Consideration of Items for Consent Agenda
Mayor Sessions called the Consent Agenda to order at 6:30PM. Those present were Jay Burke,
Monty Parks, John Branigin, Barry Brown, Nancy DeVetter and Spec Hosti. Also attending were
Dr. Shawn Gillen, City Manager; Bubba Hughes, City Attorney; Tracy O’Connell, Assistant City
Attorney; George Shaw, Director, Community Development; and Janet LeViner, Clerk of Council.
Mayor Sessions listed the following items on the consent agenda:
Minutes: City Council Meeting, July 9, 2020
Amend current Axon Contract to provide for the purchase of body cameras for Code
Enforcement Officers. Funding not in current FY 2021 Budget. Subject to changes in
budget language
Out-of-State Travel, Major Fobes, Melbourne, FL
Tybee Island Fire Agreement - National Park Service regarding fire protection at Fort
Pulaski Monument.
Approval for purchase four (4) radios for Code Enforcement Officers. Amount $27,000.
Agreement with Cornerstone for Training
Board of Education: Critical Workforce Sheltering Agreement
US Army: Critical Workforce Sheltering Agreement
Mayor Sessions called the regular meeting to order. All those present for the consent agenda
were present.

Presentation of Colors and Pledge of Allegiance
Recognitions and Proclamations
Mayor Sessions asked representatives of the Chatham County US Coast Guard Units to come
forward. Master Chief Eric Risner, Coast Guard Station Tybee to introduce the representatives.
She then read a Proclamation in celebration of the Coast Guard Birthday. Mayor Sessions
proclaimed August as Coast Guard Month.
Citizens to be Heard.
Pat Leiby approached Mayor and Council to read a thank you letter regarding the recent Racial
Equity Resolution. Ms. Leiby thanked everyone for their support. Mayor Sessions thanked Ms.
Leiby for her comments.
Jenny Rutherford approached Mayor and Council to speak to an issue she has with the Parking
Passes for 17th Street Inn. Ms. Rutherford shared her concerns with not being able to
purchases parking passes for her guests. Mayor Sessions asked Dr. Gillen to prepare and
explanation letter and forward to Ms. Rutherford. She also thanked Ms. Rutherford for sharing
her concerns.
Monty Parks made a motion to approve the consent agenda. Nancy DeVetter seconded.
Vote was unanimous to approve, 6-0.
Public Hearings
Subdivision of land: requesting to turn one lot into two single family lots – 1927
Chatham Ave – Zone R-2 – 40009 12006 – World Wholesale, Inc. Barry Brown made
a motion to approve. John Burke seconded. Vote was unanimous to approve, 6-0.
Alteration of subdivision: requesting to extend property lot lines – Horsepen Point –
Zone R-2 – 40001203002/40001203003/40001301010 – Huffstetler, Alexander,
Sheehan. Monty Parks made a motion to approve. John Branigin seconded. Vote was
unanimous 6-0, to approve.
Consideration of Bids, Contracts, Agreements and Expenditures
Code Enforcement: Approval, purchase of a software and equipment for Code
Enforcement, hand held ticket writers and ticket management software. Funding is
not in the current FY2021 and will need to come from the General Fund.
Approximate cost is $32,150 with $725 monthly fee for wireless services. NO
ACTION. To Be Revisited January 2021.

McKenzie. Monty Parks made a motion to approve. Barry Brown
seconded. Vote was unanimous to approve, 6-0.

Monty Parks made a motion to adjourn to Executive Session to discussion Litigation, Real Estate
and Personnel. Spec Hosti seconded. Vote was unanimous to approve, 6-0.

unanimous to approve, 6-0.
Barry Brown made a motion to adjourn. John Branigin seconded. Vote was unanimous to
approve, 6-0.
