City Council Synopsis, May 23, 2024
Mayor West called the meeting to order at 6:30PM, May 23, 2024. . Those in attendance
were, Nick Sears, Monty Parks, Kathryn Williams, Tony Ploughe, Spec Hosti and Bill
Garbett. Also attending were Michelle Owens, Interim City Manager; Bubba Hughes, City
Attorney; Tracy O’Connell, City Attorney; and Jan LeViner, Clerk of Council.

Ante Litem Demand from Speros – to reject
Citizens to be Heard: Please limit comments to 4 minutes.
Britt Bacon, Tybee Arts Association, approached Mayor and Council to give an update on
the activities of the Tybee Arts Association. Mayor West thanked Ms. Bacon.
Spec Hosti made a motion to approve the consent agenda. Monty Parks seconded. Vote was
unanimous to approve, 6-0.
Consideration of Local Requests & Applications – Funding, Special Events, Alcohol
License
River's End Campground Entertainment License Request Entertainment is located in
center of campground, away from neighbors: Quiet hours begin at 10:00pm. Monty
Parks made a motion to approve the permit with the stipulations there are drums, no loud music
no advertising the event and to reserve the right that Mayor and Council can pull the permit due
to complaints. Tony Ploughe seconded. Vote was unanimous to approve, 6-0.
Kathryn Williams made a motion to adjourn to executive session. Monty Parks seconded.
The vote was unanimous to approve, 6-0.
Spec Hosti made a motion to adjourn executive session and return to regular session. Monty
Parks seconded. Vote was unanimous to approve, 6-0.
Monty Parks made a motion to adjourn regular session. Spec Hosti seconded. Vote was
unanimous to approve, 6-0.
Meeting adjourned at 9:00PM.
