Town of Tyrone Council Meeting Minutes April 4, 2013 Present: Mayor Eric Dial Mayor Pro Tem Gloria Furr Council Member Ken Matthews Council Member Ryan Housley Council Member Linda Howard Town Manager Kyle Hood Finance/HR Manager Penny Hunter Town Attorney Dennis Davenport Town Clerk Dee Baker Mayor Dial called the meeting to order at 7:00 p.m. The invocation was given by Frank Fortunato from Operation Mobilization. The invocation was followed by the Pledge of Allegiance. Public Comments Mr. Hood stated that prior to the meeting Mr. Gulas asked that his Public Hearing variance application be withdrawn from the meeting and recommended that Council strike this item from the night’s agenda. Approval of Agenda Council Member Matthews made a motion to approve the agenda with the change to strike the Public Hearing. Council Member Housley seconded the motion. Motion was approved 4-0. CONSENT AGENDA: All matters listed under this item are considered to be routine by the Town Council and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the consent agenda and will be considered separately. Approval of Minutes, March 21, 2013 Council Member Housley made a motion to approve the consent agenda. Council Member Howard seconded the motion. Motion was approved 4-0. 1|Page PRESENTATIONS/RECOGNITION: Proclamation: Confederate Heritage and History Month. Eric Dial, Mayor Council Member Howard read and presented the Proclamation to Mr. Fred Jones. Mr. Jones spoke on behalf of the Sons of the Confederate Veterans and thanked Council for the Proclamation. He stated that the organization has been working with Hopewell United Methodist Church and their Boy Scout Troop in the continuing maintenance of the Confederate Cemetery. He added that the organization will continue to have a tent erected at the cemetery during Founders Day in September to educate citizens of the heritage and history of the veterans. PUBLIC HEARING: 1. Consideration for a variance from Mr. Steve Gulas and Mrs. Debra Gulas. The property located at tax ID# 0736038 is zoned Downtown Commercial (C-1). to eliminate the 80 foot front building setback in favor of the 60 foot landscape buffer and that the 30 foot rear yard setback be allowed in the 75 foot rear zoning buffer to allow a private drive to line up with the opposite driveway and increase build ability. Kyle Hood, Town Manger This item was stricken from the agenda at the request of the applicant. OLD BUSINESS: NEW BUSINESS: 2. Intergovernmental agreement with Fayette County for conducting municipal elections. Kyle Hood, Town Manager Mr. Hood presented this item; specifying that in each odd-numbered year that the Town holds a municipal election, the Fayette County Board of Elections office conducts the all non- registration, non-qualifying election activities. He presented a copy of the agreement and stated that all expenses will be incurred by the Town in the performance of the election, but the equipment is state owned and the monies will be budgeted in FY14. Council Member Housley made a motion to approve the IGA as submitted and to authorize Mayor Dial to execute. Council Member Furr seconded the motion. Motion was approved 4-0. Public Comments Staff Comments Mr. Hood informed Council of two bid openings. The LMIG sidewalk and storm water bid opening is on April 16 and the pump station #2 bid is on April 26th. 2|Page Mr. Hood gave an update on several coming events. He stated that there is a 5K run on Saturday hosted by the Fayette Daybreak Rotary Club along with the Paws for a Purpose dog walk. Town Hall will sponsor an Earth Day Clean-up at 9:00 am – 11:00 am on Saturday, April 20th. Georgia Cites Week is the week of April 22-27. The Fayette Chamber of Commerce’s, Chairman’s Eight at Eight Breakfast will be held in Tyrone on April 24th more information will be held on April 24th, and more details will be forthcoming. Mr. Hood relayed that if Council has any additional information that they wish to have considered regarding the Livestock issue to please inform him prior to next week’s Planning Commission meeting. Mr. Hood announced that there were two resignations, one in the Police Department and one Library position. The ads will be placed for these positions in a week or two. Council Comments Mayor Dial asked legal counsel to shepherd Council regarding campaign contributions. Executive Session Adjournment Council Member Furr made a motion to adjourn. Council Member Howard seconded the motion. Motion was approved 4-0. Meeting adjourned at 7:20 pm.
