City Council Synopsis, November 14, 2024
Mayor West called the meeting to order at 6:30PM, November 14, 2024. Those in attendance
were Nick Sears, Monty Parks, Spec Hosti, Kathryn Williams, Tony Ploughe and Bill Garbett. Also
attending were Bret Bell, City Manager; Michelle Owens, Assistant City Manager; Bubba Hughes,
City Attorney, and Tracy O’Connell, City Attorney.

Monty Parks made a motion to approve the Consent Agenda. Spec Hosti seconded. Vote
was unanimous to approve, 6-0.

Approval of special review with site plan for the redevelopment of a retail space to a
lounge. LOCATION: 1515 Butler Ave PIN: 40008 07009 APPLICANT: Nautical
Properties, LLC (Stewart Putman) OWNER: Nautical Properties, LLC EXISTING USE:
Vacant Retail Store PROPOSED USE: Lounge ZONING: C-1/SE. Nick Sears made a
motion to approve. Monty Parks seconded. Vote was unanimous to approve, 6-0.
Approval of an amendment to a previously approved site plan to modify driveway
access. LOCATION: 104 17th Street PIN: 40008 18001 APPLICANT: Southern Belle
Rentals, LLC (Walt Freeman) OWNER: Southern Belle Rentals, LLC ZONING: C-1.,
Nick Sears made a motion to deny., Monty Parks seconded. Voting in favor to deny were
Nick Sears, Monty Parks, Kathryn Williams, Tony Ploughe and Bill Garbett. Voting against was
Spec Hosti. Motion to deny approved, 5-1.
Approval of amendment to a previously approved site plan to add a carousel.
LOCATION: 301 1st Street PIN: 40003 15001 APPLICANT: 301 1st Tybee, LLC (Liran
Portal) OWNER: 301 1st Tybee, LLC EXISTING USE: Restaurant and Retail Store
PROPOSED USE: Restaurant and Retail Store with a commercial amusement.
ZONING: C-2 . Monty Parks made a motion to deny. Kathryn Williams seconded. Vote
was unanimous to deny, 6-0.
Consideration of Bids, Contracts, Agreements, and Expenditures
Approval of Georgia First Responder PTSD Quote Proposal, Participation Agreement
and Resolution. Kathryn Williams made a motion to approve. Monty Parks seconded.
Vote was unanimous to approve, 6-0.
Approval of one-year contract with Arnge Consulting LLC in an amount not to
exceed $37,500 to provide consulting services for Tybee’s water and sewer
operations. Monty Parks made a motion to approve. Monty Parks seconded. Vote was
unanimous to approve, 6-0.
Approval of License Agreement with LiveOak Fiber, LLC to install fiber optic cable in
City rights of way and public property. Tony Ploughe made a motion to approve with
modified contract language. Spec Hosti seconded. Vote was unanimous to approve, 6-0.
Monty Parks made a motion to adjourn. Spec Hosti seconded. Vote was unanimous to
approve, 6-0.
Meeting was adjourned at 9:35PM.
