Town of Tyrone Council Meeting Minutes June 20, 2013 Present: Mayor Eric Dial Mayor Pro Tem Gloria Furr Council Member Ken Matthews Council Member Ryan Housley Council Member Linda Howard Town Manager Kyle Hood Town Clerk Dee Baker Town Attorney Dennis Davenport Mayor Dial called the meeting to order at 7:00 p.m. The Invocation was given by Mayor Dial followed by the Pledge of Allegiance. Public Comments None. Approval of Agenda: Council Member Matthews made a motion to approve the agenda with the amendment of placing number 5 (Consideration of the use of Shamrock Park by Sandy Creek Football Booster Club) ahead of number 3 (Consideration of approval of FY14 Budget). Council Member Furr seconded the motion. Motion was approved 4-0. CONSENT AGENDA: All matters listed under this item are considered to be routine by the Town Council and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the consent agenda and will be considered separately. Approval of Minutes June 6, 2013 Resolution for consideration of Fayette County Fire Impact FY 2012. Pete Frisina, Fayette County Planning and Zoning Director Council Member Furr made a motion to approve the consent agenda. Council Member Howard seconded the motion. Motion was approved 4-0. PRESENTATIONS/RECOGNITION: PUBLIC HEARING: 1|Page OLD BUSINESS: 1. Discussion and consideration on Solicitors Licenses. Kyle Hood, Town Manager Mr. Hood stated that in a previous meeting, discussion took place for the application process and fee for a solicitor’s permit. Ms. Baker checked with the sister cities and the County. This item only addresses the fee schedule. The process will be reviewed further by staff and the Police Department. The suggested fee schedule is $25 per month to cover the cost of background checks, administrative time and materials as well as the production of an identification badge. Chief Perkins asked that staff contact Kathy Bright regarding the background check process. Council Member Housley made a motion to approve the suggested alternative of $25 a month for the license to cover the cost of background checks, administrative time and materials as well as the production of an identification badge. Council Member Howard seconded the motion. Motion was approved 3-1 with Council Member Furr in opposition. 2. Consideration of the renewal of the Pitney Bowes postage meter contract. Dee Baker, Town Clerk Ms. Baker stated that Town Hall has utilized a Pitney Bowes postage meter for several years. In December of 2012 Council approved a contract with FP Mailing Solutions during the time of legal review, the cost increased. Attorney Davenport stated also that the terms and conditions are no longer valid since the approval of the contract. Council Member Matthews made a motion to approve the contract renewal with Pitney Bowes. Council Member Furr seconded the motion. Motion was approved 4-0. Council Member Matthews made a motion to rescind the approval of FP Mailing Solutions due to the changed in terms and conditions since the approval of the contract. Council Member Howard seconded the motion. Motion was approved 4-0. NEW BUSINESS: 3. Consideration of the use of Shamrock Park by Sandy Creek Football Booster Club. Jennifer Patton, Recreation Coordinator Sandy Creek High School Football Coach, Chip Walker stated that the non-profit Sandy Creek Football Boosters would like to host a fund raiser on August 17th at Shamrock Park. The fund raiser is to strengthen the relationship between the young men and their community. Coach Walker asked that the Town waive the rental fee. He stated that the organization would be selling arts and crafts to help raise money for the forthcoming football season. 2|Page Council Member Matthews asked if this would be a “yard sale?” Coach Walker stated that the organization would only be selling arts and crafts. Recreation Coordinator, Jennifer Patton emulated Council Member Matthews and added that Founder’s Day week the Town will be hosting a “yard sale” and did not want the two to interfere with each other. She requested that the Town waive the banner fee as well. Council Member Housley made a motion to approve the event and to waive the standard fee and the banner fee. Council Member Furr seconded the motion. Motion was approved 4-0. 4. Consideration of approval of FY14 Budget. Kyle Hood, Town Manager Mr. Hood made note of two items that needed to be corrected; Sanitation budget, line items for Travel and Education needs to be changed to reflect $1,000 each. Council Member Matthews made a motion to approve the budget for $4,110,807 for the FY 2013-2014. Council Member Furr seconded the motion. Motion was approved 4-0. 5. Consideration of bid proposal for Redwine Detention Pond from Steadham Grading. Kyle Hood, Town Manager Mr. Hood stated that bids were tabulated by Mallett Engineering. The lowest qualified bidder was Steadham Grading. Mr. Hood recommended approval for Steadham Grading in the amount of $49,695 to install more storm water infrastructure and the Redwine detention pond. Mr. Hood stated that this would be the first project coming out of the new fiscal year’s budget. He added that rather than creating a line item for that particular project, it will be paid for out of the Miscellaneous Stormwater line item. Council Member Furr made a motion to approve the low bidder, Steadham Grading for $49,695 and to authorize staff to coordinate with Engineering to secure contract documents, and for Mayor Dial to execute on the Town’s behalf. Council Member Matthews seconded the motion. Motion was approved 4-0. Public Comments None. Staff Comments Police Chief Perkins stated that the District Attorney’s office receives Federal grant money for a victim witness assistant program that we are a member of. They asked for all surrounding cities signatures for an MOU (Memorandum of Understanding). Chief Perkins asked for Council’s approval to execute on the Town’s behalf. Council Member Housley made a motion to approve the participation in the victim witness assistant program as proposed by the District Attorney’s office. 3|Page Council Member Furr seconded the motion. Motion was approved 4-0. Chief Perkins informed Council of a program from a Canadian company that located to Fayetteville. This company completely restores emergency vehicles from the ground up. The cost to the Town is half of what a new vehicle would cost. He stated that he will test the program with the Police Department’s 2005 Crown Victoria to be paid with drug money and report back in a few weeks. Council Member Furr inquired if the company only restores Police cars. Chief Perkins stated that currently they only restore Crown Victorias but have plans to expand in the future. Council Member Howard inquired about the warranty. Chief Perkins stated that he will report back his findings on a warranty. Mr. Hood informed Council that the LMIG sidewalk projects will begin this week. The stormwater project will be starting soon and the pump station project will begin next week. Mr. Hood stated that he met with the Town Engineer and the State Aid Coordinator for the Department of Transportation for our district. He stated that the purpose for the meeting was for the year 2012 LMIG monies. He added that the request was approved as submitted. This will allow us to move forward with the bid process this summer, for the paving of Arrowood Road and Brentwood Road. Mr. Hood stated that the Town’s Finance Director has turned in her letter of resignation. He asked for Council’s permission to prepare an announcement for next week’s advertisement for the position. Council Comments Council Member Furr clarified, regarding the rooster issue pertaining to livestock in past meetings. She stated that a chicken can produce eggs without a rooster however; a chicken needs a rooster to produce offspring. Council Member Furr asked Mr. Hood to have Public Works attend to the exhaust fan on the outside of the Town Hall building, it is protruding. Mayor Dial thanked Mr. Hood for his success with LMIG time extension. Executive Session Pursuant to O.C.G.A. § 50-14-4 (b) of the Open and Public Meetings Act, Council will meet in Executive Session for a personnel matter. Council Member Matthews made a motion to enter into Executive Session to discuss a personnel matter. Council Member Howard seconded the motion.
