Town of Tyrone Planning Commission Minutes September 12, 2013 Present: Gordon Shenkle, Chairman David Nebergall, Vice Chairman Judy Jefferson- Commissioner Chris Wigginton- Commissioner Kyle Hood, Town Manager (arrived at 7:45) Patrick Stough, Town Attorney Dina Rimi, Zoning and Development Coordinator Absent: Michael Sanak, Commissioner Call to Order Chairman Shenkle called the meeting to order at 7:00 pm. Approval of Agenda Commissioner Jefferson made a motion to approve the agenda. Commissioner Wigginton seconded the motion approved 3-0. Approval of Minutes – August 8, 2013 Commissioner Jefferson made a motion to approve the minutes as presented. Vice Chairman Nebergall seconded the motion; approved 3-0. New Items 1. Discussion regarding Conditional Uses in the Agricultural Residential District Ms. Dina Rimi introduced this item by reminding the Planning Commission that at past meetings the staff has informed them about uses that are listed under conditional uses but there are no conditions listed for them. Ms. Rimi presented the uses that are listed under Agricultural/ Residential that do not have conditions listed these are Parks, Farm Operations, Outdoor Rifle Range and Riding Stables. Chairman Shenkle suggested that Parks and Farm Operations be changed to a permitted use. Commissioner Jefferson requested that staff obtain more information regarding the two outdoor ranges that are located in Fayette County. Commissioner Jefferson stated that she would like to see information regarding acreage and distance from residential zoning for these types of locations. Commissioner Wigginton requested a copy of Fayette County Discharging Firearms ordinance and a copy of the Town of Tyrone Discharging Firearms ordinance. The Planning Commission discussed revisiting these items at the October 10, 2013 Planning Commission Workshop. Chairman Shenkle requested that that the Planning Commission reviews the conditional uses in Educational Institutional that do not have conditions assigned to them. Ms. Rimi explained that the only use that does not have a conditional applied to it is Private or parochial elementary and high schools. Ms. Rimi suggested that the same conditions for Public Schools be applied to this use. The Planning Commission directed staff to prepare this item for review at the October 10, 2013 Planning Commission Workshop. 2. Discussion regarding Outdoor Storage Ms. Rimi informed the Planning Commission that recently a Boy Scout that is working on his Eagle Scout Badge has contacted the Town staff regarding building a clothing donation collection box for Dogwood Church. Ms. Rimi went on to explain that this box would he would like the box to be located at the church, but the problem is currently outside storage is not permitted in the Educational Institutional zoning district. Ms. Rimi advised the Planning Commission that the Mayor and Council has requested that the they review the conditions for Outside Storage and if the they feels that changes are needed to this criteria to include them in a recommendation to Mayor and Council. Staff Comments Ms. Rimi informed the Planning Commission that the Mayor and Council have requested that they review the criteria for Quality growth development district special requirements. Ms. Rimi went on to explain that this item will be on the September 26, 2013 Planning Commission as a Public Hearing. Commission Comments Vice Chairman Nebergall informed the Planning Commission that there is an over growth of trees and shrubs that may implead the line of sight for drivers on Meadowood Lane and also there is a semi-truck parked at the intersection of Arrowood Lane and Palmetto Road. Ms. Rimi said that she would inform Mr. Hood regarding these matters. Commissioner Wigginton stated that due to moving to South Carolina this will be his last Planning Commission meeting. Commissioner Jefferson stated that the shoreline around the lake at Shamrock park needs to be restored, the weeds need to be treated, mulch needs to be put down on the Tot Lot and there is a dead tree at the park that needs to be addressed. Commissioner Jefferson is concerned that a child will get hurt at the tot lot due to the decreased amount of mulch at the site. Ms. Rimi stated that she will inform Mr. Hood about her concerns.
