fire calls  Getting program for Red Cross  Fire Inspection  Capture all the hotels/motels first  Bars that have over 100 people  Safe Shelter  Contact with FEMA for funding  Fire Station  Waiting for survey  Addition to old building  Emergency Mgt for tsunami event o Tiffany Hayes – TIPD  Numbers low but did a comparison, numbers up. More calls for services has increased by 29%  Code Enforcement numbers are up  Down personnel  Working on getting officer at TIMA  During off time will fall back to PD for patrol  There is a plan for tragedy  Cameras helps with staying on top of  Working on a plan for golf carts  Will have an extra officer and their primary duty will check golf carts and crosswalks  Ready for OC and all busy weekends o Infrastructure – Pete Gulbronson  Personnel  Fully staffed  Water tower up and running  Painting exterior of the Guard House  Cleaning mobi-mats  Cleaning sand from crossovers  Phase II of Storm Water Master Plan  Started glass recycling o Main Street Cassidy Kendrick  Three new ribbon cuttings  200 volunteer hours logged  Annual Planning Meeting  Long term  Short term  Tours of the Island in May –fund raiser  She is working with Visit Tybee to create a partnership  Working with to review the contract o Finance  General fund  Some departments are rear end loaded  Revenues over Expenditures  12.5M budget  Reserves are in place  Fund Balance policy forthcoming  Personnel levels have in  GFOA Award – working on  Auditors o Sent out RFP for new auditors o Bid award and contract on upcoming agenda  Upcoming Agenda Items o Strategic Plan – update, forthcoming o Beach Task Force recognition o Planning Commission recognition o Municipal Code Review 4/27 YMCA  Gym wants to go 24 hours only fitness center o Install more light o Install cameras – additional  LDC Review RFP  Review of entire LDC  Does scope of work need to be specific o Variances o Set-back requirements o Parking requirements o Need to reach out to the Planning Commission members for their input o How much information can they bring back to Mayor and Council  Other Item:  Closing off Solomon to all traffic – keep out of residential areas  Golf carts o Shirley – staff to meet with rental companies as well as STR  Need to involve police, fire and DPW  Barricade on North Campbell at dirt road (Solomon)  Reach out to neighbors for their input  Put up temp barricades to see how it works (temp traffic flow)  Have another meeting with Mayor and Council to find out exactly where the barricades should go  Closing off road at Seven Flags as Arby’s have closed  Would like to see camera in the Parking Department  Next step for Jaycee Park o 88 participants o Going to relook at park layout o Have another meeting o Label maps (layout) better o Another public meeting in April Kathryn Williams thanked Mayor and Council for the model of the workshop. Would like another venue. Encourage Mayor and Council to give whatever PD needs to enforce violations. Meeting adjourned at 5:00PM.
