City Council Synopsis February 24, 2022
Consideration of Items for Consent Agenda
Mayor Sessions called the consent agenda to order at 6:30PM on February 24, 2022. Those
present were Brian West (via Zoom), Monty Parks, Nancy DeVetter, Barry Brown, Jay Burke and
Spec Hosti. Also attending were Dr. Shawn Gillen, City Manager; Michelle Owens, Assistant City
Manager; Bubba Hughes, City Attorney; Tracy O’Connell, City Attorney; and Janet LeViner, Clerk
of Council.
Mayor Sessions listed the following items on the consent agenda:

Special Event, April 9, 2022: Tybee Island Songwriters Festival
Contract: Modular Buildings - PLACE MARKER
Resolution: 2022-01 Contacting Procedures on Smaller Contracts or Procurements
Resolution: 2022-02 City of Tybee Island Repetitive Loss Area Analysis
First Reading, 2022-01: Film Production Fees
Danny Carpenter, Correction Solution of Compensation Issue/Retirement
Mayor Sessions called the regular meeting to order. All those present for the consent agenda
were present.

Ethics Commission - One seat vacant

Each council member voted via ballot. Results: Demery Bishop received four (4) votes and Ken
Williams received two (2) votes. Monty Parks made a motion to appoint Demery Bishop to
the Ethics Commission. Spec Hosti seconded. Vote was unanimous to approve, 6-0.

Smoke-Free Beach Update: Tim Arnold, Tybee Clean Beach Volunteers
Citizens to be Heard: Please limit comments to 3 minutes. Maximum allowable times of 5
minutes.
Michael Sergi: 708 Butler Avenue
Monty Parks made a motion to approve the consent agenda. Nancy DeVetter seconded. Vote
was unanimous to approve, 6-0.

Monty Parks made a motion to adjourn to Executive Session to discuss ligation, real estate and
personnel. Spec Hosti seconded. Vote was unanimous to approve.
Monty Parks made a motion to return to regular session. Barry Brown seconded. Vote was
unanimous to approve.
Monty Parks made a motion to adjourn. Brian West seconded. Vote was unanimous to
approve, 6-0.
Meeting adjourned at 9:20PM.
