Tybee Island HISTORIC PESERVATION COMMISSON Meeting Minutes Date & Time: April 8, 2024, 6:00 pm Present: Holly Grell-Lawe (Chair via phone), Marna Lewin, Cara Cole, Mary Anne Butler, Cassidi Kendrick Absent: Mike Goldberg Observers: Pat Leiby (Tybee/MLK), Dawn Shay (Forever Tybee) Location: Burke Day Public Safety Building, Conference Building, 78 Van Horne Ave Call to Order The meeting was called to order at 6:01pm. A quorum was present. Approval of Minutes The minutes of the March 25, 2024 HPC meeting were unanimously approved by roll call vote upon motion by Cara Cole and seconded by Marna Lewin. Announcements Tybee/MLK Pat Leiby provided an update on the dedication of the Black History Trail on behalf of the Black History Trail Committee, of which Tybee/MLK is a member. The event will be held at 10:00 am on Tuesday, May 7, 2024 at the Middle Passage markers at 30 Meddin Drive. There will be speakers and singing and refreshments will follow the ceremony. All of the signage for the Black History Trail has been installed. 150 brochures have been set aside for distribution at the ceremony. Pat Leiby also reported that there was an informative program with many attendees for Lazaretto Day on March 25, 2024. The delegation from Ghana will arrive during Orange Crush weekend. Tybee/MLK is planning activities for the delegation during the week, including an activity with TIMA. On Tuesday, April 9, 2024 at 8:30 am at Sunrise Restaurant Julia Pearce is having a meeting for anyone who would like to attend to discuss the delegation’s visit, planning for the week, and what is needed. Pat Leiby has resigned from the Executive Committee of Tybee/MLK as she will be retiring by the end of the year. Her present focus is as Director of Community Engagement and Chair of the Black History Trail Committee. Lazaretto Coalition Marna Lewin stated that there are no Lazaretto Coalition meetings scheduled at this time. HPC Chair Holly Grell-Lawe reminded the members to be familiar with HPC Procedures, particularly related to site visits associated with building permit application reviews. HPC recommendations on permit reviews are to “recommend approval” or “not recommend approval.” Ongoing Business May 2024 Historic Preservation Month Planning Cassidi Kendrick has updated the work plan for May 2024 Historic Preservation Month, in line with the decisions made at the March 25, 2024 HPC meeting. The HPC has postponed the golf cart tour of homes to a later date. The HPC will have an open house on May 18, 2024 (proposed time 11:30 am – 3:30 pm) at the Archives Library in partnership with the Tybee Island Historical Society (THIS). Also, in partnership with the THIS, HPC hopes to implement walking tours (self-guided) of Fort Screven that would be available in a digital format and a print format and promoted on social media and the City website. Holly Grell-Lawe will coordinate with Sarah on the Fort Screven walking tours, including the existing walking tour of the batteries. A meeting with Sarah Jones, the TIHS archivist, Cassidi Kendrick, and HPC members Cara Cole, Mary Anne Butler, and Marna Lewin is planned for 10:00 am on April 17, 2024 to work out details and logistics for the HPC open house. Current details include blow-up map posters of Tybee’s existing three National Historic Districts and possibly the proposed Central Island District and providing “Preserve Historic Tybee” yard signs to owners of historic properties that have attained listing on the National Register of Historic Places (NR), as well as selling the remaining signs as a small fundraiser. Cara Cole volunteered to research the NPS database to identify NR-listed properties on Tybee. Public Works will install the “Preserve Historic Tybee” road banner. HPC will also promote on social media the dedication ceremony for the Black History Trail as part of Historic Preservation Month. Permit Reviews 1215 Jones Avenue—The permit application indicates replacement of windows and doors and other changes. Holly Grell-Lawe will draft a letter (email) to the owners advising them that the house is identified as eligible for National Register listing in the Tybee Island Historic Resources Survey and that changing the windows and doors will affect that eligibility. Also, that there may be sources for contemporary versions of the jalousie windows. 2 2nd Street—Cassidi Kendrick has not heard back from the people who were potentially interested in moving the upper cottage at 2 2nd Street. She will send a follow up email next week. The sale of the property has closed so potential interested parties would need to contact the new owner, not the real estate agent.
