Mayor Dial called the meeting to order at 6:00 p.m. The Invocation was given by Mayor Dial,
followed by the Pledge of Allegiance.
Public Comments
Approval of Agenda
Council Member Furr made a motion to approve the agenda.
Council Member Matthews seconded the motion. Motion was approved 4-0.
CONSENT AGENDA: All matters listed under this item are considered to be routine by
the Town Council and will be enacted by one motion. There will not be separate discussion
of these items. If discussion is desired, that item will be removed from the consent agenda
and will be considered separately.

Discussion on the millage rate of the Town of Tyrone for fiscal year 2014-2015. Kyle Hood,

Staff Comments
Mr. Hood stated that at the last meeting he announced that the Town received $1,500 from the
Georgia Emergency Management Agency for materials used during the last ice storm. He added
that Ms. Beach was delighted when she opened a check for approximately $11,000 from the
Federal Emergency Management Agency. The total will not cover all costs however, it certainly
helps.
Mr. Hood updated Council on the pond maintenance project. He stated that he met Billy
Campbell, Public Works Director, at Shamrock Park to discuss a plan to revitalize the pond area
to be completed prior to Founder’s Day. He added that they met with several companies during
the bidding process over the past few weeks to assess our ponds. He stated that the Town has
over 20 ponds that are in need of maintenance. This process will take place over the next couple
of years during the cooler months. He stated that he feels comfortable with the plan of action and
there is money budgeted for this project. This project at Shamrock Park will take down several
limbs and smaller trees around the pond.
Mayor Dial inquired about the larger tree toward the middle of the pond. Mr. Hood stated that
that tree would need to be taken down by a tree company.
Council Member Matthews asked the name of the company. Mr. Hood stated that the company is
Strack Inc. out of Fairburn, they are a pipeline company that deals with stormwater systems,
culverts and pipelines.
Mr. Hood also updated Council on the Georgia Transportation Infrastructure Bank (GTIB) Loan.
Mr. Hood stated that the GTIB initially asked the Town to cut down the project because the math
did not work out to complete Senoia Road in its entirety. He informed Council due to several
projects coming in under budget, the Town returned to GTIB and asked if all of Senoia Road
could be paved. Mr. Hood reported that more than likely, the Town will be able to pave all of
Senoia and Castlewood Roads, within the Town limits. Pre planning will begin very soon with
Billy Campbell, Town Engineer David Jaeger and Mandy Alston with Atlanta Paving and
Concrete Construction, Inc. Mayor Dial stated that that was good news.
Mr. Hood stated that he has called local landscape companies regarding the placement of low
maintenance annuals in the small median by the railroad tracks at Senoia and Tyrone Roads, also
the area where two trees were located at Veteran’s Park. This will not only cut down on yearly
maintenance but to signify the downtown area. We will also allow the landscaper place their
sponsorship advertising within these areas. Council Member Matthews indicated that there is
another median area to consider, on Carriage Oaks Drive by Zestos.
Council Member Furr requested the red tips behind the Veteran’s Park signage be cut completely
down. She added that they look as if they are dying, perhaps they will come back. She asked that

the Public Works staff also look into the vine that is growing within the rose bushes. She ended
by requesting that no one spray any chemicals near the bricks, it erases the lettering.
Ms. Baker reported that approximately 90% of last year’s businesses have complied with the
Tyrone Ordinance to renew their occupational taxes. However, she still has work ahead and
needs to make record of each space in town. She ended by stating that nearly every day a new
business comes in, whether it is a regular business or a home occupation.
Council Comments
Council Member Matthews requested an update on the cart path letters that were sent out. Mr.
Hood stated that response has been low but positive. The family on the left entrance of
Brookfield asked that the Town not clear cut the tree line on the Tyrone Road side of the
property. Mr. Hood relayed to them that he could not promise but we have a reputation of
leaving sites better than before. He added that the Town has received phone calls from
individuals that did not receive letters and would like cart paths from their subdivisions. He
stated that the project should begin in the winter months with the roads that make the most sense.
