Mayor Pro Tem Furr called the meeting to order at 7:00 p.m. The Invocation was given by
Council Member Howard; followed by the Pledge of Allegiance.
Public Comments
Rosalyn Eatman, President of the Sandy Creek Band Boosters, requested a waiver of the sign fee
for a community yard sale on April 26, 2014. She stated that the sign would be erected for eight
days starting April 19th and taken down after the yard sale on Saturday the April 26th.
Council Member Howard made a motion to waive the fee for a community yard sale sign for the
Sandy Creek Band Boosters for eight days.
Council Member Housley seconded the motion. Motion was approved 4-0.
Approval of Agenda
Council Member Housley made a motion to approve the agenda.
Council Member Matthews seconded the motion. Motion was approved 4-0.
CONSENT AGENDA: All matters listed under this item are considered to be routine by
the Town Council and will be enacted by one motion. There will not be separate discussion
of these items. If discussion is desired, that item will be removed from the consent agenda
and will be considered separately.

Council Member Housley made a motion to approve the consent agenda.
Council Member Matthews seconded the motion. Motion was approved 4-0.

PRESENTATIONS/RECOGNITION:
Confederate Veterans Proclamation. Ken Matthews, Council Member
Freddie Jones accepted the Proclamation on behalf of the Sons of Confederate Veterans. Mr.
Jones stated that tomorrow morning his organization would start cutting the grass in the
Confederate Cemetery. He informed Council that Saturday, April 26th at 7:00 p.m. The yearly
Confederate Memorial Day ceremony would be held at the Gazebo across from Fayette County
Courthouse. Mr. Jones added that on July 19th, at the Hopeful Community Center, they will have
a speaker and on Tuesday July 29th at 7:00 p.m. there will be a short reenactment of the actual
Union occupation of Fayetteville at the old Fayetteville Courthouse. It will be exactly 150 years
from the original date. He ended by stating that on September 20, 2014 during Tyrone Founder’s
Day celebration there will be a speaker at Tyrone Depot regarding the fighting between
Jonesboro, Fayetteville and Newnan.
Proclamation: Fayette County Earth Day. Linda Howard, Council Member
Pam Young, Dennis Chase, Nancy Howard and Connie Haynes accepted on behalf of Fayette
County Earth Day.
Proclamation: “Relay for Life” American Cancer Society. Ryan Housley, Council Member
Ms. Barbara Oxford and Ms. Anne Williams accepted the proclamation on behalf of the
American Cancer Society.

1. Consideration and action on Way of Life request to use Shamrock Park to host
Community Events throughout 2014.
Heather Trompke from Way of Life Church requested the use of Shamrock Park for the
sixth annual Easter Egg Hunt on Saturday the 19th at 10:00 a.m. She stated that they have
over 6,000 eggs this year. July 26th will be the Back to School Bash ending with a movie in
the park. All is free of charge to the public.
Council Member Matthews made a motion to approve the Way of Life community events
as submitted.
Council Member Housley seconded the motion. Motion was approved 4-0.

2. Resolution for Georgia Cites Week. Dee Baker, Town Clerk
Council Member Matthews made a motion to approve the Resolution.
Council Member Howard seconded the motion. Motion was approved 4-0.
3. Consideration of approval of the changes to the Metro Water District Board’s, Model
Floodplain Management/Flood Damage Prevention Ordinance. Beth Vaughn, Environmental
Planning Technician
Mr. Hood stated that the copies that were distributed have highlighted changes. In August of last
year, the Metro Water Board adopted an updated version of their Floodplain Management/Flood
Damage Prevention Ordinance. Local jurisdictions are asked to adopt this same language before
March of next year. Beth Vaughn has made sure that all changes are consistent and compliant,
and legal has reviewed the document as well. He recommended adoption as submitted and clean
copies will be submitted soon.
Council Member Matthews made a motion to approve the changes as submitted.
Council Member Housley seconded the motion. Motion was approved 4-0.
4. Discussion regarding use of portable toilets at Town Parks. Kyle Hood, Town Manager
Mr. Hood reported that due to the increase in participation in Town programs, there has been
added stress on the current restrooms. He added that the Town is dissatisfied with the current
vendor for the portable toilets. He informed Council that the Town staff has solicited more than
the required three vendors. The best three are in your packets. Staff suggests keeping one
handicap portable toilet and two or three more at Handley Park, and one at Shamrock Park. He
stated that staff recommends entering into a simple service agreement with Hi 5 from Moreland,
Georgia in the amount of $500 per month for the number of units to be serviced twice a week.
Council Member Housley suggested a permanent restroom facility for the parks. Mr. Hood stated
that due to the land mitigation and intergovernmental agreements with the County, Shamrock
Park is a passive park and the construction of a permanent restroom would make the park an
active use park. Shamrock Park needs to remain a passive park. Mr. Hood added that in regards
to Handley Park, when all four fields are soccer ready and the participation continues to increase
perhaps the topic could be revisited. He added that if this would be a possibility in the future the
septic system would need to be studied as well.
Council Member Housley shared his opinion on the negative visibility of the portable toilets in a
main focal point of Tyrone. Mr. Hood suggested that patrons could use the Police Department,
Library or Recreation restrooms however Shamrock Park needs to have a restroom that is ADA
compliant on site. Chief Perkins suggested placing a fence or landscaping around the portable
toilet at Shamrock Park for aesthetic purposes.
Council Member Furr suggested that when the Public Works building is removed, perhaps
restrooms could be constructed for that septic site.

Council Member Matthews made a motion to approve the simple service agreement with Hi-5
Port A Potties to service two handicap and three regular units twice a week for $500 a month.
Council Member Howard seconded the motion. Motion was approved 4-0.
Public Comments
Staff Comments
Chief Perkins stated that the Police Department is currently utilizing the Intox 5000 for the
purpose of detecting possible DUI suspects. At the end of next year, the State will discontinue
this particular model. The new model is the Intox 9000. The cost is approximately $9,000. He
stated that Tyrone did get invited to apply for a grant from the State. Chief Perkins stated that he
spoke with Chief Pitts from Fayetteville and he relayed that there would be two at the County
jail. An MOU was created, and reviewed, by Attorney Davenport that would allow Tyrone to use
their Intox 9000 units in exchange for purchasing a case of mouth pieces and a ream of copy
paper a year. Chief Perkins stated that he would continue to use the Intox 5000 until it is
completely phased out, this will allow time for training the officers on the Intox 9000. Chief
Perkins relayed to Attorney Davenport that the MOU needs to state that the mouth pieces and
one ream of paper will be contributed annually.
Council Member Housley made a motion to direct Chief Perkins to enter into an MOU with City
of Fayetteville’s Police Department for the use of their Intox 9000.
Council Member Howard seconded the motion. Motion was approved 4-0.
Town Clerk Dee Baker stated that she was contacted by Fayette County Elections regarding the
use of Tyrone’s Council Chambers for the Primary Election’s early voting. She stated that set up
would take place on Friday, May 2nd and early voting would run May 5th through May 16th with
one Saturday utilized. She also requested for a Police Officer to let the volunteer staff into Town
Hall on Saturday the 10th and lock up when finished. She stated that during the regularly
scheduled Planning Commission and Council meetings there will be an election staff member
present for security purposes.
Council Member Matthews made a motion to approve the use of the Tyrone Council Chambers
for early voting from May 5th through May 16th and for a Tyrone Police Officer to assist with
opening and closing the Chambers on Saturday May 10th.
Council Member Howard seconded the motion. Motion was approved 4-0.
Ms. Baker also reported to Council that the Georgia Cities Week Vehicle Display at Burch
Elementary was a wonderful success. She stated that the children loved being able to work a fire
hose, sit in the back of a patrol car and walk through a helicopter. Ms. Baker stated that Principal
Spicer was so pleased that we may consider this next year as well. She thanked Mr. Hood and
Chief Perkins for their support.

Mr. Hood stated that each quarter staff will report data from this year compared to last year. He
reported that in first quarter 2013, site inspections numbered 117. This quarter the Town has 434
unique site inspections. Last year’s new construction land disturbance inspections numbered 10,
while this year so far there are 22.
He added that he was informed that the State Department of Natural Resources was in Town
today performing pre-award inspections on the soccer fields and the Town will receive the full
allotted monies for the rehabilitation totaling $60,000. He stated that the full packet should arrive
next month and he will forward the information to Council.
Mr. Hood stated that he has offered the Public Works building to Tru Green for equipment
storage. The building would be moved to the old Shannon Mall site. Due to the moving cost to
Tru Green, they declined the offer. The building did not sell on Craig’s List. The next step is to
demolish the building and keep the concrete slab intact. Council agreed to the demolition.
Council Member Matthews stated that along with the demolition of the old Public Works
building, the metal building at Town Hall needs to be demolished as well. Mr. Hood stated that
he could “horse swap” with someone to demolish the buildings and they could obtain the scrap
metal to assist with our costs.
Ms. Baker invited everyone to attend the annual Tyrone Earth Day Clean Up on Saturday from
9:00 am to 11:00 a.m. Beth Vaughn, Environmental Technician will have sign-up sheets, specific
areas for cleanup and Chick-fil-A biscuits.
Council Comments
Council Member Matthews stated that the chain at Handley Park looks great but needs to be
extended to the tree line.
Council Member Furr stated that she would like to personally thank Public Works for the good
job they did on Veteran’s Park. She also thanked Ruddy Norris for pruning the rose bushes.
