Demery Bishop called the meeting to order.
Demery stated that we will have a red line copy at the end of our review of the STVR ordinance.
Councilman Parks requested to speak, briefly, to the WG. Councilman Parks advised the group that he has
items on the August 13 council agenda, for discussion only, involving research by staff on the STVR subject to
gather data involving square footage, number of bedrooms, etc. He will also discuss tiered STVR registration
fees.
The WG discussed Mr. Parks’ comments. Demery advised the WG is going to discuss different alternatives.
The working group discussed Section 34-262.
Discussion of the STVR regulatory fee, the Occupational Tax fee, additional Code Enforcement officers,
including the new software and all fees. Fees should be tied to demand on infrastructure and enforcement.
The recommendation: $100 per unit plus $50 per person multiplied by the number of persons defined as the
maximum occupancy for the unit as stated in the application.
The regulatory fee should reasonably approximate the costs associated with the demand on city services,
including water, trash, parking, and enforcement, among others. The Working Group recommends the STVR
regulatory fee be based on the maximum number of occupants listed on the STVR application. A unit with a
maximum of 6 people would cost $400: $100 + (6 x $50 = $300). A unit with 14 people would cost $800: $100+
(14 x $50 = $700). In this way, the regulatory fee is proportional to the potential demands on city services.
Because demand on city services is not limited to STVR, the Working Group recommends Council review all
fees for appropriate formulation and level.
Discussion of 262, Item B.
The recommendation: 262 and 265 should include/add registration number on signage.
Discussion of 262, Item C. The issue comes down to enforcement.
The recommendation: $500 per month for penalty. It must be enforceable.
Discussion of 262, Items D and E.
The recommendation: Include fee increase mentioned in recommendation to increase regulatory fee.
Demery asked if insurance is required. The WG discussed insurance and STVR.
The recommendation: Under 261: In the application process, ask for proof of general liability insurance before
the application can be approved.
There was discussion of adding an affirmation to the tax return for H/M tax that none of the information as far
as ownership/management company has changed.
Section 34-263 to the end of STVR ordinance will be reviewed and continue discussion at the next meeting.
