Town of Tyrone Council Meeting Minutes April 16, 2015 Present: Mayor Eric Dial Mayor Pro Tem Gloria Furr Council Member Ken Matthews Council Member Ryan Housley Council Member Linda Howard Town Manager Kyle Hood Town Clerk Dee Baker Town Attorney Dennis Davenport The Invocation was be given by Outreach Pastor, Danny Stovall from Living Proof Church and was followed by the Pledge of Allegiance. Public Comments Approval of Agenda Council Member Matthews made a motion to approve the agenda. Council Member Housley seconded the motion. Motion was approved 4-0. CONSENT AGENDA: All matters listed under this item are considered to be routine by the Town Council and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the consent agenda and will be considered separately. Approval of Minutes, April 2, 2015 Council Member Howard made a motion to approve the consent agenda. Council Member Matthews seconded the motion. Motion was approved 4-0. PRESENTATIONS/RECOGNITION: Proclamation: Confederate History and Heritage Month. Eric Dial, Mayor Mr. Freddy Jones, a representative for the Sons of the Confederate Veterans, stated that when General Lee surrendered April 9th, 1865 it was a sad day in confederate history. It was the start of a ten year reconstruction of the southern states. He then stated that the Sons of the Confederate organization would resume cutting grass on Monday in the graveyard. He ended by informing everyone that there will be a confederate celebration on Confederate Memorial Day, April 27th, at 7:00 pm located at the Fayette County complex gazebo, to honor the confederate heroes. Alcohol Awareness Month. Eric Dial, Mayor Ms. Becky Smith, Executive Director for Fayette FACTOR, in association with AVPRIDE (Association of Village Pride), shared the importance for awareness of underage drinking. She relayed that young people who begin drinking before age fifteen are four times more likely to develop alcohol dependence than those who begin drinking at age twenty one. She added that by focusing on the delay of early on-set, children will have a much better chance of not acquiring an addition to alcohol. She added that the organization has been working for 3 ½ years on a five- year grant for awareness. Ms. Smith stated that the organization also has been working with community leaders to implement a pilot project for middle schoolers, grades six and seven for awareness. There is also a campaign entitled “Parents Who Host Lose the Most.” This highlights the issue with parents allowing kids to have friends over to host teen drinking parties. She added that they have also been working on an ordinance for municipalities to pass which could be a tool for parents to say no to hosting drinking parties, they could serve jail time for allowing under aged drinking. PUBLIC HEARING: OLD BUSINESS: NEW BUSINESS: 1. Resolution for Georgia Cities Week. Dee Baker, Town Clerk Ms. Baker stated that for sixteen years the Georgia Municipal Association has encouraged cities across Georgia to participate in the annual Georgia Cities Week. This is a time for cities and towns to inform citizens how city services impact their lives. She added that she is very excited to announce the Second Annual “Touch a Truck” event to be held at Burch Elementary School for their students. She stated that she was pleased to announce that Fayette County Fire and Emergency Services, Fayette County Public Works, Tyrone Police Department, Tyrone Public Works and Air Methods’ Air Life would be participating in this year’s event, making it larger than last year. This event will take place at Burch Elementary on Friday, April 24th or an alternate date of Thursday, April 23th from 12:00 pm to 2:00 pm. She then invited Mayor and Council to attend the event to share in the kid’s excitement when they lay their eyes on fire trucks, police cars, large road equipment and hopefully, as a repeat of last year, a helicopter. Council Member Furr made a motion to approve the Resolution for Georgia Cities Week. Council Member Housley seconded the motion. Motion was approved 4-0. Public Comments Staff Comments Council Comments Mayor Dial stated that the Town has received a few complaints about dirty cars as a result from the paving projects. Mayor Dial informed everyone that Atlanta Paving has secured coins for a free car wash at local car wash businesses. Mayor Dial stated that on Saturday, April 25th, Atlanta Paving will be located in the former Tyrone Elementary School parking lot for a community car wash. They will bring water trucks and a special solution that will require no scrubbing to remove paving debris. He ended by stating that the cleaning solution is $50 per gallon so please be very judicious. Executive Session Pursuant to O.C.G.A § 50-14-4 (b) of the Open and Public Meetings Act, Council will meet in Executive Session for one (1) item of pending litigation. Council Member Matthews made a motion to move into Executive Session for Council Member Furr seconded the motion. Motion was approved 4-0. Council Member Howard made a motion to reconvene. Council Member Furr seconded the motion. Motion was approved 4-0. No action was taken. Adjournment Council Member Matthews made a motion to adjourn.
