Mayor Dial called the meeting to order at 7:00 p.m. The Invocation was given by Mayor Dial,
followed by the Pledge of Allegiance.
Public Comments
Approval of Agenda
Council Member Matthews made a motion to approve the agenda.
Council Member Housley seconded the motion. Motion was approved 3-0.
CONSENT AGENDA: All matters listed under this item are considered to be routine by
the Town Council and will be enacted by one motion. There will not be separate discussion
of these items. If discussion is desired, that item will be removed from the consent agenda
and will be considered separately.

Approval of 2014 Holidays. Kyle Hood, Town Manager
Approval to purchase on a new portable radio for the Police Department. Brandon Perkins,
Police Chief
Council Member Housley made a motion to approve the consent agenda.
Council Member Howard seconded the motion. Motion was approved 3-0.

1. Consideration of proposed updates to the Town’s Alcoholic Beverage Ordinance. Dee Baker,
Town Clerk
Ms. Baker stated that during the review of the last alcohol license application, legal staff
discovered a typographical error in Chapter 4, Article-III, Section 4-80 of the Town Code. There
are two methods of distance requirements given, however they are applied to the same
subsection as opposed to two different sections. Staff recommends the code to be changed to
reflect the continuity.
Council Member Housley made a motion to approve the revisions as presented.
Council Member Howard seconded the motion. Motion was approved 3-0.

Staff Comments
Mr. Hood thanked the crews with Atlanta Paving and Concrete and the Fayette County Public
Works Department for the paving of Brentwood and Arrowood Roads. The lack of warm
weather has delayed the striping, however the crews will come back and add safety symbols for
the cart path. The two travel lanes have been widened to 12 feet and the project came in under
budget.
Mr. Hood thanked those staff members, families and organizations on behalf of our
Environmental Planning Specialist, Beth Vaughn and Nancy Howard with Fayette County’s
Environmental Department for our annual River’s Alive clean up last Saturday. Over 65 people
attended the event, 25 bags of trash was retrieved that totaled 200 pounds. Ms. Vaughn separated
all trash to retrieve the recycled items.
Mr. Hood stated that the second payroll in December falls on Christmas Day. He asked
permission to move up the payroll date to the 23 rd and have staff submit their time at the end of
the week.
Council Member Matthews made a motion to move up payroll to December 23 rd.
Council Member Howard seconded the motion. Motion was approve 3-0.
Mr. Hood added that the new time clocks should be fully operational by that time.
Mr. Hood stated that the completion of the Valleywood Road project depends on the inclusion of
500 square yards of concrete for the transition of the road bed into the driveways. The Town,
through Mallett Consulting acquired three quotes for the purchase and installation of the
concrete. The lowest bid was for $13,950 from Steadham Grading. He asked for permission to
secure the purchase order for the purchase and installation of the concrete.
Council Member Matthews made a motion to approve the bid from Steadham Grading for
$13,950.
Council Member Howard seconded the motion. Motion was approved 3-0.

Mr. Hood announced that the annual Veteran’s Day celebration would be held on Monday
November 11th at 11:00 am at Veteran’s Park.
Mr. Hood stated that sanitation letters were sent to citizens that had not paid their sanitation bills
for two quarters and are on the cut-off list.
Council Comments
Mayor Dial stated that he has had complaints in regards to the cart path on Senoia Road under
the bridge. There are roots exposed and it is unsafe. Mr. Hood stated that he would investigate.
Mayor Dial also reported that there is water coming up through the pavement on Palmetto Road
near the four-way-stop. Chief Perkins replied that he believes that the location might be in the
County limits. Mr. Hood stated that he would look into that as well.

Council Member Howard made a motion to adjourn.
Council Member Matthews seconded the motion. Motion was approved 3-0.
The meeting adjourned at 7:10 pm.
