Tyrone Town Council Special Called Millage Meeting Minutes August 19, 2020 9:00 am Present: Mayor, Eric Dial Mayor Pro Tem, Gloria Furr Council Member, Linda Howard attended virtually Council Member, Melissa Hill Town Manager, Brandon Perkins Town Clerk, Dee Baker Finance Manager, Sandy Beach Planning and Zoning Coordinator, Phillip Trocquet Town Engineer/Public Works Director, Scott Langford Mayor Dial called the meeting to order with limited seating and broadcasted on YouTube Live at 9:00 am. The public was invited to watch. Council Member Howard attended virtually. Approval of Agenda Council Member Furr made a motion to approve the agenda. Council Member Hill seconded the motion. Motion was approved 3-0. Public Hearing Discussion on the millage rate of the Town of Tyrone for fiscal year 2020-2021. Sandy Beach, Finance Manager Mayor Dial stated for the virtual public that no one from the Town was in attendance, he then introduced Ms. Beach. Ms. Beach shared that for the thirteenth year, staff was proposing a millage rate of 2.889, which would increase a property owner’s annual taxes by $9.98, with a home valued at $325,000. She added that for non-homestead property, the average value was also $325,000, with an annual increase of $10.14. Ms. Beach stated that the increase would be utilized to maintain Town functions and services. She added that with the 2.889 proposal the overall revenue increase for the Town would be 6.23% totaling approximately $80,781, the total tax levied would be $1,377,337. Council Member Hill clarified that the $9.98 and $10.14 was an annual fee. Ms. Beach stated that yes if your home was estimated at $325,000 you would pay an additional $9.98. She added that only $369.79 would come to the Town, the remainder is allocated to the County and the Board of Education. Mayor Dial opened the public hearing for anyone in support of the item. Ms. Beach announced that the remaining millage public hearings would be held, August 20, 2020 at 6:30 pm and August 26, 2020 at 9:00 am and the millage adoption would be held on August 26, 2020 at 4:00 pm. Adjournment Council Member Furr made a motion to adjourn. Motion was approved 3-0.
