Tybee Island City Council Planning Workshop Wednesday, February 15, 2023 Notes: What projects do you want to see in the budget? Why that project? Toward what goal? Who will the project serve or benefit? What is the estimated cost and time to complete the project?  Improved Fire Station Immediate, urgent need for improved quarters Desire to improve entire Station, including Truck Bays Possibility of GEMA Safe Shelter Grant – catalyst to the project Current office is “historic” – what does that mean and what requirements does that present?  Bathrooms at the Marine Science Center immediately and urgently  A Community Center with child-care and “family friendly” facilities  A new multi-purpose and “shared use” facility for o Community recreation o Education services o Child-care services o Meeting space o Is this a new Y building, or is the Y hired to manage some aspect of the facility?  Do we keep the old school and the Gym or repurpose them?  These improvements suggest a complete plan for Memorial Park. Does the old plan (2018?) still hold up?  Plan to add administrative office space above Police Department  Upgrade DPW facilities – the appearance and more effective use of limited space  Water/Sewer maintenance and improvement – keep at the top of priorities for budget Explore a Desalinization project  Improved “Down Front” and Tybrisa Street that is pedestrian friendly. Traffic calming or elimination of vehicles? Tybee Island City Council Planning Workshop Wednesday, February 15, 2023  Establish a map, a path, for continued future beach nourishment Assure partners and funding Authorization was extended but not funding Look to partners for funding: County State – DCA and Ports Authority Congress  Workforce Study What services are required to attract younger families? The City should attract all segments of society. More affordable housing alternatives for workforce: Police and Fire Hospitality Balancing current residents: older and wealthier with Future residents Future residents expected or desired? School? Professional services? Recreational facilities/ Must these be on island or within a 30-minute drive? Issues:  Funding sources – can’t fund all these projects alone  Space – there isn’t available space for these projects  Certain projects are dependent on other entities: o A new school requires Chatham County School Board o A new YMCA requires the Corporate Y o Less control and longer planning cycle  Need to research and plan: Identify options, alternatives  Develop a feasibility study  Identify “Best Practices” – are there any examples we can look to as guides?  Freshen up old plans and define scope of work  Who will do this? Outsource?  How will priorities be agreed, and projects decided  Plan Sources and Uses of capital o Existing CIP, which is maintenance schedule o Additional spending, including these projects discussed and others
