Town of Tyrone Council Meeting Minutes September 6, 2012 Present: Mayor Eric Dial Mayor Pro Tem Gloria Furr Council Member Ken Matthews Council Member Ryan Housley Council Member Linda Howard Police Chief and Interim Town Manager Brandon Perkins Finance/HR Manager Penny Hunter Town Attorney Patrick Stough Town Clerk Dee Baker Call to Order, Invocation and Pledge of Allegiance Mayor Dial called the meeting to order at 7:00 p.m. The invocation was given by Mayor Dial. The invocation was followed by the Pledge of Allegiance. Public Comments: Approval of Agenda Council Member Matthews made a motion to approve the agenda. Council Member Howard seconded the motion. Motion was approved 4-0. Approval of the Consent Agenda: Approval of Minutes, Special Called meeting, August 30, 2012. Council Member Housley made a motion to approve the consent agenda. Council Member Matthews seconded the motion. Motion was approved 4-0. PRESENTATIONS/RECOGNITION: Proclamation for Sons of the Confederate Veterans; Sharpsburg Remembrance. Eric Dial, Mayor Mr. Freddie Jones represented the Sons of the Confederate Veterans and invited everyone to attend a memorial service September 17, 2012 at the old Fayette County Courthouse. Music will 1|Page start at 6:30 p.m. and the ceremony will start at 7:00 p.m. 42 men will be commemorated that day, these men were either wounded or killed in the Battle of Sharpsburg. OLD BUSINESS: NEW BUSINESS: 1. Consideration of approval of the Town Manager position. Brandon Perkins, Police Chief, Interim Town Manager Mr. Perkins briefed Council and stated that the search for a new Town Manager began in November 2011. He stated that we have received dozens of resumes and we have even re- advertised in order to ensure that the best possible candidates were found. He added that after an exhaustive search and review process, Council narrowed the pool of candidates on August 16, 2012. The top three are; Amy Brumelow, Scott Haeberlin and Kyle Hood. These names were sent to the local press on August 17, 2012 as required and now we can move forward with the selection process in order to fill the position. Council Member Matthews made a motion to nominate Kyle Hood for the position of Town Manager. Council Member Howard seconded the motion. Motion was approved 4-0. Public Comments: None. Staff Comments: None. Council Comments: Mayor Dial briefed Council regarding the L.O.S.T negotiations. He stated that in mediation the cities and the county could not agree on a split. The cities have submitted a request with the court to hear the argument of each side. This is a formality and currently there are no amounts to discuss. The Court will either choose the cities proposal or the county’s proposal. Council Member Furr stated that she is still receiving complaints on the Town’s appearance regarding the tall grass. Mr. Perkins stated that due to several issues out of everyone’s control such as 2 mowers in need of repair, one Public Works employee on sick leave, one on family leave it has been difficult to complete tasks. Mr. Perkins did agree with Council Member Furr and stated that the north end of Town is in need of mowing and debris pick up. He added that he spoke with Environmental Technician Beth Vaughn regarding a drainage issue at the property facing Tyrone Road at the railroad track. She will be contacting the property owner to rectify this issue. 2|Page A discussion took place regarding the two mowers in need of repair. Mr. Perkins stated that one of mowers could cost up to $3,000 to repair. Ms. Holt has been attempting to obtain 3 bids for this project. Council Member Furr stated that she is satisfied Cody Hammond’s ability to cut grass and stated that he is very thorough. Mr. Perkins trusts that Ms. Holt is also attempting to obtain bids for a plumbing issue at Redwine Park. He stated that it is difficult for the Public Works department to maintain the appearance of the Town, short-staffed with all of the issues that are currently at hand, but did assure them that things should get back to normal soon. Executive Session Pursuant to O.C.G.A. § 50-14-4 (b) of the Open and Public Meetings Act, Council will meet in Executive Session to deliberate: Executive minutes from the August 16, 2012 Executive Session. Council Member Matthews made a motion to enter into Executive Session to discuss Executive minutes from the August 16, 2012 Executive Session. Council Member Furr seconded the motion. Motion was approved 4-0. Council Member Furr made a motion to reconvene. Council Member Howard seconded the motion. Motion was approved 4-0. Council Member Matthews made a motion to approve the Executive Session minutes from the August 16, 2012 Executive meeting. Council Member Howard seconded the motion. Motion was approved 4-0. Adjournment Council Member Furr made a motion to adjourn. Council Member Matthews seconded the motion. Motion was approved 4-0. Meeting adjourned at 7:20 pm.
