Town of Tyrone Council Meeting Minutes March 19, 2015 Present: Mayor Eric Dial Mayor Pro Tem Gloria Furr Council Member Ken Matthews Council Member Ryan Housley Council Member Linda Howard Town Manager Kyle Hood Town Clerk Dee Baker Town Attorney Dennis Davenport Mayor Dial called the meeting to order at 7:00 pm. The Invocation was given by Pastor Dale Millican from Living Proof Church followed by the Pledge of Allegiance. Public Comments Veronica Fears- 260 Newfield Dr., represented the Sandy Creek Band Boosters. She approached Council with a request for two banner fees to be waived for their Community Yard Sale in April. Council Member Matthews made a motion to waive two banner fees for the Sandy Creek Band Booster’s Community Yard Sale. Council Member Furr seconded the motion. Motion was approved 4-0. Approval of Agenda Council Member Housley made a motion to approve the agenda. Council Member Howard seconded the motion. Motion was approved 4-0. CONSENT AGENDA: All matters listed under this item are considered to be routine by the Town Council and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the consent agenda and will be considered separately. Approval of Minutes, March 5, 2015 Consideration to renew the Title VI, Nondiscrimination Act Agreement with the Georgia Department of Transporation (G.D.O.T) Kyle Hood, Town Manager Page 1 of 3 Consideration to update Environmental Health regulations pertaining to, On-Site Sewage Management, Tourist Accommodations, and Food Service Establishments. Robert Kurbes, Fayette County Health Department Manager. Council Member Matthews made a motion to approve the consent agenda. Council Member Housley seconded the motion. Motion was approved 4-0. PRESENTATIONS/RECOGNITION: PUBLIC HEARING: OLD BUSINESS: NEW BUSINESS: 1. Consideration and action on Way of Life Community Church’s request to use Shamrock Park to host Community Events throughout 2015. Heather Trompke, Way of Life Community Church Heather Trompke with Way of Life Community Church approached Council with the request to have the fees waived for the use of Shamrock Park for their Seventh Annual Easter Egg Hunt on March 28, 2015 and for the Ninth Annual Summer Splash on July 25, 2015. Ms. Trompke relayed that this year there will be 6,000 eggs for their hunt and added that they have arranged for a rain date as well. She added that in July, the former Back to School Bash, is now the Summer Splash with a water slide. Council Member Howard made a motion to approve Way of Life Community Church’s March and July community events at Shamrock Park and to waive the fees. Council Member Housley seconded the motion. Motion was approved 4-0. 2. Consideration to adopt new regulations pertaining to Portable Sanitation Contractors. Robert Kurbes, Fayette County Health Department Manager. Mr. Robert Kurbes, Fayette County Environmental Health Manager, thanked Council for approving the updated regulations for the on-site sewage requirements. He stated that by approving the updates, it allows the County to perform their duties more efficiently. He also stated that currently Portable Sanitation Contractors are not regulated by anyone. This will be regulated by the state and will go into effect January 2016. He asked for the same consideration on this item. He requested that Council adopt this state program as a local ordinance to provide the County with the ability to enforce the regulations in Tyrone. Council Member Matthews made a motion to adopt the new state mandated regulations pertaining to Portable Sanitation Contactors. Council Member Howard seconded the motion. Motion was approved 4-0. Public Comments Page 2 of 3 Staff Comments Chief Brandon Perkins stated that tomorrow staff will head down to Columbus to support their new Police Academy graduate, Kayla Banks. He stated that the Tyrone Police Department sent her to the academy and it has been a learning experience for Ms. Banks. He added that this may be the “new norm” when building their ranks by hiring certified and non-certified officers. He opened the invitation for Mayor and Council to come as well. Mr. Hood announced that tomorrow would be Beth Vaughn’s last day as the Town’s Environmental and Planning Technician. Mr. Hood stated that Ms. Vaughn has been a great representative of the Town to our community and also as an involved citizen. He added that the final plan for a staff send-off is still undecided, but he will inform everyone. Mr. Hood relayed thanks to Ms. Vaughn for her years of service to the Town beyond her departmental duties. Mayor Dial informed Council that he had spoken with the Tyrone Community Garden Group. They are in the process of becoming a non-profit organization and have requested that their Community Garden sign permit fee be waived. Council Member Housley mad a motion to waive the Tyrone Community Garden sign permit fee. Council Member Howard seconded the motion. Motion was approved 4-0. Council Comments Council Member Furr thanked citizen Rudy Norris for trimming the rose bushes at Veterans Park without being asked. Council Member Matthews stated that Mr. Norris is a true asset. Executive Session Council Member Matthews made a motion to move into Executive Session to review the March 5, 2015 Executive Session Minutes. Council Member Howard seconded the motion. Motion was approved 4-0. Council Member Furr made a motion to reconvene. Council Member Matthews seconded the motion. Motion was approved 4-0. Council Member Howard made a motion to approve the Executive Session Minutes from the March 5, 2015 Council Meeting. Council Member Housley seconded the motion. Motion was approved 4-0.
