Consideration of Items for Consent Agenda
Mayor Sessions called the Consent Agenda to order at 6:30PM. Those present were Brian West,
Monty Parks, Nancy DeVetter, Barry Brown, Jay Burke and Spec Hosti. Also attending were
Michelle Owens, Assistant City Manager; Bubba Hughes, City Attorney; Tracy O’Connell, City
Attorney; George Shaw, Director, Community Development; and Jan LeViner, Clerk of Council.
Dr. Gillen was excused.
Monty Parks made a motion to included North Beach Grill, LLC, Modification and Release
on the Consent Agenda. Brian West seconded. Vote was unanimous to approve, 6-0.

Mayor Sessions called the regular meeting to order. All those present for the consent agenda
were present.

Monty Parks made a motion to approve the consent agenda. Spec Hosti seconded. Vote was
unanimous to approve, 6-0.
Public Hearings
Site Plan Approval- 37 Meddin Drive – 40001 03012-Zone R-1/NEC–Tybee
Island Marine Science Center. Monty Parks made a motion to approve. Spec Hosti
seconded. Vote was unanimous to approve, 6-0.
Site Plan with Variance- 1105 Highway 80-40026 03006-Zone C-2-Michael
Hall. Nancy DeVetter made a motion to approve the Site Plan. Jay Burke seconded.
Voting in favor were Brian West, Monty Parks, Nancy DeVetter, and Spec Hosti. Voting
against were Barry Brown and Jay Burke. Motion to approve, 4-2. Spec Hosti made a
motion to approve the Variance (three parking spots short). Monty Parks seconded.
Voting in favor were Brian West, Monty Parks and Spec Hosti. Those voting against were
Barry Brown, Nancy DeVetter and Jay Burke. Mayor Sessions voting against. Motion to
deny, 4-3.
Variance- 6 Taylor St. – 40001 10009 – Zone R-1 – David Terry & Cheryl
Thomas. Monty Parks made a motion to approve. Spec Hosti seconded. Vote was
unanimous to approve, 6-0.
Consideration of Bids, Contracts, Agreements and Expenditures
Intergovernmental Agreement: 2022 Transportation SPLOST for Capital
Transportation Projects. Spec Hosti made a motion to approve. Brian West seconded.
Vote was unanimous to approve, 6-0.
Department of Transportation Memorandums of Agreement. Barry Brown made a
motion to approve. Spec Hosti seconded. Vote was unanimous to approve, 6-0.

Bubba Hughes: Update on 708 Butler
Bubba Hughes: Update on South Polk/Salt Meadows Project
Bubba Hughes: Update on LOST
Barry Brown made a motion to adjourn to Executive Session to discuss litigation, real estate
and personnel. Jay Burke seconded. Vote was unanimous to approve.
Monty Parks made a motion to adjourn to Regular Session. Brian West seconded. Vote was
unanimous to approve, 6-0.
Spec Hosti made a motion to adjourn. Monty Parks seconded. Vote was unanimous to
approve, 6-0.
Meeting adjourned at 9:45PM.
