APPROVAL OF AGENDA A motion was made to approve the agenda. Motion made by Treasurer McDuffie, Seconded by Vice-Chairwoman Mount. Voting Yea: Chairman Campbell, Board Member She, Board Member Reese. VI. APPROVAL OF MINUTES 1. Approval of the August 14, 2023 meeting minutes. A motion was made to approve the August 14, 2023, meeting minutes. Motion made by Vice-Chairwoman Mount, Seconded by Treasurer McDuffie. Voting Yea: Chairman Campbell, Board Member She, Board Member Reese. VII. PRESENTATIONS Downtown Development Authority Page 1 of 3 October 09, 2023 VIII. OLD BUSINESS IX. NEW BUSINESS 2. Acceptance of a budgeted $100,000 transfer to the Town of Tyrone Downtown Development Authority for Economic Development functions from the Town of Tyrone. - Phillip Trocquet, Community Development Mr. Trocquet shared that the Town budgeted and approved a transfer of $100,000 in American Rescue Plan Act (ARPA) funding for economic development projects to the DDA. In addition, he expressed that the funds were earmarked for the former fire station development operations of 935 Senoia Road. Staff recommended acceptance of the $100,000 transfer to the DDA. A motion was made to accept a budgeted $100,000 transfer to the Town of Tyrone Downtown Development Authority for economic development functions from the Town of Tyrone. Motion made by Treasurer McDuffie, Seconded by Vice-Chairwoman Mount. Voting Yea: Chairman Campbell, Board Member She, Board Member Reese. 3. Acceptance of a budgeted $27,773.24 transfer to the Town of Tyrone Downtown Development Authority for Economic Development functions from the Town of Tyrone. - Phillip Trocquet, Community Development Mr. Trocquet shared that the Town budgeted and approved $27,773.24 in funds to transfer to the DDA. The funds were typically allocated to the Fayette County Development Authority (FCDA), which was financially autonomous and no longer needed municipal contributions. Therefore, the Town’s contributions would be reassigned to the DDA for annual economic development endeavors. Treasurer McDuffie asked how the transfer amount was calculated. Mr. Trocquet explained that the yearly contributions to the FCDA were based on the Town‘s population, along with each Fayette County municipality contributing a designated percentage. Staff recommended acceptance of the $27,773.24 transfer to the DDA. A motion was made to accept a budgeted $27,773.24 transfer to the Town of Tyrone Development Authority for economic development functions from the Town of Tyrone. Motion made by Board Member Reese, Seconded by Vice-Chairwoman Mount. Voting Yea: Chairman Campbell, Treasurer McDuffie, Board Member She. 4. Consideration to approve a grant agreement with the Fayette County Development Authority. - Phillip Trocquet, Community Development Mr. Trocquet shared that the DDA was approved for a $300,000 grant from the Fayette County Development Authority (FCDA) for the former fire station development project Page 2 of 3 of 935 Senoia Road. He mentioned that the FCDA would disperse $50,000 of the total amount to the DDA once the agreement was executed. The remaining $250,000 would be distributed once the DDA or the development partner had expended $100,000 on the project. Staff recommended approval of the grant agreement with the FCDA. A motion was made to approve a grant agreement with the Fayette County Development Authority for $300,000. Motion made by Board Member Reese, Seconded by Vice-Chairwoman Mount. Voting Yea: Chairman Campbell, Treasurer McDuffie, Board Member She. X. PUBLIC COMMENTS XI. STAFF COMMENTS Mr. Trocquet noted that the next steps in the DDA’s development project of 935 Senoia Road would be to obtain cost estimates for architectural services and to finalize a contract with Mr. Collins Woods. In addition, he informed the DDA that legal counsel was currently reviewing a draft contract for the old fire station redevelopment project. XII. BOARD COMMENTS Chairman Campbell thanked town staff, and the Tyrone Recreation Department for their assistance in executing a successful Founders Day event. XIII. EXECUTIVE SESSION XIV. ADJOURNMENT A motion was made to adjourn. Motion made by Treasurer McDuffie, Seconded by Vice-Chairwoman Mount. Voting Yea: Chairman Campbell, Board Member She, Board Member Reese.
