Town of Tyrone Council Meeting Minutes September 5, 2013 Present: Mayor Eric Dial Mayor Pro Tem Gloria Furr Council Member Ryan Housley Council Member Linda Howard Town Manager Kyle Hood Town Clerk Dee Baker Town Attorney Patrick Stough Council Member Matthews was absent. Mayor Dial called the meeting to order at 7:00 p.m. The Invocation was given by Mayor Dial followed by the Pledge of Allegiance. Public Comments Approval of Agenda Council Member Howard made a motion to approve the agenda. Council Member Furr seconded the motion. Motion was approved 3-0. CONSENT AGENDA: All matters listed under this item are considered to be routine by the Town Council and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the consent agenda and will be considered separately. Approval of Minutes, August 29, 2013 Promotion of Sandy Beach to fill vacant Finance Manager position. Kyle Hood, Town Manager Consideration of approval for change order number 1 to reduce the contract amounts for pump station number 2 improvements. Kyle Hood, Town Manager Council Member Furr made a motion to approve the consent agenda. Council Member Housley seconded the motion. Motion was approved 3-0. 1|Page PRESENTATIONS/RECOGNITION: Chamber for Good Proclamation. Eric Dial, Mayor Virginia Gibbs Fayette County Chamber of Commerce President and CEO stated that they are excited to bring together non-profits and our local schools with donors who may not know what the needs are. Now we have a single place to identify needs. She shared the website, www.fayettechamber.org. She stated that on the Chamber’s website there is an icon for the Chamber for Good, when on the home page you can choose a category such as: youth, the environment, animals and schools. Organizations can put their needs and events on the web site. Non-profits can also register at no cost. PUBLIC HEARING: OLD BUSINESS: NEW BUSINESS: 1. Fayette County Hazard Mitigation Plan. Kyle Hood, Town Manager Mr. Hood informed Council that it is that time of year again to submit a letter of support to the Fayette County Fire and Emergency Service for their Federal Mitigation Plan. The letter states that the Town understands and is in support of the County adopting the plan for the possible future need for state or federal funds in the case of an emergency. Council Member Furr made a motion to authorize Mayor Dial to sign the letter of support to be included in the county’s Hazard Mitigation Plan. Council Member Housley seconded the motion. Motion was approved 3-0. 2. Consideration for approval of bids on patch and repair work to Brentwood and Arrowood Roads. Kyle Hood, Town Manager Mr. Hood stated that Mallett Consulting acquired 2 bids from paving companies. He discussed information from past meetings regarding Brentwood Road paving being paid by 2013 LMIG monies. Arrowood Road and Brentwood Road have been consolidated into one bidding document. By using federal grant money as well, the project will consist of cutting below the top coat to ensure a longer lasting result. The low bidder was Atlanta Paving and Concrete in the amount of $131,150. The monies from the Georgia Department of Transportation can be used for most of the work. The other monies to be allocated will be for the asphalt material Fayette County will use. That price is to be determined. Any overage beyond LMIG monies can be made up with 2013 CIP budgeted dollars. Council Member Furr asked if the paving of Arrowood Road included the cart path. Mr. Hood specified the bid was based on edge line to edge line including the path. We plan on eliminating the grass strip and beacons and designating the travel and cart path with double lines and smaller reflectors 2|Page Mayor Dial inquired about 2 bids being submitted by 3 companies. Mr. Hood stated that the third company did not wish to bid and that the requirements were met for the bidding process. Council Member Housley made a motion to accept the low bid by Atlanta Paving and Concrete in the amount of $131,150 for the milling and patching of Brentwood and Arrowood Roads. Council Member Howard seconded the motion. Motion was approved 3-0. Public Comments Staff Comments Ms. Baker stated that last week was qualifying for Council Posts 3 and 4 for the General Election to be held on Tuesday, November 5th. She stated that we have three candidates, Incumbent, Council Member Ken Matthews and Ms. Pota Coston for Council Post 3. For Council Post 4 we have Incumbent, Council Member Gloria Furr. She offered all three candidates best wishes, and reminded everyone that early voting would be held 2 weeks prior to Election Day in the Council Chambers. Mr. Hood stated that there was a “shout out” given to Ms. Sandy Beach for being “awesome!” He stated that Patty Newland, Library Supervisor, recognized Cindy Ferrill for the highest rates of attendance ever for the summer reading program. The adult reading program doubled. We are the 7th smallest in our Pines Library region but the 4th highest numbers in regards to circulation and daily traffic. He stated that Ms. Newland also wished to recognize Kathy Kirby, Marge Garrett, Susan Bolling and Carlton Wilson for redesigning a process in which materials are checked out. They have updated the coding system and created their own tracking system for materials; due to DVD theft. The Library now has 500 DVDs in stock. Staff remained within the Pines guidelines and created a Tyrone only tracking system to ensure this would not occur again. Council Comments Council Member Howard stated that the Tyrone First Baptist Church is having their annual Fall Festival on October 31st and requested the use of Shamrock Park. Council Member Furr made a motion to allow Tyrone First Baptist Church to use Shamrock Park for their annual Fall Festival on October 31st. Council Member Housley seconded the motion.
