PLANNING COMMISSION STVR WORKING GROUP NOTES August 5, 2020 ATTENDEES: Demery Bishop – facilitator; David McNaughton – PC member; Joy Pohjalainen – small STVR management company; Carrie Efird – large STVR management company; Janice Insley – Citizen Staff: George Shaw – Community Development Director; Sharon Shaver - STVR Administrator; Bubba Hughes –City Attorney Demery Bishop called the meeting to order. Demery stated that his hope for today is that we go through item by item and come away with a recommendation to Council today. The working group discussed the idea of a survey. The working group made a recommendation that the City ask the community to rate perceived problems, not limited to STVR, via an instrument of the City’s choosing in a random sampling that may or may not be anonymous to see “how we are doing” by department or on “what they want to find out.” The recommendation will be sent to council. George asked how often the surveys should be done. The WG discussed time frame recommendations. STVR and garbage may be “raw” subjects this time of year. Some subjects are better different times of year. The WG recommended twice a year, semi-annually. The group discussed 34-260, by item. Items B, C and D might be modified to require a time frame for response to issues with each rental property, to be the same or similar as outlined on the application, and to clarify local contact. George asked if the WG would like him and Sharon to bring a red-line copy of the changes to the WG. The decision was made that a red-line copy of recommendations would be submitted after all of the ordinances are reviewed. The discussions moved on to Section 34-261. The group made suggestions on changes and requirements for the STVR application, going over the application section by section. The discussion continued about the possibility of requiring proof of STVR insurance. Demery asked if neighbors had to be notified if property use will be STVR. The committee discussed modification of 34-261 Item C-6 to delete reference to 34-265. Section 34-261, Section (d) was discussed. The whole section needs to be explored and enforced. Demery asked the group to review and continue discussion, beginning with Sections 34-262 at the next meeting. The meeting was adjourned.
