PLANNING COMMISSION STVR WORKING GROUP NOTES August 19, 2020 ATTENDEES: Demery Bishop – facilitator; David McNaughton – PC member; Alan Robertson – PC member; Joy Pohjalainen – small STVR management company; Carrie Efird – large STVR management company; Theresa Pottratz – Citizen; Janice Insley – Citizen Staff: George Shaw – Community Development Director; Sharon Shaver - STVR Administrator; Bubba Hughes –City Attorney; Walter Hattrich - City Marshal Demery Bishop called the meeting to order. Demery stated that we will have a red line copy at the end of our review of the STVR ordinance. The working group discussed Section 34-263, The Good Neighbor Policy. Discussion of the STVR regulatory fee, the Occupational Tax fee, additional Code Enforcement officers, including the new software and all fees. Fees should be tied to demand on infrastructure and enforcement. Alan stated that he would like to see the City involved with the Good Neighbor Policy. Carrie said that it may be more effective electronically via webpage or in an APP. The recommendation: Change the wording from “encouraged to share” to “must be shared” or “required to share” with clients and guests. Discussion of 264, Signs. Sgt. Hattrich presented draft changes to the sign ordinance. Carrie explained that many signage parameters are also controlled by HOAs. The WG discussed signage and code enforcement in regards to signs. Demery stated that public safety is first. Wally and Carrie agreed that they will meet to discuss specifics on the signs and bring back to the WG next week. Alan asked George to find what Glynn County and Savannah do on signage. Recommendation: pending: Will be signage – format presented next week. Discussion of 265, Unique Location Identification Number. The WG discussed the value of the ID number, signage and tracking. Demery stated that, next week, the agenda will start with the registration form; continue review; look at 5-070 in the LDC, Standards for Special Review in conjunction with Article IV. 4-050; signs. The meeting was adjourned.
